Purpose
The Regional Administrative Council (RAC) is an executive-level administrative body appointed by and operating under the authority of the Office of the ERCP National President. It serves as the primary regional governance and oversight arm of the organization, ensuring that all chapters within its jurisdiction operate in accordance with the ERCP Constitution, By-Laws, National Policies, Executive Orders, and Official Directives.
RAC members are generally composed of former Chapter Officers who have successfully completed at least one (1) full elected term, demonstrating proven leadership, organizational competence, and commitment to ERCP's mission and values.
Regional Governors usually act as the official representatives of the National President within their assigned region and provide administrative leadership, operational supervision, and strategic direction to all chapters under their jurisdiction.

1. Membership Development and Organizational Expansion
โข Develop, implement, and monitor a comprehensive regional membership recruitment, orientation, and retention program.
โข Supervise the establishment of new chapters and ensure that all applicants comply with ERCP membership standards, accreditation requirements, and onboarding procedures.
2. Governance, Compliance, and Otganizational Policy Enforcement
โข Ensure strict compliance with the ERCP Constitution and By-Laws, National Administrative Orders, Code of Conduct, and all official policies.
โข Investigate reported violations, recommend corrective actions, and submit administrative findings to the National President when necessary.
3. Leadership Development and Chapter Performance Management
โข Provide leadership coaching, mentoring, and organizational development for Chapter Officers.
โข Establish measurable operational targets, including membership growth, humanitarian projects, educational programs, Executive Board (EB) meetings, and community engagement initiatives.
4. Regional Program Planning and Fundraising Oversight
โข Develop and recommend sustainable fundraising initiatives that comply with ERCP financial policies.
โข Ensure that all regional fundraising activities directly support humanitarian missions, community service programs, disaster response, and chapter development.
5. Administrative Supervision and Executive Support
โข Serve as the senior administrative authority within the region by providing operational guidance, conflict resolution, organizational consultation, and executive support to all Chapter Officers while maintaining accountability to the Office of the National President.
6. Operational Monitoring, Evaluation, and Reporting
โข Conduct periodic evaluations of chapter operations using established Key Performance Indicators (KPIs), including organizational compliance, membership retention, financial accountability, humanitarian participation, leadership effectiveness, and overall organizational performance.
โข Submit consolidated regional reports to the National Council Seceetary General
7. Official Representation and Field Operations
Represent the Office of the National President during chapter meetings, inductions, inspections, humanitarian missions, training activities, regional events, and official organizational functions.
โข Conduct regular field visits to assess chapter operations and provide direct administrative assistance.
8. National Council Participation
โข Attend all National Council Meetings, Executive Conferences, and Strategic Planning Sessions held at least once every three (3) months.
โข Present regional accomplishments, operational concerns, statistical reports, recommendations, and policy proposals for national consideration.
9. Chapter Formation and Provincial Sector Authorization
โข Evaluate and process team applications for the creation of new Provincial Sectors, Chapters, and Team Aspirants within the assigned region.
โข Verify compliance with organizational requirements and endorse qualified team applications to the Office of the National President for evaluation. A final approval and ratification from the Club Founding Fathers, Grand Council.
10. Regional Convention and Organizational Coordination
โข Plan, organize, and preside over Regional Conventions (RECON), Chapter Officers' Conferences, and Regional Leadership Summits at least once every quarter.

The RAC serves as the administrative bridge between the National Executive Leadership and all Regional Chapters, ensuring:
โข Uniform implementation of national policies.
Strong organizational governance and accountability.
โข Sustainable membership growth and leadership development.
โข Effective communication between National and Chapter leadership.
โข Continuous monitoring of chapter performance and compliance.
โข Professional administration of all ERCP regional operations.
These activities shall focus on club policy dissemination, leadership development, operational planning, organizational assessment, and strengthening coordination among all chapters within the region.
