Police Chief Master Sergeant Mervin Hiponia Cosio is a native of Ylagan Extension, Brgy. 5, San Carlos City, Negros Occidental, and currently resides in Purok 6, Brgy. Handumanan, Bacolod City.
He is a graduate of Bachelor of Elementary Education (B.E.Ed), Major in Mathematics from Central Negros College, and also completed up to 4th year college in Bachelor of Secondary Education (B.S.Ed), Major in Mathematics.
He faithfully served in the Philippine National Police Aviation Security Group (PNP AVSEGROUP) for almost 29 years, 9 months, and 27 days, retiring in 2026 with the rank of Police Executive Master Sergeant (PEMS).
He also serves as a Probationary Ensign (P/ENS β P/2LT) of the Philippine Navy Reservist.
Throughout his career, PCMS Cosio received numerous recognitions including:
Best of the Best Operation PNCO (2016- nationwide PNP AVSEGROUP airports)
Best Executive Senior Police Officer (2003- Regional Mobile Group),
and over 130 police medals, making him a multi-awarded PNCO.
He also became a contender for the prestigious Metrobank Award of the Philippines.
Beyond police service, he is deeply committed to community leadership.
He is the Founder of Guardianβs Brotherhood Federal Incorporated.
Member of the Fraternal Order of Philippine Eagle.

Occidental Negros Host Lions Club
and volunteer field reporter of Bantay Radyo Cebu.
He has served as Purok 6 President since 2008

and Division-wide FPTA Auditor of DepEd Bacolod City.
PCMS Cosio is married to Analiza Mahilum Cosio and is blessed with seven children namely:
