Filipino Sign Language (FSL) is more than a system of signs. It is the natural language of the Filipino Deaf community. It reflects our identity, culture, history, values, lived experiences, and heritage.

Republic Act No. 11106 (The Filipino Sign Language Act) recognizes the importance of FSL and affirms the rights of Deaf Filipinos to access and use our language with dignity and respect.

Qualified Deaf instructors should be recognized and prioritized as the primary educators of Filipino Sign Language. Teaching FSL is not only about learning signsโ€”it is about understanding Deaf culture, identity, history, and the lived experiences of the Deaf community.

Deaf leadership must be respected and empowered. Decisions about our language, culture, and education should be led by Deaf people. This is not about excluding hearing alliesโ€”it is about ensuring that Deaf voices remain at the center of matters that affect Deaf lives.
