2024 YEAR ENDER REPORT
An INDEPENDENT AND NON-COMMISSIONED BAYAN SERBISYO AT KAUNLARAN ADVOCATES FOR PARTICIPATORY GOVERNANCE AND ACCOUNTABILITY has recently released its latest "TINGOG SA KATAWHAN" job performance survey for Mayors in the province of Eastern Samar, providing a quantitative, comparative and comprehensive assessment of local government leadership. The survey, strictly rates mayoral performance based on multiple governance critical parameters and CONSTITUENTS Job Performance and Satisfaction rating.
The expectations and duties of the Mayors are extensive that encompasses several roles being the local Chief Executive โ supervise and implement all policies and programs, projects, and services of the LGU. Enforce all laws and ordinances in relation to the governance of the municipality . Initiate and maximize the generation of resources and revenues and use these for implementing plans. Most importantly, addressing and responding to the problems and challenges of their respective towns ---- those who ranked no. 1, 2 and 3 in their province should be recognized and commended for performing well."
As a YEAR-ENDER report, the survey evaluates municipal mayors in through a series of key indicators that are crucial for a holistic assessment of each mayor's effectiveness and the overall satisfaction of their constituents.
KEY INDICATORS/MULTIPLE METRICS
Participatory Governance, Public Service Efficiency, Transparency and Accountability, Community Engagement, Infrastructure Development, and Environmental Sustainability. Moreover the survey measures Peace & Order, Security , Health and Safety protocols, Disaster Response, improvements in Education and Youth Programs, initiatives geared towards Economic Development, and the support of Cultural and Recreational Programs.
Eastern Samar mayors survey is part of the region wide "TINGOG SA KATAWHAN" initiative with a total of 6,000 adult respondents, structured to reflect a 95% confidence level with a margin of error of +/-1%, presents a robust and reliable snapshot of public sentiment towards the job performance of the Local Chief Executive for the year 2024.
