PRO 8 Scores Significant Gains Against Criminality in Two-Day Sweep

CAMP KANGLEON, PALO, LEYTE – The Police Regional Office 8 (PRO-8), under the leadership of PBGEN JASON L CAPOY, Regional Director, in accordance with the directives of the Chief, Philippine National Police (PNP), PGEN JOSE MELENCIO C NARTATEZ JR, to intensify the campaign against all forms of criminality, recorded significant gains in separate operations conducted across Eastern Visayas on February 20–21, 2026.

On February 20, 2026, an anti-illegal drugs operation conducted by the Station Drug Enforcement Unit of Albuera Municipal Police Station (MPS) in Albuera, Leyte, successfully arrested a Street-Level Individual (SLI) who is a fish vendor from Albuera, Leyte. Recovered from him were suspected shabu estimated to weigh 5.5 grams and a Dangerous Drug Board (DDB) Value of Php73,400.00; one unit of .38 caliber revolver; four rounds of .38 caliber ammunition, and other drug paraphernalia.

On February 21, 2026, Llorente MPS conducted an anti-illegal trade operation in Brgy. Naubay, Llorente, Eastern Samar. Two suspects were apprehended, a 30-year-old driver and a 20-year-old laborer. Confiscated from them were 45 containers of premium gasoline (900 Liters) valued at Php 56,295.00; 18 containers of unleaded gasoline (360 Liters) valued at Php 22,122.00; other paraphernalia; and a white van.

On the same day, a shooting incident suspect was apprehended through the prompt response of the Burauen MPS. Investigation disclosed that the victim was refueling gasoline at a sari-sari store when the suspect suddenly appeared and shot him hitting his left arm. Through a hot pursuit operation, the suspect was immediately arrested, and a caliber .45 with one magazine loaded with five live ammunitions was recovered from his possession. Meanwhile, the victim was immediately brought to Burauen District Hospital for medical attention.

On the afternoon of the same day, Ormoc City Police Station 3 – Station Drug Enforcement Team (OCPS3-SDET) conducted a buy-bust operation that resulted in the arrest of High-Value Individuals (HVIs) and one SLI, who are all residents of Ormoc City. Seized from the suspects were six heat-sealed transparent plastic sachets containing suspected shabu, with an estimated weight of 2.53 grams and a DDB value of Php 17,204.00. Also recovered were one .357 caliber revolver with two live rounds, two rounds of .38 caliber ammunition, and other drug paraphernalia.

RD CAPOY lauded the commitment and quick response of PRO 8 personnel, emphasizing that their dedication and professionalism reflect PRO 8’s strong commitment to law enforcement. “The arrest of the suspects and recovery of the fi****ms and other illegal subjects highlight our commitment to immediate response and effective law enforcement. We will continue to work closely with local police units to uphold peace and protect the lives of our citizens,” he said.

The confiscated items were properly marked and inventoried at the place of arrest in the presence of invited witnesses and the suspects, as mandated by the law. Subsequently, suspects are currently in police custody for proper documentation and preparation of criminal charges against them.

PNP ERADICATES ₱22M MA*****NA IN ILOCOS SUR, BENGUET

Illegal ma*****na plantations concealed in the mountains of Northern Luzon were dismantled in a series of sustained police operations that wiped out crops valued at more than twenty-two million pesos.

Under the leadership of PNP Chief, Police General (PGEN) Jose Melencio C. Nartatez Jr., police units sustained back-to-back ma*****na eradication operations that wiped out plantation sites in Ilocos Sur and Benguet, dealing a significant blow to the supply chain of prohibited drugs.

From 10:00 PM of February 17, 2025 until 9:45 AM of February 20, 2026, joint operatives from Sugpon MPS, PPDEU, PIU, 1st and 2nd PMFC of Ilocos Sur PPO, 1st PMFC of La Union PPO, SOU 1 of the PNP Drug Enforcement Group, and PDEA RO 1 conducted an extensive ma*****na eradication operation at Mt. Agay, Brgy. Licungan Sugpon, Ilocos Sur. The operation resulted in the discovery, uprooting, and on-site burning of more or less 19,800 fully grown ma*****na plants (FGMJPs) and more or less 13,000 grams of ma*****na stalks, with a total standard drug price of PhP5,585,000.00.

