FURVENT'S OFFICIAL CLARIFICATION AND TIMELINE: AXLEโ€™S CASE

We would like to provide a clear and final clarification regarding the case of Axle, the dog who was brutally beaten to death, as we have received many questions and concerns about whether a case has been filed and who filed it.

Five days ago, a viral post circulated claiming that a case had already been filed for Axle. At that time, we knew this information was inaccurate. We were in direct communication with the relatives of the dogโ€™s owner, and we were also informed by sources that an earlier attempt by the PNP to file a complaint was not accepted due to lack of sufficient evidence, specifically the absence of a witness.

Because we did not want Axleโ€™s case to be prematurely considered resolved, forgotten, or treated with complacency, we chose to debunk that viral post. Our intention was to ensure that the case would continue moving forward and not fall into silence.

At this point, our legal counsel independently decided that he would travel to Bontoc to personally meet with the Police Director and PNP Sadanga to determine whether a witness could be secured and whether a case could be filed. This decision was made solely by him, before he had any communication or coordination with PAWS.

Before our legal counsel could travel, he was connected to PAWS through Ms. Rina of Biyaya Animal Care. At that time, he learned that PAWS volunteers were already on the ground in Sadanga and that they were preparing to file a complaint on Monday.

in the interest of supporting and reinforcing accountability, PAWS filed a complaint, with our legal counsel joining as a co-complainant in his capacity as a private individual. Later that day, he met personally with the Police Director and PNP Sadang and learned that PNP Sadanga was already preparing a case and had built what they believed to be an airtight complaint.

While we also strongly wanted to file as an organization, doing so required a board resolution. As our board members were not physically available in Baguio City at that time, we decided that the most practical and timely course of action was for our legal counsel to join as a co-complainant in his capacity as a private individual, rather than under Furvent Animal Rescue and Advocacy.

As reflected in the public post by PAWS, the complaint filed by PAWS was not accepted after several hours of processing.

Approximately 30 minutes to one hour later, we received confirmation that PNP Sadanga filed the complaint, and this time, it was accepted by the Fiscal.

This is the crucial point:

At this stage, the case is subject to evaluation and due process, and it remains to be determined whether it will proceed to trial or be dismissed.

We are sharing this timeline to avoid further confusion and to address questions about whether a case truly exists and who filed it. What matters most to us is that Axleโ€™s case has moved forward into the legal process.

We would like to sincerely commend:
โ€ข PNP Sadanga, who persevered and worked diligently behind the scenes to build a complaint that could meet legal requirements.

โ€ข PAWS, whose volunteers went to the area, remained on the ground, and exhausted all possible means to pursue accountability.

โ€ข Our legal counsel, who, despite being unwell and having very limited resources, still traveled to the area to assist, coordinate, and support the pursuit of justice.

On a personal note, this case has weighed heavily on us. The pressure, sleepless nights, and emotional toll were real, but Axle deserved persistence.

Finally, we thank the netizens and animal welfare advocates who continuously called for accountability. Public vigilance mattered.

This will be our final clarification on the matter.
From here on, we remain watchful as the case undergoes legal evaluation and proceeds in accordance with due process.

"As a dog lover, my heart is filled with deep gratitude for everyone who stood up, spoke out, and helped bring justice in this case of cruelty to animals. What happened was painful and heartbreaking, but the compassion, courage, and unity shown by many remind us that humanity still stands strong.

Despite the many difficulties encountered, the Sadanga Municipal Police Station (MPS) exerted relentless effort to gather evidence and comply with all the necessary requirements of the Office of the Prosecutor. The case was filed twice but was not accepted due to insufficient evidence. Rather than giving up, the Sadanga MPS continued its investigation, strengthened the evidence, and remained committed to seeking justice. On the third filing, their perseverance paid off, and the case was finally accepted.

In line with this, the Sadanga Municipal Police Station formally referred the case on December 15, 2025, for violation of Republic Act No. 8485, otherwise known as the Animal Welfare Act, as amended by Republic Act No. 10631, to the Provincial Prosecutorโ€™s Office, Bontoc, Mountain Province. This marked a significant step toward accountability and justice for the animals involved.

In support of these efforts, the Mountain Province Police Provincial Office also exerted significant effort to help make the case airtight. They sought legal opinions and guidance from judges, prosecutors, private lawyers, and PNP lawyers to ensure that the case was properly built and legally sound.

