Dear Association Member:

As mandated by the 2024 Revised Implementing Rules and Regulations of Republic Act No. 9904 and in accordance with the Bylaws of the Soldiers Hills IV Phase IV Homeowners’ Association, Inc. (Molino), you are hereby served this NOTICE that the Election of our HOA Board Members will be conducted on January 25, 2026 at Durian St., Phase 4 Covered Court, Soldiers Hills 4, Molino 6, Bacoor City, Cavite, from 7:00 am to 3:00 pm.

This Notice also confirms that you are a member in good standing based on the latest annual report submitted by the HOA before the DHSUD. Thus, you are qualified to participate in the upcoming election, either in person or by proxy. If you intend to participate by proxy, the attached proxy form must be submitted to the Elecom at least three (3) days before the date of the election.

Finally, as mandated under Section 91 of the 2024 Revised IRR of RA 9904, mere receipt of this Notice of Election by the member or any member of your household, with sufficient discretion, shall be counted in determining the existence of a quorum in the upcoming election.

ANNOUNCEMENT

What: Phase IV Homeowners Association Election of New Set of Officers – C.Y. 2026-2028

When: January 25, 2026, Sunday, 7:00 A.M. to 3:00 P.M.

Where: Phase 4 Covered Court

GUIDELINES:
1. Who shall be elected-Fifteen 15 members of the Board of Directors who shall be in good standing as a member of Phase 4.
2. The Election shall be conducted by the members of an Election Committee, determined by the members of the Association during the Oct. 26, 2025 General Assembly.
3. Sec. 70, IRR of R.A. 9904 states that the following requirements for Board of Directors to run are as follows:
a.) Shall be in good standing member of Phase 4.
b.)Must be a registered homeowner either husband, wife or
children.
c.) An actual resident of Phase 4 for at least six (6) months as certified by the Association.
d.)Has no derogatory record in the community/Barangay
e.)Must be updated in the payment of monthly dues
4. The following are qualified to vote:
a.) Registered Homeowner – Head of the Family, either the husband, wife or children. Proxy form to be use by son or daughter for voting.
b.)Purchaser of a house and lot at Phase 4 for at least 6 months,
either the husband, wife or children.
c.)Lessee of a house at Phase 4. The Lessee shall present a copy of the lease contract and a certification from the HOA Treasurer, that he/she is updated in the payment of monthly dues.
d.)A member may exercise his/her voting rights in person or by proxy.
5. IMPORTANT TIME TABLE
a) Filing of Certificate of Candidacy - Jan. 3-13, 2026
b) Screening of the Certificate of Candidacy’s qualifications/requirements - Jan. 14-16, 2026
c) Campaign Period - Jan. 17-23, 2026
d) Last Day of Submission of Proxy Forms - Jan. 21, 2026
e) Election Day - Jan. 25, 2026
• Time - 7:00 A.M. – 3:00 P.M.
• Canvassing - 3:00 P.M. – 7:00 P.M.
• Proclamation of Winners-8:00 P.M.
