🚨 𝗥𝗢𝗔𝗗 𝗔𝗖𝗖𝗜𝗗𝗘𝗡𝗧 𝗥𝗘𝗦𝗣𝗢𝗡𝗦𝗘 𝗚𝗨𝗜𝗗𝗘𝗟𝗜𝗡𝗘𝗦

What to do when you encounter a road accident?

Road accidents require a quick, calm, and responsible response. Your actions during the first few minutes can help protect lives, prevent further injuries, and assist emergency responders.

1. Ensure your own safety first
• Before providing assistance, make sure the scene is safe.
• Slow down and park in a secure location away from traffic.
• Activate hazard lights if available.
• Wear reflective gear or use warning devices when possible.
• Never place yourself in danger while attempting to help others.

Remember: A rescuer who becomes injured creates another victim.

2. Secure the Accident Scene
• Prevent secondary collisions and protect the injured.
• Alert approaching motorists to slow down.
• Establish a safe perimeter around the accident.
• Keep spectators and bystanders away from the roadway.
• Watch for fuel spills, fire hazards, electrical wires, or unstable vehicles.

3. Contact Emergency Services Immediately
Call the appropriate emergency hotline and provide:

• Exact location of the accident
• Number of injured persons
• Nature of injuries observed
• Presence of fire, fuel leaks, or trapped victims
• Contact information of the caller
• Remain on the line if instructed by the dispatcher.

4. Perform an Initial Assessment
Approach the victim carefully and identify yourself.
Check:

✅ Responsiveness
✅ Breathing
✅ Severe bleeding
✅ Visible injuries
✅ Level of consciousness

Ask simple questions:
"Can you hear me?"
"What is your name?"
"Do you know where you are?"

These questions help determine mental status and responsiveness.

5. Do not move the victim unnecessarily
motorcycle accidents often involve:

• Head injuries
• Neck injuries
• Spinal injuries
• Internal trauma

Do not remove helmets or move injured persons unless:

• There is an immediate threat of fire or explosion.
• The victim is in active traffic danger.
• The victim is not breathing and airway access is required.
• Improper movement can worsen injuries permanently.

6. Provide Basic First Aid (If Trained) While waiting for emergency responders:

• Control Bleeding
• Apply direct pressure using a clean cloth or bandage.
• Elevate the injured area if appropriate.
• Monitor Airway and Breathing
• Ensure the airway remains open.
• Observe chest movement and breathing patterns.
• Prevent Shock
• Keep the victim calm.
• Keep them warm using a jacket or blanket.
• Reassure them that help is on the way.
CPR
• Perform CPR only "if trained" and if the victim is unresponsive and not breathing normally.

7. Protect the Victim's Dignity and Privacy
• Avoid taking photos or videos.
• Do not post accident information on social media.
• Respect the victim and their family.
• Allow emergency responders to handle official documentation.

8. Assist Emergency Responders
When authorities arrive:

• Briefly explain what happened.
• Report any first aid provided.
• Share observations regarding the victim's condition.
• Follow instructions from police, EMS, or rescue personnel.

9. Remain Calm and Professional
• A calm rescuer provides better assistance.
• Avoid creating panic.
• Avoid assigning blame at the scene.
• Focus on preserving life and preventing further harm.

"Safety first. Preserve life. Prevent further injury. Assist until professional help arrives."

EVO Riders Club Philippines Inc. (𝗥𝗔𝗖)

Purpose

The Regional Administrative Council (RAC) is an executive-level administrative body appointed by and operating under the authority of the Office of the ERCP National President. It serves as the primary regional governance and oversight arm of the organization, ensuring that all chapters within its jurisdiction operate in accordance with the ERCP Constitution, By-Laws, National Policies, Executive Orders, and Official Directives.

RAC members are generally composed of former Chapter Officers who have successfully completed at least one (1) full elected term, demonstrating proven leadership, organizational competence, and commitment to ERCP's mission and values.

Regional Governors usually act as the official representatives of the National President within their assigned region and provide administrative leadership, operational supervision, and strategic direction to all chapters under their jurisdiction.

