Bacolod City Council Urges PhilHealth to Prioritize Bacolod in free GAMOT Program

The Sangguniang Panlungsod of Bacolod unanimously approved the resolution authored by Councilor Atty. Caesar Z. Distrito urging the Philippine Health Insurance Corporation (PhilHealth) to expedite the nationwide implementation of its Guaranteed and Accessible Medications for Outpatient Treatment (GAMOT) Program and to ensure that Bacolod City is included as a priority area.

The GAMOT Program, launched through PhilHealth Circular No. 2025-0013, grants members up to ₱20,000 worth of free outpatient medicines annually, significantly expanding access to essential drugs. From the previous 21 medications covered under the Konsulta package, the program now includes 75 types of medicines that address common and chronic illnesses such as asthma, diabetes, hypertension, high cholesterol, heart disease, nervous system disorders, and other supportive therapies.

Atty. Distrito explained that while the program is initially being implemented in Metro Manila, Bacolodnons also deserve immediate access to its benefits. “Access to free and essential medicines is a lifeline for many Bacolodnons. We urge PhilHealth to prioritize Bacolod in the GAMOT roll-out so that our people will no longer have to sacrifice their health because of financial difficulties,” he stressed.

Councilor Dindo Ramos even emphasized that we will invite the local PHILHEALTH head to one of our sessions to personally relay our urgent request to them. The SP will also provide copy of the resolution to Congressman Albee Benitez and current PHILHEALTH President so that they will be made aware of this urgent request.

The City Council emphasized that Bacolod’s status as a highly urbanized city and regional hub makes it home to hundreds of thousands of PhilHealth members who would gain immediate relief from the program’s implementation.

By ensuring Bacolod’s inclusion in the priority list, the resolution emphasized that the program will not only reduce the financial burden on households but also strengthen the city’s public health system in line with the constitutional mandate to protect and promote the people’s right to health.

“As one of the fastest growing cities outside Metro Manila, Bacolod should not be left behind. Our people deserve equal access to this program that can save lives and ease the burden of costly medicines. We hope PhilHealth will hear our call and make Bacolod a priority,” Councilor Distrito concluded.

Proposed Ordinance Seeks to Elevate Bacolod DRRM Office into Full Department

BACOLOD CITY – In compliance with the directives and national standards set by the NDRRMC, DBM, DILG, and CSC Joint Memorandum Circular No. 2014-1, Councilor Atty. Caesar Distrito has filed a proposed ordinance seeking to elevate the Bacolod City Disaster Risk Reduction and Management Office (BCDRRMO) under the Office of the Mayor into a full-fledged department.

The ordinance—co-authored by Councilors Celia Flor and Em Ang—aims to expand the organizational structure and staffing of the office, enhance its operational capacity and align it with national standards. This is also a proactive move to strengthen Bacolod City’s disaster preparedness and emergency response capabilities.

“With Bacolod’s growing population and vulnerability to natural disasters, it’s crucial that we institutionalize a stronger, better-equipped, and fully staffed DRRM Department that can respond swiftly and efficiently to emergencies,” said Councilor Distrito.

The measure establishes the Bacolod City Disaster Risk Reduction and Management Department (BCDRRMD) and outlines clearly the three (3) divisions which are administration and training, research and planning, and operations and warning. It also creates new plantilla positions—including a City Government Department Head—to ensure professionalized and permanent leadership in disaster management.

“This is a forward-looking investment in the safety and resilience of our people. A dedicated DRRM Department will improve response times, coordination, and planning,” Councilor Flor emphasized.

Councilor Ang also highlighted the need for a stronger structure in anticipation of more frequent climate-related hazards: “We must act now to build a system that is both responsive and anticipatory. This ordinance brings us closer to that goal.”

The proposed ordinance also aligns with RA 10121 or the Philippine Disaster Risk Reduction and Management Act of 2010 and supports Bacolod’s vision of becoming a disaster-resilient city.

The Sangguniang Panlungsod is expected to deliberate on the measure in its upcoming sessions.

All year-round pa ila ubra not just during times of disaster, but also doing activities to mitigate the effects of disaster, kag kabalo kita tanan kung ano ka disaster-prone ang aton pungsod. Bacolod City Council Approves on 1st Reading Expanded Free Educational Materials Program

Bacolod City, Negros Occidental – The Bacolod City Council has approved on first reading a proposed amendment to City Ordinance No. 09-16-787, significantly expanding the city's free educational materials program. Authored by Councilor Caesar Distrito, the amendment increases the annual budget allocation from ₱15 million to ₱50 million to meet the rising costs of instructional materials and accommodate the growing number of elementary school enrollees.

The revised ordinance broadens the definition of "school supplies" to include items such as notebooks, folders, pencils, pens, rulers, pencil cases, erasers, sharpeners, and pad paper. Additional items like school bags, PE uniforms, and school uniforms may be included depending on budget availability.

The amendment also updates procurement guidelines in accordance with Republic Act No. 12009 (the New Government Procurement Act) and establishes a committee to oversee the procurement process in coordination with the Department of Education and the Bids and Awards Committee. A strict timeline ensures timely delivery of supplies before the school opening. The ordinance allows for the use of the Special Education Fund (SEF) if regular appropriations are insufficient, subject to Local School Board approval. The proposed measure will undergo further deliberation at the next regular session.