On February 20, 2026, from 7:00 AM to 1:30 PM, another coordinated eradication effort was carried out at Brgy. Tacadang, Kibungan, Benguet by personnel from Kibungan MPS, PIU, PPDEU, 1st and 2nd PMFC of Benguet PPO, RIU 14 of the Intelligence Group, and PDEA CAR. Authorities uncovered, uprooted, and burned on-site approximately 71,400 FGMJPs and around 20,000 grams of dried ma*****na leaves and stalks. The total standard drug price of the destroyed ma*****na was pegged at PhP16,680,000.00.

In total, law enforcement units eradicated ma*****na crops valued at PhP22,265,000.00 from remote mountainous areas, preventing the distribution of illegal drugs that could have reached communities across the region.

PGEN Nartatez emphasized the sustained drive against drug sources at their origin. “We will relentlessly pursue the destruction of illegal drug plantations wherever they are found. Hindi kami titigil hangga’t may nagtatanim at nagpapalaganap ng ilegal na droga sa ating mga kabundukan,” he said. “These operations send a clear message that the PNP will act decisively against those who attempt to profit from destroying lives. Ang laban kontra droga ay laban para sa kinabukasan ng ating mga kabataan.”

He further underscored accountability and vigilance in high-risk areas. “Plantation sites may be hidden in remote terrain, but they are never beyond the reach of the law. Patuloy naming palalakasin ang aming presensya sa mga lugar na ginagamit sa ganitong ilegal na gawain,” PGEN Nartatez added. “Communities play a vital role in reporting these activities. Ang pakikipagtulungan ng mamamayan ang susi upang tuluyang matigil ang pagtatanim ng ma*****na.”

TOP REGIONAL TARGET-DISMISSED COP AND FEMALE COHORT NABBED IN LEYTE DRUG STING

A Rank 1 Regional Priority Target and his cohort were taken off the streets in a decisive anti-illegal drug operation before sunrise in Leyte. Under the leadership of PNP Chief, Police General (PGEN) Jose Melencio C. Nartatez Jr., the Philippine National Police sustained its intensified campaign against high-impact drug personalities, ensuring that even former members of the organization are held fully accountable under the law.

Joint operatives of the Regional Police Drug Enforcement Unit 8 (RPDEU8) led a buy-bust operation at around 5:50 AM on February 17, 2026, in Brgy. Poblacion District 3, Babatngon, Leyte. The operation resulted in the arrest of a 55-year-old dismissed police officer listed as Rank 1 in the Regional Priority Target List of PRO8 and his 21-year-old female cohort, identified as a High-Value Individual.

The poseur buyer successfully purchased one heat-sealed plastic sachet containing suspected shabu in exchange for marked money. Upon the pre-arranged signal, arresting officers immediately moved in, introduced themselves as police officers, and subdued the suspects. The marking and inventory of the seized items were conducted at the place of arrest in the presence of the suspects and required witnesses, including a media representative and an elected barangay official, in accordance with existing laws.

Authorities confiscated suspected shabu weighing approximately 39 grams with an estimated Dangerous Drug Board value of Php 265,200.00. Also recovered during the search incidental to lawful arrest were a pump-action rifle (caliber .22) with serial number 15232, a caliber .45 magazine, ten rounds of caliber .45 ammunition, and one hand gr***de (GREN, HAND FRAG PRB 423, HE). The illegal drugs were confiscated at the site of the transaction in Brgy. Poblacion District 3, Babatngon, Leyte. Charges for violation of Sections 5 and 11, Article II of Republic Act No. 9165, as well as Republic Act No. 10591 and Republic Act No. 9516, are being prepared against the arrested individuals.

PGEN Nartatez stressed the organization’s uncompromising stance against criminality within and outside police ranks. “No one is above the law. We will relentlessly pursue individuals who poison our communities, regardless of their past affiliations,” he said. “Walang puwang sa PNP ang sinumang lalabag sa batas. Mananagot ang lahat, kahit sino pa sila.”

He further emphasized, “Our campaign against illegal drugs is firm and focused. We are determined to dismantle networks that threaten public safety.” He added, “Hindi kami titigil hangga’t may nagtutulak ng ilegal na droga sa ating mga komunidad.”