𝗧𝗘𝗡 (𝟭𝟬) 𝗧𝗘𝗖𝗛𝗡𝗜𝗖𝗔𝗟 𝗗𝗨𝗧𝗜𝗘𝗦 𝗔𝗡𝗗 𝗥𝗘𝗦𝗣𝗢𝗡𝗦𝗜𝗕𝗜𝗟𝗜𝗧𝗜𝗘𝗦

1. Membership Development and Organizational Expansion

• Develop, implement, and monitor a comprehensive regional membership recruitment, orientation, and retention program.

• Supervise the establishment of new chapters and ensure that all applicants comply with ERCP membership standards, accreditation requirements, and onboarding procedures.

2. Governance, Compliance, and Otganizational Policy Enforcement

• Ensure strict compliance with the ERCP Constitution and By-Laws, National Administrative Orders, Code of Conduct, and all official policies.

• Investigate reported violations, recommend corrective actions, and submit administrative findings to the National President when necessary.

3. Leadership Development and Chapter Performance Management

• Provide leadership coaching, mentoring, and organizational development for Chapter Officers.

• Establish measurable operational targets, including membership growth, humanitarian projects, educational programs, Executive Board (EB) meetings, and community engagement initiatives.

4. Regional Program Planning and Fundraising Oversight

• Develop and recommend sustainable fundraising initiatives that comply with ERCP financial policies.

• Ensure that all regional fundraising activities directly support humanitarian missions, community service programs, disaster response, and chapter development.

5. Administrative Supervision and Executive Support

• Serve as the senior administrative authority within the region by providing operational guidance, conflict resolution, organizational consultation, and executive support to all Chapter Officers while maintaining accountability to the Office of the National President.

6. Operational Monitoring, Evaluation, and Reporting

• Conduct periodic evaluations of chapter operations using established Key Performance Indicators (KPIs), including organizational compliance, membership retention, financial accountability, humanitarian participation, leadership effectiveness, and overall organizational performance.

• Submit consolidated regional reports to the National Council Seceetary General

7. Official Representation and Field Operations
Represent the Office of the National President during chapter meetings, inductions, inspections, humanitarian missions, training activities, regional events, and official organizational functions.

• Conduct regular field visits to assess chapter operations and provide direct administrative assistance.

8. National Council Participation

• Attend all National Council Meetings, Executive Conferences, and Strategic Planning Sessions held at least once every three (3) months.

• Present regional accomplishments, operational concerns, statistical reports, recommendations, and policy proposals for national consideration.

9. Chapter Formation and Provincial Sector Authorization

• Evaluate and process team applications for the creation of new Provincial Sectors, Chapters, and Team Aspirants within the assigned region.

• Verify compliance with organizational requirements and endorse qualified team applications to the Office of the National President for evaluation. A final approval and ratification from the Club Founding Fathers, Grand Council.

10. Regional Convention and Organizational Coordination

• Plan, organize, and preside over Regional Conventions (RECON), Chapter Officers' Conferences, and Regional Leadership Summits at least once every quarter.

𝗖𝗼𝗿𝗲 𝗙𝘂𝗻𝗰𝘁𝗶𝗼𝗻 𝗼𝗳 𝘁𝗵𝗲 𝗥𝗲𝗴𝗶𝗼𝗻𝗮𝗹 𝗔𝗱𝗺𝗶𝗻𝗶𝘀𝘁𝗿𝗮𝘁𝗶𝘃𝗲 𝗖𝗼𝘂𝗻𝗰𝗶𝗹

The RAC serves as the administrative bridge between the National Executive Leadership and all Regional Chapters, ensuring:

• Uniform implementation of national policies.
Strong organizational governance and accountability.

• Sustainable membership growth and leadership development.

• Effective communication between National and Chapter leadership.

• Continuous monitoring of chapter performance and compliance.

• Professional administration of all ERCP regional operations.

These activities shall focus on club policy dissemination, leadership development, operational planning, organizational assessment, and strengthening coordination among all chapters within the region.
