On December 26, 1925, the Supreme Council of the 33° for Spain and her Dependencies (under the Grande Oriente Español) convened and passed a historic accord:

“𝐓𝐡𝐚𝐭 𝐭𝐡𝐞 𝐒𝐲𝐦𝐛𝐨𝐥𝐢𝐜 𝐆𝐫𝐚𝐧𝐝 𝐅𝐞𝐝𝐞𝐫𝐚𝐥 𝐂𝐨𝐮𝐧𝐜𝐢𝐥 𝐨𝐟 𝐭𝐡𝐞 𝐆𝐫𝐚𝐧𝐝𝐞 𝐎𝐫𝐢𝐞𝐧𝐭𝐞 𝐄𝐬𝐩𝐚ñ𝐨𝐥 having resolved to grant full independence to the Gran Logia del Archipielago Filipino — so that it may henceforth stand as a free body with complete legal and Masonic personality, as a true National Grand Lodge — this Supreme Council hereby extends its formal CHARTER, attesting in perpetuity its regularity and legitimacy, to be recognized by all Regular Masons worldwide, by all Grand Orients and Grand Lodges, and by all regular Supreme Councils forming the Universal Confederation of Supreme Councils of the 33° of the Ancient and Accepted Scottish Rite.”

True to this pledge, on December 31, 1925, the Supreme Council formally issued this Charter, elevating the Gran Logia del Archipielago Filipino as a PERFECTLY REGULAR, FREE, AND FULLY INDEPENDENT Masonic authority. The document was signed by:

- Illustrious Brother Enrique Gras, 33° – Sovereign Grand Commander
- Illustrious Brother Jose Lescura, 33° – Grand Chancellor and Secretary-General

Apolinario Mabini: Hermano Katabay – The Guiding Mind of the Philippine Revolution

One of the rare surviving photographs of Hermano Katabay, better known as Apolinario Mabini, was taken during his graduation from the University of Santo Tomas (UST) in 1894. Mabini had already been initiated into Freemasonry in 1892 at Balagtas Lodge No. 149, which worked under the jurisdiction of the Gran Oriente Español. Within the Craft, he was known by the symbolic name "Katabay," meaning "Guide," a fitting title for the man who would later become one of the foremost intellectual leaders of the Philippine Revolution.

Apolinario Mabini is widely remembered as the revolutionary statesman confined to a wheelchair and as a lasting symbol of resilience for persons with disabilities. However, he was not born with paralysis. According to historian Dr. Maria Luisa Camagay, Mabini contracted polio during the first quarter of 1896, at the age of 31, leaving him permanently paralyzed. The illness deeply affected him, particularly because it came at the height of his life when he was eager to contribute actively to the revolutionary cause. Despite his physical limitations, his intellect and unwavering patriotism enabled him to play a decisive role in shaping the nation's struggle for independence.

Following his arrest by the Spanish colonial authorities in 1896, Mabini traveled to Los Baños, Laguna, hoping to benefit from the therapeutic properties of its hot springs. During his stay, he continued his patriotic work by writing two of his most influential political treatises: El Verdadero Decálogo (The True Decalogue) and Ordenanzas de la Revolución (The Ordinances of the Revolution), works that articulated the moral and political principles of the revolutionary movement.

Mabini's brilliance eventually earned him appointment in January 1899 as the President of the Supreme Court (the equivalent of today's Chief Justice) under the First Philippine Republic. His appointment, however, was met with criticism from some members of the Malolos Congress, including Ambrosio Rianzares Bautista. Writing under the pseudonym "Zerzarian" in the September 1899 issue of La Independencia, Bautista questioned how a man with a physical disability could occupy such a prestigious office.

Mabini responded with remarkable clarity and conviction:

> "Does the job of Chief Justice of the Supreme Court require constant walking? No? Therefore, he can be a man without feet, as long as he possesses the brains and able hands for the office."

This powerful statement remains a timeless affirmation that leadership and public service are defined not by physical ability, but by intellect, integrity, and dedication. As Hermano Katabay, Apolinario Mabini truly lived up to his Masonic name—serving as the "Guide" and the "Utak ng Himagsikan" (Brain of the Revolution), whose wisdom helped shape the course of Philippine history and continues to inspire generations today.
