In response to the ongoing discussions surrounding recent legal actions in our province, the AMLIG Antique Alliance wishes to 𝐜𝐥𝐞𝐚𝐫𝐥𝐲 𝐬𝐭𝐚𝐭𝐞 𝐨𝐮𝐫 𝐩𝐨𝐬𝐢𝐭𝐢𝐨𝐧, 𝐨𝐮𝐫 𝐢𝐝𝐞𝐧𝐭𝐢𝐭𝐲, 𝐚𝐧𝐝 𝐭𝐡𝐞 𝐫𝐞𝐚𝐥-𝐰𝐨𝐫𝐥𝐝 𝐫𝐞𝐚𝐥𝐢𝐭𝐢𝐞𝐬 𝐝𝐫𝐢𝐯𝐢𝐧𝐠 𝐨𝐮𝐫 𝐚𝐝𝐯𝐨𝐜𝐚𝐜𝐲.

AMLIG is a broad, non-partisan coalition representing more than 𝟑𝟎 𝐜𝐢𝐯𝐢𝐥 𝐬𝐨𝐜𝐢𝐞𝐭𝐲 𝐨𝐫𝐠𝐚𝐧𝐢𝐳𝐚𝐭𝐢𝐨𝐧𝐬, 𝐜𝐡𝐮𝐫𝐜𝐡-𝐛𝐚𝐬𝐞𝐝 𝐠𝐫𝐨𝐮𝐩𝐬, 𝐩𝐞𝐨𝐩𝐥𝐞’𝐬 𝐨𝐫𝐠𝐚𝐧𝐢𝐳𝐚𝐭𝐢𝐨𝐧𝐬, 𝐍𝐆𝐎𝐬, 𝐚𝐜𝐚𝐝𝐞𝐦𝐢𝐜 𝐢𝐧𝐬𝐭𝐢𝐭𝐮𝐭𝐢𝐨𝐧𝐬, 𝐚𝐧𝐝 𝐜𝐨𝐧𝐜𝐞𝐫𝐧𝐞𝐝 𝐜𝐢𝐭𝐢𝐳𝐞𝐧𝐬 across Antique.

• 𝐖𝐞 𝐚𝐫𝐞 𝐬𝐭𝐫𝐢𝐜𝐭𝐥𝐲 𝐧𝐨𝐧-𝐩𝐚𝐫𝐭𝐢𝐬𝐚𝐧.
• 𝐖𝐞 𝐚𝐫𝐞 𝐧𝐨𝐭 𝐭𝐚𝐫𝐠𝐞𝐭𝐢𝐧𝐠 𝐚𝐧𝐲 𝐬𝐩𝐞𝐜𝐢𝐟𝐢𝐜 𝐢𝐧𝐝𝐢𝐯𝐢𝐝𝐮𝐚𝐥.
• 𝐍𝐨𝐭𝐡𝐢𝐧𝐠 𝐚𝐛𝐨𝐮𝐭 𝐭𝐡𝐢𝐬 𝐞𝐟𝐟𝐨𝐫𝐭 𝐢𝐬 𝐩𝐞𝐫𝐬𝐨𝐧𝐚𝐥.

Our sole objective is to demand accountability for the ecological damage— the ecocide— taking place across Antique, and to push for true 𝐩𝐚𝐫𝐭𝐢𝐜𝐢𝐩𝐚𝐭𝐢𝐯𝐞 𝐠𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞, particularly in the public budget process, so that scandalous and poorly planned infrastructure projects are never repeated.

𝐓𝐡𝐞 𝐑𝐞𝐚𝐥𝐢𝐭𝐲 𝐨𝐧 𝐭𝐡𝐞 𝐆𝐫𝐨𝐮𝐧𝐝: 𝐖𝐡𝐲 𝐭𝐡𝐞 𝐏𝐞𝐨𝐩𝐥𝐞 𝐀𝐫𝐞 𝐀𝐧𝐠𝐫𝐲
Look at what is happening across our province today. As of this writing, 𝐞𝐯𝐞𝐧 𝐚 𝐦𝐢𝐧𝐨𝐫 𝐡𝐚𝐛𝐚𝐠𝐚𝐭 (𝐒𝐨𝐮𝐭𝐡𝐰𝐞𝐬𝐭 𝐌𝐨𝐧𝐬𝐨𝐨𝐧) 𝐡𝐚𝐬 𝐜𝐚𝐮𝐬𝐞𝐝 𝐬𝐞𝐯𝐞𝐫𝐞, 𝐰𝐢𝐝𝐞𝐬𝐩𝐫𝐞𝐚𝐝 𝐟𝐥𝐨𝐨𝐝𝐢𝐧𝐠 𝐚𝐜𝐫𝐨𝐬𝐬 𝐇𝐚𝐦𝐭𝐢𝐜— a level of inundation that was virtually unheard of before recent DPWH road widening and flood control projects were built. Similar destructive patterns are being felt in other towns as well.

