The IBP ADR Roadshow is a national initiative of the Integrated Bar of the Philippines aimed at making Alternative Dispute Resolution practical, affordable, and regionally accessible to members of the legal profession, law students, government and corporate stakeholders, and other dispute resolution actors.

The three-day program will feature discussions on key areas of ADR, including Ad Hoc Arbitration, Institutional Arbitration, Mediation, Conciliation and Round-Table ADR, and Construction Arbitration, providing participants with practical knowledge and a deeper understanding of alternative mechanisms for resolving disputes.

The program is likewise envisioned as a 12-unit MCLE program, giving participating lawyers an opportunity to enhance their knowledge of ADR while earning MCLE credit.

The Integrated Bar of the Philippines – Baguio-Benguet Chapter extended its free legal aid services to the senior citizens of Bakakeng Norte/Sur, Baguio City, during its 3rd General Assembly held on September 5, 2026, at the Bakakeng Elementary School, Purok 8, Bakakeng Norte.

Volunteer lawyers from the IBP Baguio - Benguet Chapter provided free legal consultations and legal assistance to senior citizens, giving them an opportunity to seek professional guidance on their legal concerns and better understand their rights and available remedies.

The activity recognized the importance of making legal services accessible to senior citizens, particularly those who may face mobility, distance, or other barriers in seeking legal assistance.

We extend our appreciation to the National Commission of Senior Citizens (NCSC)—CAR, through Regional Director Atty. Luz O. Loreta-Balisong and the organizers of the Bakakeng Norte/Sur Senior Citizens Association 3rd General Assembly for inviting the Chapter to be part of this meaningful gathering.

We likewise thank our volunteer lawyers for generously sharing their time and expertise in serving our senior citizens.

The IBP Baguio - Benguet Chapter congratulates Baguio City Legal Officer 𝐀𝐭𝐭𝐲. 𝐀𝐥𝐭𝐡𝐞𝐚 𝐑𝐨𝐬𝐚𝐧𝐧𝐚 𝐕. 𝐀𝐥𝐛𝐞𝐫𝐭𝐨 on being designated by the City Government of Baguio as its new Data Protection Officer (DPO)!

𝗠𝗔𝗬𝗢𝗥 𝗔𝗣𝗣𝗢𝗜𝗡𝗧𝗦 𝗡𝗘𝗪 𝗗𝗔𝗧𝗔 𝗣𝗥𝗢𝗧𝗘𝗖𝗧𝗜𝗢𝗡 𝗢𝗙𝗙𝗜𝗖𝗘𝗥

The city government has designated City Legal Officer Atty. Althea Rosanna V. Alberto as its new Data Protection Officer (DPO), replacing previous designations issued for the position.

Under Executive Order No. 146, series of 2026, signed by Mayor Benjamin B. Magalong, Alberto was designated as the city’s DPO.

The order also rescinded Executive Order No. 75, series of 2023 and Executive Order No. 130, series of 2025 to prevent overlapping duties and responsibilities and establish a single designation for the position.

The designation is in line with Department of the Interior and Local Government (DILG) Memorandum Circular No. 2018-36, which recognized the importance of compliance with the Data Privacy Act, and DILG Memorandum Circular No. 2021-002, which reiterated the need for local government units to designate a DPO.

National Privacy Commission (NPC) Circular No. 2022-05 also requires local government units to designate and register a DPO with a rank not lower than department head.

The city had previously designated the City Human Resource Management Officer and City Legal Officer as DPO through Executive Order Nos. 75 and 130, respectively.

The NPC is the government agency mandated to administer and implement Republic Act No. 10173, or the Data Privacy Act of 2012, and monitor compliance of personal information controllers with the law.

Under NPC Advisory No. 2017-01, a Personal Information Controller is required to designate a Data Protection Officer who shall be accountable for ensuring compliance with the Data Privacy Act, its implementing rules and regulations, NPC issuances, and other applicable privacy and data protection laws and regulations. – Dexter A. 𝐒𝐚𝐛𝐥𝐚𝐧 𝐅𝐫𝐮𝐢𝐭 𝐅𝐞𝐬𝐭𝐢𝐯𝐚𝐥 𝐂𝐨𝐦𝐦𝐮𝐧𝐢𝐭𝐲 𝐋𝐞𝐠𝐚𝐥 𝐀𝐢𝐝 𝐀𝐜𝐭𝐢𝐯𝐢𝐭𝐲

The Integrated Bar of the Philippines – Baguio-Benguet Chapter partnered with the Municipality of Sablan in bringing free legal services closer to the community through a Free Legal Aid Activity held on September 4, 2026, in conjunction with the celebration of the Sablan Fruit Festival.

Upon the invitation of the Municipality of Sablan, volunteer lawyers from the IBP Baguio-Benguet Chapter provided free legal consultations, legal advice, and notarial services to residents, particularly those with limited access to legal assistance. The activity gave community members an opportunity to seek professional guidance on their legal concerns, better understand their rights and available remedies, and access basic legal services within their own municipality.

Beyond the legal aid activity, IBP Baguio-Benguet also took part in the festivities, with Atty. Susana Gapla-ew Umayat serving as one of the judges of the Line Dance Competition, while our volunteer lawyers enjoyed the delicious food and warm hospitality generously prepared by the Municipality of Sablan. It was a day of service, community, and celebration at the Sablan Fruit Festival.

We extend our appreciation to the Municipality of Sablan for the warm invitation and for its continuing partnership in promoting access to justice and legal awareness among its constituents. Special appreciation goes to Hon. Leonardo L. "Leo" Lawana, a member of the Sangguniang Bayan of Sablan and a valued member of the IBP Baguio-Benguet Chapter, for coordinating with the Chapter and helping facilitate our participation in the activity. We also thank our volunteer lawyers for generously sharing their time and expertise in service to the community.

The IBP Baguio - Benguet Chapter joined the Baguio General Hospital and Medical Center (BGHMC) Wellness Day, held on September 3–4, 2026, at the Psychiatry Wellness Center, in celebration of the 126th Philippine Civil Service Anniversary.
Responding to BGHMC’s invitation, volunteer lawyers from the Chapter provided free legal consultations, legal assistance, and notarial services to hospital employees, helping address their personal and legal concerns and bringing accessible legal services directly to the workplace.

The activity complemented BGHMC’s celebration of its employees and promotion of their overall well-being under the theme:
“𝑩𝒂𝒘𝒂𝒕 𝑲𝒂𝒘𝒂𝒏𝒊, 𝑳𝒊𝒏𝒈𝒌𝒐𝒅 𝑩𝒂𝒚𝒂𝒏𝒊: 𝑷𝒖𝒔𝒐, 𝑫𝒂𝒏𝒈𝒂𝒍, 𝒂𝒕 𝑮𝒂𝒍𝒊𝒏𝒈 𝑷𝒂𝒓𝒂 𝒔𝒂 𝑩𝒂𝒚𝒂𝒏.”

The IBP Baguio-Benguet Chapter extends its appreciation to BGHMC, through its Human Resource Management Office (HRMO), for providing the Chapter with another meaningful opportunity to serve our public servants.
