The National Council on Disability Affairs (NCDA) praised Baguio City for its commitment to inclusive education for learners with disabilities.

Dr. Rommel Manzano, principal of the Special Pupils Education Center in Baguio, confirmed on June 16, 2026 that the school actively ensures vital learning and support for 845 learners with severe and profound cases of disability, including 293 in specialized classes who receive tailored education and life skills training.

Currently, Baguio City also houses Inclusive Learning Resource Center (ILRC), the second of its kind to be inaugurated in the Cordillera Administrative Region (CAR). The center offers ten comprehensive learner-centered service areas, including management, assessment, information and communication technology (ICT) skills development, bridging, speech and language therapy, occupational and behavioral therapy, physical therapy, and water or hydrotherapy.

The said ILRC is envisioned to serve as a therapeutic and technical resource hub to promote inclusive education and help schools integrate learners with disabilities. Meanwhile, the Special Pupils Education Center is also set to transition into an ILRC.

These initiatives align with RA 11650 or “An Act Instituting a Policy of Inclusion and Services for Learners with Disabilities in Support of Inclusive Education” to ensure equitable education for all.

The NCDA stated that quality education for persons with disabilities is essential to remove barriers, ensure equal access, and close education gaps.

Calling all Baguio registered Persons With Disability

To register, kindly bring Person With Disability Identification card and REGISTER from 8am-5pm on the following dates:
•JUNE 27, 28 Sat and Sun - Orchidarium Cafe, Burnham Park
•JUNE 29,30 Mon and Tue - Ground floor, PDAO

The training proper will be on July 2-3, 2026, Thursday -Friday at Tugos Hotel, Naguilian Road.
