We envision an 𝐢𝐧𝐧𝐨𝐯𝐚𝐭𝐢𝐯𝐞, 𝐚𝐧𝐝 𝐜𝐫𝐞𝐚𝐭𝐢𝐯𝐞 𝐭𝐞𝐜𝐡𝐧𝐨𝐥𝐨𝐠𝐲-𝐝𝐫𝐢𝐯𝐞𝐧 𝐬𝐨𝐥𝐮𝐭𝐢𝐨𝐧𝐬 through 𝐢𝐧𝐜𝐥𝐮𝐬𝐢𝐯𝐢𝐭𝐲 𝐚𝐧𝐝 𝐜𝐨𝐥𝐥𝐚𝐛𝐨𝐫𝐚𝐭𝐢𝐨𝐧𝐬 that engage stakeholders to develop 𝐡𝐮𝐦𝐚𝐧-𝐜𝐞𝐧𝐭𝐞𝐫𝐞𝐝 𝐬𝐨𝐥𝐮𝐭𝐢𝐨𝐧𝐬 addressing pressing and relevant city issues. 𝗥𝗲-𝗗𝗲𝘀𝗶𝗴𝗻𝗶𝗻𝗴 𝗕𝗮𝗴𝘂𝗶𝗼 𝟐𝟎𝟕𝟓!

The 𝗡𝗼𝘂𝗿𝗶𝘀𝗵𝗲𝗱 𝗠𝗶𝗻𝗱𝘀 𝗖𝗹𝘂𝗯 brought together young innovators to explore real challenges in Baguio and transform their ideas into meaningful projects and prototypes. As part of their learning journey, SIGLAT – Baguio Youth Innovation Hub, under CPDSO, joined the culminating activity as a guest panelist and shared how SIGLAT supported the students throughout their Research Lab courses. Together, we continue to create spaces where young people can imagine, innovate, and help shape the future of Baguio.

Baguio City uses AI to make government services more accessible and responsive.

Bryan Sombilon, Senior Project Technical Specialist of the Baguio City Planning, Development and Sustainability Office, shares how AI can help simplify government processes and provide more accurate information to constituents.

Sombilon is part of the team behind BIZ Checker, an AI-powered platform that helps applicants determine whether a proposed establishment is allowed in a particular location based on the city’s zoning classifications and requirements. The platform was developed with support from PLDT and Smart Communications, Inc.’s AI-in-a-Box program, which provides LGUs with access to AI tools, connectivity, and mentorship to develop solutions addressing practical community needs.

We are happy to welcome SCOFAD City Mayor Fernando D. Moyaen, representing Mayor Benjamin B. Magalong, to the SIGLAT Youth Innovation Hub on October 5, 2026.

During his visit, he explored our hub and facility rooms, including our 3D printers, which are designed to spark creativity and hands-on learning. Together, we remain committed to empowering young minds through innovation, technology, and continuous growth.

What can you build in two days when you have a real problem to work on, a team to build with, and mentors to guide you?

PinaSIKLab Baguio 2026 is a two-day innovation lab bringing together young people from Baguio City to develop AI-powered and digital solutions to real local challenges.

The problem sets will be introduced at the start of the activity. From there, teams will work together to understand the challenge, develop an idea, build a digital prototype, and present their solution.

You don’t need to come with a finished startup or idea. Come with your skills, curiosity, and willingness to build.

The Top 5 teams from Baguio will advance to the PinaSIKLab National Challenge, where they will continue developing their solutions through further capacity-building, mentorship, and pitching.

From there, national winners will have the opportunity to represent the Philippines in a regional activity in Japan.

𝟯𝗗 𝗠𝗼𝗱𝗲𝗹𝗹𝗶𝗻𝗴 𝗮𝗻𝗱 𝗣𝗿𝗼𝘁𝗼𝘁𝘆𝗽𝗶𝗻𝗴 𝗪𝗼𝗿𝗸𝘀𝗵𝗼𝗽

From September 21–25, 2026, aspiring makers, learners, and innovators came together for the 3D Modeling and Printing Course, a hands-on training organized by the DICT Cordillera Administrative Region in collaboration with 𝗦𝗜𝗚𝗟𝗔𝗧 - Baguio Youth Innovation Hub.

