OPEN LETTER TO THE PUBLIC
CLARIFICATION:
CIS-SG MEMBERS ARE FORCE MULTIPLIERS, NOT INTELLIGENCE OPERATIVES

We, the CIS-SG Negros Island Chapters, are issuing this open letter to correct dangerous misinformation circulating in recent media reports and to protect the lives and dignity of our members.
FACTS OF THE CASE:
It has come to our attention that after a recent encounter, the NPA claimed to have recovered a CIS-SG ID from a victim, which they and some reports used as “PROOF” that the victim was a government/Police "INTEL".
WE WANT TO MAKE IT CLEAR:
1.CIS-SG IS A PNP FORCE MULTIPLIER, NOT INTEL.
Our members are CIVILIAN VOLUNTEERS & CIS-SG is a private Organization, accredited by the PNP to assist in community safety, disaster response, traffic management, and crime reporting. We are NOT intelligence operatives. We do not conduct surveillance, undercover work, or case build-up.That is strictly the job of organic PNP personnel.
2. THE VICTIM WAS INACTIVE SINCE 2024.
The individual whose ID was recovered has been INACTIVE in CIS-SG since 2024, and has no current affiliation or assignment with our organization. Carrying an old ID does not make someone an active member, much less an “INTEL.”
3.CIS-SG ID ≠ INTEL ID.
Our ID clearly states “PNP FORCE MULTIPLIER” - not “Intelligence Unit.” Force Multipliers are community partners. We wear uniforms and IDs to be VISIBLE not to hide. We are the “extra hands” of the police in peace and order, NOT SPIES.
4.MISLABELING CIVILIANS AS “INTEL” ENDANGERS LIVES.
When media, armed groups, or even government personnel wrongly label civilian volunteers as “INTEL ” based solely on an NGO ID, it puts innocent lives at risk. It creates a chilling effect that discourages civilians from helping their community for fear of being targeted.
OUR APPEAL:
To the Media:
Please verify facts before publishing. A CIS-SG ID is NOT PROOF of being an intelligence operative. Kindly consult with PNP or our Headquarters before labeling victims. Irresponsible reporting costs lives.
To the PNP & Government Agencies:
We request a joint statement clarifying the role of Force Multipliers to avoid further misidentification. Our members cooperate with you to keep communities safe. Please help us protect them from being mistaken as combatants.
To Armed Groups:
CIS-SG members are unarmed civilians. We do not engage in combat operations. Targeting civilians based on mistaken identity is a violation of International Humanitarian Law.
To the Public:
CIS-SG is your neighbor, your barangay volunteer, your partner in disaster response. We are not Intel. We are not armed. We are here to help, We are VOLUNTEERS RISKING OUR LIVES TO SERVE THE COMMUNITY WITHOUT ANY COMPENSATION.
Do not be afraid to volunteer because of this false narrative.
We condemn all forms of violence and we mourn the loss of life. We only ask that the truth be told : PNP FORCE MULTIPLIERS ARE NOT INTELLIGENCE OPERATIVES .