This is not an isolated weather anomaly; it is the 𝐝𝐢𝐫𝐞𝐜𝐭 𝐜𝐨𝐧𝐬𝐞𝐪𝐮𝐞𝐧𝐜𝐞 𝐨𝐟 𝐝𝐞𝐬𝐭𝐫𝐮𝐜𝐭𝐢𝐯𝐞, 𝐮𝐧𝐯𝐞𝐭𝐭𝐞𝐝 𝐢𝐧𝐟𝐫𝐚𝐬𝐭𝐫𝐮𝐜𝐭𝐮𝐫𝐞 𝐰𝐨𝐫𝐤. The flooding in Hamtic is a living testament to why the people of Antique are angry, frustrated, and demanding real answers.

𝐀 𝐋𝐚𝐬𝐭 𝐑𝐞𝐬𝐨𝐫𝐭 𝐟𝐨𝐫 𝐃𝐞𝐜𝐢𝐬𝐢𝐯𝐞 𝐀𝐜𝐭𝐢𝐨𝐧
The complaints recently brought before the Office of the Ombudsman–Visayas are a measure of 𝐥𝐚𝐬𝐭 𝐫𝐞𝐬𝐨𝐫𝐭.
Since last year, 𝐀𝐌𝐋𝐈𝐆 𝐚𝐧𝐝 𝐢𝐭𝐬 𝐦𝐞𝐦𝐛𝐞𝐫 𝐨𝐫𝐠𝐚𝐧𝐢𝐳𝐚𝐭𝐢𝐨𝐧𝐬 𝐞𝐱𝐡𝐚𝐮𝐬𝐭𝐢𝐯𝐞𝐥𝐲 𝐩𝐮𝐫𝐬𝐮𝐞𝐝 𝐞𝐯𝐞𝐫𝐲 𝐩𝐞𝐚𝐜𝐞𝐟𝐮𝐥, 𝐢𝐧𝐬𝐭𝐢𝐭𝐮𝐭𝐢𝐨𝐧𝐚𝐥 𝐜𝐡𝐚𝐧𝐧𝐞𝐥 𝐚𝐯𝐚𝐢𝐥𝐚𝐛𝐥𝐞:

• Participating in official public consultations and local council meetings
• Submitting formal petitions and requests for investigation
• Reaching out directly to concerned regulatory and implementing agencies

Despite these persistent efforts, our communities received no substantial or meaningful response. Compounding this institutional failure is the 𝐝𝐞𝐚𝐟𝐞𝐧𝐢𝐧𝐠 𝐬𝐢𝐥𝐞𝐧𝐜𝐞 𝐨𝐟 𝐭𝐨𝐩 𝐥𝐞𝐚𝐝𝐞𝐫𝐬 𝐢𝐧 𝐀𝐧𝐭𝐢𝐪𝐮𝐞, whose inaction and refusal to speak out on these destructive projects only deepens public distrust.

𝑻𝒉𝒆 𝒕𝒊𝒎𝒆 𝒇𝒐𝒓 𝒆𝒏𝒅𝒍𝒆𝒔𝒔 𝒕𝒂𝒍𝒌𝒊𝒏𝒈 𝒂𝒏𝒅 𝒘𝒂𝒊𝒕𝒊𝒏𝒈 𝒉𝒂𝒔 𝒑𝒂𝒔𝒔𝒆𝒅; 𝒕𝒉𝒆 𝒕𝒊𝒎𝒆 𝒇𝒐𝒓 𝒅𝒆𝒄𝒊𝒔𝒊𝒗𝒆, 𝒍𝒂𝒘𝒇𝒖𝒍 𝒂𝒄𝒕𝒊𝒐𝒏 𝒉𝒂𝒔 𝒂𝒓𝒓𝒊𝒗𝒆𝒅.

For clarity, the formal Ombudsman complaints were submitted by individual private citizens exercising their constitutional rights, with the broad support of AMLIG.

While we anticipate that some may try to shift public attention away from these filings through online distractions or character claims against Atty. Rolly Pedriña and AMLIG, we urge the public to 𝐬𝐭𝐚𝐲 𝐟𝐨𝐜𝐮𝐬𝐞𝐝 𝐨𝐧 𝐰𝐡𝐚𝐭 𝐭𝐫𝐮𝐥𝐲 𝐦𝐚𝐭𝐭𝐞𝐫𝐬.