Throughout the training, participants explored the fundamentals of 3D modeling, CAD design, slicing, 3D printing, material selection, equipment operation and maintenance, and post-processing—transforming digital concepts into physical prototypes and creations.

What does UI/UX design have to do with the day-to-day work of a government office?

For SIGLAT Youth Innovation Hub and Incubator Baguio, it means 𝗵𝗲𝗹𝗽𝗶𝗻𝗴 𝗴𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 𝘁𝗲𝗮𝗺𝘀 𝗲𝘅𝗮𝗺𝗶𝗻𝗲 𝗵𝗼𝘄 𝗽𝗲𝗼𝗽𝗹𝗲 𝗲𝘅𝗽𝗲𝗿𝗶𝗲𝗻𝗰𝗲 𝗽𝗿𝗼𝗰𝗲𝘀𝘀𝗲𝘀, 𝗶𝗱𝗲𝗻𝘁𝗶𝗳𝘆 𝘄𝗵𝗲𝗿𝗲 𝗱𝗶𝗳𝗳𝗶𝗰𝘂𝗹𝘁𝗶𝗲𝘀 𝗮𝗿𝗶𝘀𝗲, 𝗮𝗻𝗱 𝗲𝘅𝗽𝗹𝗼𝗿𝗲 𝘄𝗮𝘆𝘀 𝘁𝗼 𝗺𝗮𝗸𝗲 𝘁𝗵𝗼𝘀𝗲 𝗽𝗿𝗼𝗰𝗲𝘀𝘀𝗲𝘀 𝘀𝗶𝗺𝗽𝗹𝗲𝗿, 𝗰𝗹𝗲𝗮𝗿𝗲𝗿, 𝗮𝗻𝗱 𝗺𝗼𝗿𝗲 𝗲𝗳𝗳𝗶𝗰𝗶𝗲𝗻𝘁.

On September 18, SIGLAT Youth Innovation Hub, in collaboration with Incubator Baguio, conducted 𝗣𝗮𝗿𝘁 2 𝗼𝗳 𝘁𝗵𝗲 𝗨𝗜/𝗨𝗫 𝗗𝗲𝘀𝗶𝗴𝗻 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝗳𝗼𝗿 𝗖𝗣𝗗𝗦𝗢 𝘀𝘁𝗮𝗳𝗳 𝗮𝗻𝗱 𝗶𝗻𝘁𝗲𝗿𝗻𝘀. The session brought participants together for a hands-on workshop focused on identifying operational gaps, understanding user needs, and developing practical solutions through UI/UX principles.

Participants applied these principles to actual processes within the office. They mapped existing workflows, identified pain points, and developed user flows and prototypes addressing challenges such as 𝘀𝘂𝗽𝗽𝗹𝗶𝗲𝘀 𝗮𝗻𝗱 𝗲𝗾𝘂𝗶𝗽𝗺𝗲𝗻𝘁 𝘁𝗿𝗮𝗰𝗸𝗶𝗻𝗴, 𝗽𝗿𝗼𝗰𝗲𝘀𝘀𝗶𝗻𝗴 𝗿𝗲𝗾𝘂𝗶𝗿𝗲𝗺𝗲𝗻𝘁𝘀 𝗳𝗼𝗿 𝗶𝗻𝘁𝗲𝗿𝗻𝘀, 𝗮𝗻𝗱 𝘂𝗽𝗱𝗮𝘁𝗶𝗻𝗴 𝘁𝗵𝗲 𝗕𝗮𝗿𝗮𝗻𝗴𝗮𝘆 𝗟𝗶𝘃𝗮𝗯𝗶𝗹𝗶𝘁𝘆 𝗜𝗻𝗱𝗲𝘅.

The activity reflects an important principle in innovation: better services often begin with a better understanding of the people and processes behind them.

At its core, UI/UX design is about understanding how people interact with a system or process, identifying what makes their experience difficult, and designing a better way to accomplish what they need to do.

By bringing this approach into everyday government work, participants were able to look beyond existing procedures and explore how technology, process improvements, and user-centered thinking can address real operational challenges.

The workshop is part of the continuing effort to build innovation capabilities within the City Government, equipping its people with practical tools to identify problems, develop solutions, and contribute to more efficient and responsive public service.
