In Batangas City, Dr. Sofia Catibog, Dean of the College of Nursing at the University of Batangas, has spent her career shaping both patient care systems and the next generation of nurses. Armed with a Doctor of Philosophy in Educational Management and a Master of Arts in Nursing, her leadership spans clinical service and academic excellenceโfrom serving as Chief Nurse and Training Officer at United Doctors of St. Camillus de Lellis Hospital to leading a thriving nursing program since 2017.
Her most defining challenge began at the foundation. โAs the first Chief Nurse of United Doctors of St Camillus de Lellis Hospital, standards are very important to reflect the authentic commitment in improving the quality of patient care and management of nursing servicesโฆ It is so challenging to build a nursing service department to operationalize a new healthcare institution.โ
Through comprehensive systemsโfrom patient care protocols to governance, communication, and quality improvementโCatibog established a culture of accountability and safety. She later carried this same discipline into academia during the COVID-19 pandemic, when education was abruptly disrupted. Despite the digital divide and the sudden shift to online learning, she ensured continuity: guiding students to graduation, training faculty in outcomes-based education, and strengthening distance learning through continuous upskilling.
Her leadership translated into measurable outcomes. Under her stewardship, the College of Nursing achieved multiple 100% passing rates in the Philippine Nurses Licensure Examination from 2019 to 2025, including top-performing graduates. These results not only elevated institutional credibility but also strengthened community trust.
Beyond performance metrics, Catibog demonstrated unwavering integrity in both clinical and academic governance. From addressing sentinel events with structured protocols to enforcing disciplinary standards in the university, she balanced ethical rigor with collaborative leadershipโensuring that systems were followed, accountability was clear, and patient and student welfare remained paramount.
Her work exemplifies the mission of BEST Healthcare RankingsโBuilding Excellence through Service and Trust. Through both visible achievements and quiet, systems-driven leadership, Dr. Catibog elevates the public image of nursing as a profession grounded in integrity, resilience, and transformative impact.
