CbCP Decreto, Umingan, Pangasinan

The Baguio Episcopal Area Disaster Management Office (BEA-DMO) conducted a Community-based Contingency Planning (CbCP) on September 8โ€“9, 2026, at Decreto United Methodist Church, Umingan, Pangasinan.

The CbCP is a proactive process where local communities identity potential hazards, assess their vulnerabilities, and outline specific actions to take before, during, and after an emergency or disaster.

The primary purpose is to bridge the gap between large-scale government disaster management and the immediate realities of local populations, ensuring communities can survive, adapt, and recover quickly on their own when a crisis strikes.

The activity gathered 25 participants from Decreto, La Paz, Resurrection, and San Leon, including barangay officials, BHWs, church members, 8 DRRM volunteers, and 2 food committee volunteers.

We thank Rev. Elizalde Dasilio, Administrative Pastor, and Rev. Renato Cabansag, District Superintendent, Rev. Al Rebamontan, SNWPAC DRRM Chairperson, Rev. David Jonathan Lamigo, SEPD DRRM Chairperson, together with all volunteers and participants, for supporting this important ministry of preparedness and community resilience.

The second day of the Disaster Risk Reduction and Management (DRRM) Core Leaders Training focused on strengthening participants' capacity to prepare for and respond to disasters.

The day featured expert sessions from DOST-PAGASA on regional weather forecasting and HazardHunterPH, and Philippine Institute of Volcanology and Seismology (PHIVOLCS-DOST) on disaster protocols, hazard awareness, and hazard mapping. The activities and discussion provided the participants with the opportunity to engage directly with the resource speakers.

In the afternoon, participants applied their learning through Community Risk Assessment (CRA) workshops, group reporting, contingency planning, and a case study workshop. These hands-on activities equipped church leaders with practical tools to build safer, more resilient churches and communities committed to disaster preparedness and response.
