Reinforcing Participatory Governance: RISE Benguet Project Introduces the People-Led DRRM-CCAM Scoreboard Tool
As the RISE Benguet Project officially concludes, it marks a significant milestone for the BLISTT area (Baguio, La Trinidad, Itogon, Sablan, Tuba, and Tublay). Following successful pilot testing across several communities, the CSO-Managed Scoreboard Tool is formally launched to sustain the momentum of building local resilience.
This toolโdeveloped collaboratively with the RISE Benguet CSO Resilience Networkโprovides a structured framework for community-based monitoring and evaluation of local Disaster Risk Reduction and Management (DRRM) and Climate Change Adaptation and Mitigation (CCAM) programs.
The Scoreboard is envisioned as an evolving work in progress. It is designed to lay a permanent foundation for participatory monitoring and evaluation at the local level, driven by two primary objectives:
Strengthen Participatory Governance: Fostering deeper, institutionalized collaboration between BLISTT LGUs and their constituents.
Enhance Data-Driven Decision Making: Providing municipal governments with community-validated data to effectively complement official reports and bridge implementation gaps.
As RISE Benguet closes, this scoreboard is hope to be a supplemental tool for civil society and local government to continue building a safer, more climate-resilient future together.
