Jardin ouster seen as victory by employees, consumers opposing PrimeWater

The removal of Bacolod City Water District (BACIWA) General Manager Mona Dia G. Jardin is being hailed by employees and consumer groups as a victory in their long-running opposition to the agency’s joint venture with Villar-owned PrimeWater.

The BACIWA Board of Directors terminated Jardin on August 22, citing “loss of confidence.”

In Resolution No. 063, Series of 2025, the board formalized Jardin’s removal and appointed Engr. Michael M. Soliva as Acting General Manager. Soliva will also serve as head of the Environment Water Resource Sewerage and Sanitation Management Division.

The decision was made during the board’s 16th regular meeting at the BACIWA main office in Bacolod City.

Jardin served as general manager when BACIWA entered into a joint venture agreement with PrimeWater in 2020, a deal that led to protests by the BACIWA Employees Union (BEU).

Sa interview sang DYHB kay Verdeflor, ginpahayag sini nga kadamo sang mga expenses sang BACIWA kag kun indi sila mangusisa sa board, indi man sa ila magpabalo si anay GM Mona Dia Jardin.

Damo man ini sang mga procurement kag isa sa mga gusto sini i-award sa iya amo ang balor P3 million nga toyota Grandia nga iya pagagamiton bilang GM.

Sunod amo ang P5 million worth sang salakyan para sa mga division heads kag staff sa rason nga law-ay lantawon ang mga daan ang salakyan kun may bisita.

Apang ginpunggan ini sang board bangud nga kanugon lang sang mga daan nga salakyan kun indi lamang ma-repair kag magamit.

Kun may isa kabutang nga ginhatagan prayoridad ni Jardin suno kay Verdeflor, ina amo ang mga back wages sang mga ginpahalin nga mga 59 ka mga empleyado bangud sang Joint Venture Agreement (JVA) sini kag Primewater.

Kun sadto yara lang ini sa P100 million, karon nga nagalawig antis sila mabayaran basi naglab-ot na sa P147 million ang talagaan sang BACIWA sa mga anay empleyado.
