The Jaime V. Ongpin Foundation, Inc. successfully conducted a Coastal Clean-up Drive along the shorelines of Ili Sur and Ili Norte, San Juan La Union last June 11, 2026, in close coordination with the Local Government Unit (LGU) of San Juan.

The collaborative effort brought together 90 dedicated participants representing various sectors, including local government officials, youth leaders, civil society organizations, and uniformed personnel. Together, the team cleared a total of 114.2 kilograms of marine debris and waste.

Held on June 2โ€“5, 2026, the study brought together a diverse group of partners Local Government Units, academic institutions, LUJOWA (La Union Junkshop Owners and Wasteworkers Association), Civil Society Organizations (CSOs), Peopleโ€™s Organizations (POs), and Barangay representatives, to exchange knowledge and explore innovative approaches to solid waste management.

Through site visits, interactive learning sessions, and collaborative discussions, participants gained valuable insights into effective waste diversion strategies, recycling initiatives, and community-driven practices that have proven successful in Iloilo City and Project Agubay. These best practices serve as a roadmap for strengthening La Unionโ€™s own systems, ensuring that communities are equipped with practical solutions to address pressing environmental challenges.

This benchmarking activity reflects JVOFIโ€™s unwavering commitment to empowering stakeholders, fostering partnerships, and scaling sustainable models that promote a circular economy and resilient environment. The event gathered 53 participants business owners, barangay representatives, members of the Technical Working Group (TWG), and JVOFI staff who came together to strengthen their knowledge and skills in solid waste management, recycling, and coastal protection.

He emphasized the importance of community partnerships and invited participants to coordinate future clean-ups with the PCG.

Engr. Stephen Villanueva discussed the Ecological Solid Waste Management Act of 2000, reminding everyone of the lessons from the Payatas tragedy. Engr. Ivy Flores highlighted the Extended Producer Responsibility (EPR) Act of 2022, expanding the familiar โ€œ3Rsโ€ into the โ€œ10Rsโ€ of waste management encouraging communities to Refuse, Rethink, Repurpose, and more.

๐‚๐จ๐ฆ๐ฆ๐ฎ๐ง๐ข๐ญ๐ฒ ๐๐ซ๐จ๐ ๐ซ๐š๐ฆ๐ฌ: Ms. Doris Bambao shared the Barkada Kontra Basura initiative, stressing bayanihan and youth involvement through the SK and residents. She emphasized that waste management is not only the responsibility of barangay officials but of every community member.

Catbagan explained the provinceโ€™s ban on single-use plastics like Styrofoam and plastic forks, while promoting eco-friendly alternatives. Programs such as Palit Basura and Aling Tindera encourage residents to exchange plastic waste for incentives. She reminded everyone to bring eco-bags when shopping and clarified that fines collected go directly to municipal projects.

He linked local efforts to the DILGโ€™s KALINISAN Program and promoted the concept of โ€œMay Pera sa Basuraโ€showing that recycling can also be a source of livelihood.

The CEPA activity was more than just a seminar, it was a call to action. It reminded everyone that protecting our environment is a shared responsibility. From banning single-use plastics to organizing coastal clean-ups, every effort counts toward building cleaner communities and healthier ecosystems.

The growing accumulation of plastic waste and discarded textiles poses a significant environmental challenge, particularly in urban communities where single-use packaging and fast fashion contribute to pollution. Tarpaulins and juice pouches being non-biodegradable, often end up in landfills or waterways, while old denim jeans take decades to decompose. Both materials represent untapped resources that, if repurposed, can reduce waste and promote sustainability. Through the Plastic Recovery and Recycling for Clean Coast project it aims to recycle or repurpose juice pouches, tarpaulins and old jeans into durable, functional, and aesthetically appealing bags. The initiative addresses multiple objectives: it diverts waste from the environment, conserves resources by extending the life cycle of existing materials and reduces reliance on new raw materials.

Beyond environmental benefits, the activity also carries strong social and economic value. Training and engaging local communities in the production of eco-bags, it provides livelihood opportunities and fosters creativity. The bags themselves serve as visible advocacy tools, raising awareness about recycling and inspiring behavioral change toward sustainable practices. In essence, this activity transforms waste into wealth, pollution into opportunity, and discarded materials into symbols of environmental responsibility. It is a holistic approach that integrates ecological preservation, community empowerment, and economic innovation, making it a timely and impactful response to pressing sustainability challenges.

A Deed of Donation was signed after the May 19โ€“20, 2026 workshop for the formal turnover of donated equipment and materials to coastal communities of San Juan (Ili Sur, Ili Norte, Panicsican), Bauang (Baccuit Sur, Bagbag), and the City of San Fernando (Lingsat), La Union. These tools will be used by coastal barangays to upcycle discarded textiles and plastics into reusable products such as bags, mats, and household items. Beyond reducing waste, the donation supports livelihood opportunities, strengthens community participation in recycling and upcycling, and ensures that environmental advocacy translates into practical, sustainable action.

This formal turnover included the set of sewing machines and materials in the six coastal barangays:

This CEPA session brought together 51 participants including Barangay Tanods, Tourism Officers, Sanitation Inspector, MENRO, Store owners, garbage collectors, and Barangay Officials, to deepen their understanding of solid waste management, recycling initiatives, and coastal protection. Through interactive discussions, knowledge-sharing, and collaborative planning, participants gained practical insights on how communities can work together to reduce waste, protect waterways, and safeguard marine ecosystems.

In this activity our partners from the Philippine Coast Guard, POIC Melan Garay shared their initiatives in protecting the West Philippine Sea (catch basin of the Naguilian River) such as 121 coastal clean-up drives, 8- bunkering, dumping and land-based inspections.

Engr. Stephen John Villanueva from DENR-EMB also shares the topic on RA 9003 (Ecological Solid Waste Management Act of 2000). Engr. Ivy Flores from same office also shared her insights regarding the Extended Producers' Responsibility (RA 11898) also known as the EPR Law.

Mr. Carlo Apostol from the DILG La Union also shared the Kalinisan Program reiterating that this program should not be solely the work of barangay officials but a responsibility of every people in the community.

Mr. John Benedict Marasigan from PG-ENRO also shared the Provincial Ordinance 426-2023 Provincial Ordinance No. 426-2023 of La Union, also known as the 2023 Plastic Code of La Union, bans single-use plastics and styrofoam in the province and promotes reusable, recyclable, and biodegradable packaging. It sets clear penalties for violations and aligns with solid waste management goals.

The activity emphasized that environmental stewardship is a shared responsibility from households and barangays to local governments and civil society partners. By equipping stakeholders with both technical knowledge and real-world practices, the CEPA program strengthens community resilience and ensures that La Union continues to lead in sustainable development.

Throughout the day, the forum and exposรฉ showcased diverse perspectives and practical solutions toward a circular economy and sustainable waste management. Ms. Princess Orros of Econest Philippines โ€“ La Union highlighted the importance of sustainable packaging in waste diversion highlighting the Hindi ako Plastic a behavioral change that can be of small acts leading to a more sustainable future, while Dr. Ofelia Giron of Zero Waste Baguio Inc. shared valuable insights on the three planetary crises which are the Pollution, Loss of Biodiversity and climate change. Ms. Olive Gregorio of Zero Waste Baguio, Inc. shared also the Initiatives on how to attain a Zero Waste Community.

Ms. Elke Kayle Cadangen of Co founder of Tingi Station demonstrated how social enterprises can play a key role in reducing single-use plastics highlighting some business models that could help reduce the use of plastics through Reuse and Refill. The Jaime V. Ongpin Foundation Inc., through the Ridge to Reef Project (funded by the Coca-Cola Foundation Philippines), successfully conducted its 11th Technical Working Group (TWG) meeting on February 18, 2026, at the Bacnotan Farmersโ€™ Agri-Tourism Center.

With a shared mission to "end plastic pollution," partners from national agencies, the academe, the private sector, and local junkshops gathered to; 1. Review accomplishments vs. targets, 2. Strategize the ways forward for the year 2026 and 3. TWG members also shared the activities and projects implemented by their organizations.

These collective efforts are vital for environmental stewardship and sustainability. Together, we are making a lasting impact!

Covering the barangays of Ortiz and Natividad, the initiative collected ๐Ÿญ๐Ÿญ๐Ÿฎ.๐Ÿฐ๐Ÿฑ ๐—ธ๐—ด of waste. Residual waste accounted for the largest share at ๐Ÿฑ๐Ÿฎ.๐Ÿฑ ๐—ธ๐—ด.

This initiative reflects the power of collaboration and community spirit in protecting our environment. Together, we are taking meaningful steps toward a cleaner, healthier river for future generations.