I also extend my sincere appreciation to the volunteers, animal welfare advocates, and organizations who offered their time, knowledge, and support. You are warmly invited to the province to conduct information dissemination activities and/or lectures on the law, and to further understand the situation on the ground. Your continued engagement will greatly help educate the community and prevent similar incidents in the future.

This was not just about solving a crimeโ€”it was about protecting innocent lives and sending a clear message that cruelty to animals will not be ignored. Because of everyoneโ€™s collective effort, accountability was pursued and hope was restored."

IMPORTANT AXLE CASE UPDATE

The criminal complaint prepared by PAWS lawyers against the person who killed Axle was sworn in front of Prosecutor Ringgo Sumedca this morning but, in a puzzling turn of events, the same Prosecutor later on refused to file the case six (6) hours after administering the oath for the complainants.

PAWS and its co-complainant (who does not wish to be named for this post) were earlier asked to return for the docket/INV number on the โ€˜filedโ€™ criminal complaint. PAWS representative Jennel Anecito, however, who took a 12 hour bus trip to file the case, had nowhere to go so he opted to wait at the Prosecutorโ€™s office. Six hours later, Prosecutor Sumedco explained to PAWS Executive Director Atty. Anna Cabrera over the phone that he cannot accept the filing because of insufficient evidence and unauthenticated CCTV footage.

Atty. Cabrera said that the matter of lack of witnesses and the unauthenticated CCTV was addressed in the Complaint. Note: These would be secured using Rules of DIscovery later on in hearings but that the Police Report stated clearly that: "Erwin Faguinney mercilessly struck the dog with a piece of wood in front of the ownerโ€™s residence (and continued) hitting the animal until it died. โ€œ

The document was signed by Police Captain Nestor Fuguon, Acting Chief of Police of Sadanga Municipal Police Station who was present at Bgy Saclit during the December 4, 2025 relief distribution when the crime took place.

[It was not made known to PAWS as to why the animal offender was not arrested on the spot and why Axleโ€™s killing was only reported to the police station two (2) days after the incident.]

PAWS does not understand why the Office of the Provincial Prosecutor would refuse to receive and docket our complaint after our representative and co-complainant took their oaths.

Receiving a criminal complaint is a ministerial duty. Under Section 9(b) of Department Circular No. 028 s. 2024, the procedure is explicit: "Expedited preliminary investigation is initiated by the filing with the prosecution office... Upon receipt... the designated assisting prosecutor shall evaluate its sufficiency.โ€

Prosecutors cannot "evaluate" what they refuse to receive.

PAWS will pursue the filing of this case and seek .

The criminal complaint prepared by PAWS lawyers was crafted after case work conducted by PAWS volunteers over the course of three days or from December 11 to 13, 2025.

These volunteer case workers who took a 12-hour bus ride from Cubao, Quezon City to Bontoc and also rode tricycles and then trekked one hour to reach Brgy. Saclig to interview witnesses, including the Brgy. Captain. They also visited three police stations before they got the certified true copy of the police report.

PAWS thanks these hardworking and courageous volunteers for doing the legwork for the case. We are committed to not let their efforts go to waste.

Despite information circulating online, through our volunteers currently investigating on the ground and who have been coordinating with a reliable source, PAWS has confirmed that no criminal complaint has actually been filed yet against the individual alleged to be responsible for Axle's tragic murder.

In a Facebook post today, PAWS Executive Director Atty. Anna Cabrera wrote:

โ€œCan all those who post โ€œCase has been filedโ€ in the viral Axle (dog)-killing case take down their false update?

NO CASE HAS BEEN FILED as of today, December 12, 2025.

I do not know if this is a tactic to mislead the public. What we do know for sure is: no case has been filed.

PAWS is working - with great difficulty - to maneuver through all the roadblocks thrown our way but we are determined to seek โ€

PAWS has already gathered more pertinent information, such as the details of the accused person, to further pursue the case ourselves. Please continue to stand with us in strength and patience as we work tirelessly, despite significant challenges, to push this case forward and remain steadfast in our commitment to seek justice for Axle.

Let's continue to work together to ensure Axleโ€™s voice is amplified until justice is finally served.

KOBE is the dog whose entire tongue was cruelly cut off by a monster.
His fur parents posted he is confined and now fighting his way through recovery

Just like everyone else, curious din ako, kaya pa ba nyang mabuhay ng normal, ng walang dila?

A few reserarch online got me this answers:
