Slaying the holiday season, with a fun-filled year-end assembly of our Tuloy Heroes 🎣

Last December 7, 2025, Tuloy Heroes convened to celebrate the warmth of the holiday season and look back to the amazing year that we treaded the journey together. 🤩

Organized by the Tuloy Heroes Youth Association, young people and women in the fishing communities of San Enrique, Negros Occidental spent the whole afternoon taking part in community building activities and holiday games! 🫵

As we close this year, we are reminded that Tuloy Heroes will always be built on the hope that aspires justice and dignity for our ocean and the lives that depend on it 🌊

ICYMI | Tuloy Heroes champions Environmental Stewardship through Bagonawa Clean-Up Drive

Last November 29, 2025 -- Tuloy Heroes Youth Association successfully spearheaded a community clean-up drive in Barangay Bagonawa, mobilizing youth volunteers, fisherfolk families, and local partners in a collective effort to keep the community clean, safe, and environmentally resilient. The activity is part of Tuloy Heroes’ continuing mission to empower young people as active contributors to sustainable development and coastal protection across Negros Occidental.

Beyond waste collection, the initiative also served as a platform for strengthening civic responsibility and environmental awareness. Tuloy Heroes facilitated discussions on proper waste disposal, the impacts of plastic pollution, and simple community-led practices that contribute to long-term climate resilience. The activity emphasized that environmental protection is not just a singular event but a shared and continuous duty.

The clean-up in Barangay Bagonawa is among Tuloy Heroes Youth Association’s many initiatives advancing youth leadership, good governance, and sustainable community development. With every activity, Tuloy Heroes continues to affirm that when young people lead with purpose, communities become stronger, more engaged, and more prepared for the challenges of a changing environment.

🎣It's oFISHcial! 🐟

Tuloy Heroes Youth Association of San Enrique officially recognized by the National Youth Commission as a YORP-Registered Organization in the Philippines (YO-12786-120225), marking a significant milestone in streamlining youth participation in sustainable fisheries governance and the blue economy in Negros Occidental.

YORP is NYC’s national initiative that formally recognizes youth-serving and youth-led organizations, ensuring they meet standards of legitimacy, accountability, and youth development goals under the Philippine Youth Development Plan. Registration under YORP strengthens an organization’s credibility and opens access to capacity-building programs, partnerships, and government support.

By becoming YORP-registered, Tuloy Heroes now joins a network of accredited youth organizations across the country, affirming its role as a legitimate stakeholder in local fisheries governance, community-based coastal resource management development, and policy advocacy.

Tuloy Heroes Youth Association formed under the Tuloy Heroes Programme of Negrosanon Young Leaders Institute Inc., with the support of the Embassy of France to the Philippines and Micronesia through the Youth and Oceans Grant Programme, empowered young people, across different backgrounds, with in-depth engagement in the blue economy and sustainable fisheries governance.

Additionally, Tuloy Heroes paved way for a community-based post-harvest site that ensures that fishing communities can reduce their post-harvest losses and promote value addition to diversify the income. It gave opportunities to establish youth-led social enterprises and improved participation in local fisheries governance through membership and partnership to relevant government partners and national government agencies.

For the past year, the program also cocreated local youth organizations in the 7 barangays of San Enrique, with one federated council. Through this engagement, these youth organizations will join the initial group of founding organizations to be established by the Local Youth Development Office of the Municipality of San Enrique.

By ensuring the intergenerational commitment to preserve the ocean and enable young people's role to take part in its governance, this recognition sustains the momentum of youth engagement in San Enrique and will help anchor a culture of shared responsibility across families, schools, and coastal communities.

🎣 onwards for a more youth-centered provincial agriculture and fisheries council 🌊

Tuloy Heroes, as Negrosanon Young Leaders Institute Inc.'s representative in the Provincial Agriculture and Fisheries Council received recognition for advancing youth representation, during the PAFC Volunteers Appreciation Day last November 26, 2025 at Nature's Village Resort, Talisay City.

For the past year, the institute's membership in the council focused on bringing forward youth-informed recommendations on fisheries management, agricultural support systems, and coastal development. Tuloy Heroes contributed to policy dialogues, advocated for improved support to small-scale producers, and amplified issues surfaced through its youth programs on post-harvest loss reduction, food systems, and community resilience.

Moreover, the council had been instrumental in strengthening the capacity of young people in managing the youth association through the series of capacity building programs focused on policy and resolution-making, financial literacy, and bookkeeping.

During the event, Tuloy Heroes JRey, AG, Mah Raj, Kevin, and Sai, received the award presented by the representatives from the Office of the Provincial Agriculturist, Department of Agriculture, Department of Interior and Local Government, and the Provincial Agriculture and Fisheries Council. Simultaneously, Tuloy Heroes Mah Raj, was awarded as one of the best dressed during the event.

With this engagement, Tuloy Heroes and the PAFC are gearing up for expanded initiatives in the coming year, aiming to strengthen youth representation in every local Agriculture and Fisheries Council (AFC) across Negros Occidental. The institute will also actively participate in regional and national AFC activities, ensuring that young voices from the province contribute to broader policy discussions and sectoral planning.

🐚 Tuloy Heroes Advances Community Engagement with Mutual Aid for Affected Families in Brgy. Sibucao and Baliwagan, San Enrique 🌊

San Enrique, Negros Occidental — Tuloy Heroes Youth Association recently extended support to families affected by the recent typhoons in Brgy. Sibucao, San Enrique through the distribution of relief packs, through Negrosanon Young Leaders Institute Inc.'s Tatap Negrosanon emergency response initative.

This initiative forms part of the organization’s ongoing community engagement activities, designed to promote solidarity, resilience, and active youth participation in coastal communities.

Following the relief distribution, Tuloy Heroes conducted a community session on the blue economy, where youth volunteers and local residents discussed sustainable fisheries, mangrove protection, and community-based solutions to strengthen local livelihoods. A “kumustahan” session also allowed volunteers to connect, share experiences, and encourage one another in collective action for the community.

Through activities like these, Tuloy Heroes continues to champion resilient, sustainable, and youth-driven solutions in San Enrique, highlighting the critical role of coastal youth in mitigating disaster impacts and promoting community development.

🐚 Thank you for the warm welcome, SEPAI! 🫶

Last November 19, 2025, the Tuloy Heroes Youth Association conducted a school-based information session, engaging Senior High School students of San Enrique Polytechnic Academy Inc. to explore youth leadership in the blue economy.

The topics focused on how can young people lead sustainable, community-based solutions that protect marine ecosystems, reduce post-harvest losses, and strengthen local livelihoods.

Through presenting the Tuloy Heroes youth leadership framework, students are enlightened the diverse ways of transforming seafood products into a new level, while also reducing post-harvest losses.

SEPAI as one of the secondary schools in San Enrique is delighted to welcome Tuloy Heroes' mission in strengthening the role of youth in the blue economy through nurturing meaningful consciousness in the schools.

🎣 Madamo nga salamat, OLPA! 🌊

Tuloy Heroes Engages Senior High Students of Our Lady of Purity Academy – San Enrique, Strengthening Youth Leadership in the Blue Economy, last November 18, 2025.

Tuloy Heroes brought its fisheries education and youth empowerment program to the Senior High School students of Our Lady of Purity Academy in San Enrique, engaging young leaders in conversations on coastal resilience, sustainable livelihoods, and the future of the local blue economy.

Led by the Tuloy Heroes Youth Association, students explored how small-scale fisheries, mangrove ecosystems, and responsible post-harvest practices form the backbone of San Enrique’s coastal identity and economic well-being. The session highlighted how young people can take part in cocreating marine conservation practices and inclusive blue economy.

This also led to a partnership with the school's advocacy in community engagement by connecting classroom learning with real community challenges.

Tuloy Heroes encouraged students to see themselves as future innovators, advocates, and stewards who can help reduce post-harvest losses, protect marine ecosystems, and strengthen climate resilience. The engagement marks a growing movement in San Enrique to equip the next generation with the knowledge and skills needed to sustain a thriving and inclusive blue economy for years to come.

🎣 A warm and bright welcome to Isla Noah 🌏

Last November 15, 2025, Tuloy Heroes led a Mangrove Ecotour at Barangay Nayon, bringing fisherfolk children and youth to Isla Noah 🐚

Surrounded by thriving mangrove forests, Isla Noah remains a vital community cultural and ecological site, where children and young people can connect with nature, learn about local wildlife, and understand the importance of mangroves in protecting their coasts and supporting livelihoods.

The ecotour combined hands-on exploration, guided discussions, and ecosystem appreciation activities, giving participants the chance to recall their local experiences, identify mangrove species, and appreciate the role these ecosystems play in sustaining the local blue economy.

Through this experience, Tuloy Heroes continues to empower youth as stewards of their environment, fostering awareness, care, and action for a resilient and thriving coastal community.