PNP-LED JOINT OPS HITS ILLEGAL TO***CO NETWORK, ₱422M SEIZED IN PAMPANGA

The Philippine National Police (PNP) has successfully uncovered large-scale illegal cigarette manufacturing and repacking operations in Pampanga, in a coordinated effort with local government units, Bureau of Customs (BOC), Bureau of Internal Revenue (BIR) and other partner agencies.

This morning, Chief PNP PGEN Jose Melencio C. Nartatez Jr. joined SILG Juanito Victor C. Remulla in site inspections across multiple warehouses in San Fernando, Mexico, and San Simon. Authorities seized cigarette-making and repacking machines, to***co drying equipment, raw materials, suspected counterfeit BIR tax stamps, and large volumes of finished products.

“Simultaneous ito at well-coordinated,” Chief PNP,PGEN Nartatez said. “Mula sa pinakamaliit hanggang sa pinakamalaki, nakukuha at naaaresto natin ang mga involved. With the LGU, Department of Finance, BIR, Customs, PNP, and NBI working together, we are implementing not only existing laws, but also Republic Act 12022, Anti-Agricultural Economic Sabotage—part of the President Ferdinand R. Marcos Jr’s directive.”

He added, “Kailangan nating malaman ang ecosystem ng ganitong operations. Ilan ang pumapasok na sasakyan, saan galing ang mga sigarilyo at dahon ng tabacco. May CCTV, police presence, at validation ng National To***co Administration. Lahat ng items at personalities ay may trace, lalo na kung may permit sila o dumaan sa legal channels. This is a fully coordinated, end-to-end operation.”

Chief PNP PGEN Nartatez emphasized the broader purpose:
“Hindi lang ito tungkol sa government revenues. Ito rin ay para sa health hazards na dulot ng mga illegal ci******es. Kaya kasali ang Department of Health at Department of Energy sa monitoring. Patuloy ang operations—from warehouses sa Mindanao hanggang sa tindahan at transport routes sa highways. May mga warehouse pa na hinukay sa ilalim ng lupa na may milyong-milyong sigarilyo. Lahat ng ito ay documented at validated.”

The operations began on February 11, 2026, when units led by the CIDG executed a search warrant at a warehouse in Barangay Panipuan, San Fernando. The raid led to the confiscation of cigarette-making and repacking machines, to***co drying and processing equipment, raw materials, suspected counterfeit BIR tax stamps, and large quantities of finished cigarette products, with a total estimated value of ₱147 million.

Subsequent inspections on February 12 in Barangay San Jose Malino, Mexico, Pampanga, uncovered additional raw materials intended for illegal cigarette production, valued at around ₱115 million. Finally, on February 13, a Bureau of Customs Letter of Authority was implemented at a warehouse in San Simon, resulting in the seizure of nine major processing machines and large sacks of to***co valued at ₱160 million.

“These operations demonstrate the strong collaboration among LGUs, the PNP, BIR, Customs, and other agencies,” Chief PNP PGEN Nartatez said. “Illegal to***co manufacturing violates tax laws, undermines lawful businesses, and poses risks to public health. We are committed to holding those responsible accountable.”

The PNP urges the public to report any suspicious activities related to illicit to***co production and distribution. BREAKING THE CHAIN: PNP CONFISCATES ₱178M IN DRUGS, ARRESTS OVER 1,000 IN ONE WEEK

In a decisive push against illegal drugs, the Philippine National Police (PNP) reported a remarkable week-long accomplishment that underscores its commitment to a safer, drug-free Philippines. From February 9 to 15, 2026, PNP operations nationwide led to the arrest of 1,066 individuals and the seizure of thousands of grams of illegal substances.

PNP Chief, PGEN Jose Melencio C. Nartatez Jr., emphasized that these results reflect the PNP’s dedication to protecting communities and supporting the policies of President Ferdinand Marcos Jr., who has made the fight against illegal drugs a national priority.

In a firm yet approachable reminder to the public, PGEN Nartatez emphasized: “Sa bawat operasyon, ipinapakita natin na ang ilegal na droga ay walang lugar sa ating lipunan.