𝐒𝐀𝐍 𝐉𝐎𝐒𝐄 𝐃𝐄 𝐁𝐔𝐄𝐍𝐀𝐕𝐈𝐒𝐓𝐀, 𝐀𝐍𝐓𝐈𝐐𝐔𝐄 – Just when the public thought the worst was over, the DPWH is acting as if "𝒉𝒂𝒑𝒑𝒚 𝒅𝒂𝒚𝒔 𝒂𝒓𝒆 𝒉𝒆𝒓𝒆 𝒂𝒈𝒂𝒊𝒏."

Following the cancellation of several controversial projects in the 2026 budget amid a national corruption scandal, public interest has dissipated, and media scrutiny has moved on. Seizing this moment of silence, 𝐭𝐡𝐞 𝐃𝐏𝐖𝐇 𝐡𝐚𝐬 𝐪𝐮𝐢𝐞𝐭𝐥𝐲 𝐫𝐞𝐬𝐮𝐫𝐫𝐞𝐜𝐭𝐞𝐝 𝐢𝐭𝐬 𝐝𝐞𝐬𝐭𝐫𝐮𝐜𝐭𝐢𝐯𝐞 𝐚𝐠𝐞𝐧𝐝𝐚.

The 𝐀𝐦𝐥𝐢𝐠 𝐀𝐧𝐭𝐢𝐪𝐮𝐞 𝐀𝐥𝐥𝐢𝐚𝐧𝐜𝐞 raises a 𝐑𝐞𝐝 𝐀𝐥𝐞𝐫𝐭 against the DPWH's ₱𝟏𝟐.𝟖 𝐛𝐢𝐥𝐥𝐢𝐨𝐧 budget for CY 2027 proposal for Antique. We expose a calculated effort to pour ₱𝟕.𝟒 𝐛𝐢𝐥𝐥𝐢𝐨𝐧 𝐢𝐧𝐭𝐨 𝟓𝟎 "𝐟𝐥𝐨𝐨𝐝 𝐦𝐢𝐭𝐢𝐠𝐚𝐭𝐢𝐧𝐠" 𝐬𝐭𝐫𝐮𝐜𝐭𝐮𝐫𝐞𝐬— seawalls and river revetments— that threaten to permanently scar Antique's coastlines and river basins.

𝟏. 𝐓𝐡𝐞 𝐆𝐫𝐞𝐚𝐭 𝐂𝐨𝐧𝐜𝐫𝐞𝐭𝐞 𝐖𝐚𝐥𝐥: 𝟓𝟎 𝐒𝐭𝐫𝐮𝐜𝐭𝐮𝐫𝐞𝐬, 𝐙𝐞𝐫𝐨 𝐒𝐜𝐢𝐞𝐧𝐜𝐞
The DPWH has proposed a staggering ₱𝟕.𝟒 𝐛𝐢𝐥𝐥𝐢𝐨𝐧 for 50 hard infrastructure projects. This includes 𝟏𝟒 𝐦𝐚𝐬𝐬𝐢𝐯𝐞 𝐬𝐞𝐚𝐰𝐚𝐥𝐥𝐬 𝐚𝐧𝐝 𝟑𝟔 𝐫𝐢𝐯𝐞𝐫 𝐫𝐞𝐯𝐞𝐭𝐦𝐞𝐧𝐭𝐬 across the Province that completely ignore 𝘕𝘢𝘵𝘶𝘳𝘦-𝘉𝘢𝘴𝘦𝘥 𝘚𝘰𝘭𝘶𝘵𝘪𝘰𝘯𝘴 and the integrated "𝘙𝘪𝘥𝘨𝘦-𝘵𝘰-𝘙𝘦𝘦𝘧" approach to watershed management.

These 𝟓𝟎 𝐬𝐭𝐫𝐮𝐜𝐭𝐮𝐫𝐞𝐬 are being pushed despite criticism from President Ferdinand Marcos Jr. and DPWH Secretary Vince Dizon themselves regarding the corruption and ecological failure of concrete-heavy flood control projects nationwide.

In Antique, these projects are being proposed:
• 𝐖𝐢𝐭𝐡𝐨𝐮𝐭 Feasibility Studies (FS) ;
• 𝐍𝐞𝐯𝐞𝐫 identified in the Provincial Development Plan ;
• 𝐃𝐚𝐦𝐚𝐠𝐞𝐝 the livelihoods of fisherfolk and farmers ; and
• 𝐃𝐢𝐬𝐫𝐮𝐩𝐭𝐢𝐧𝐠 the natural flow of our river systems.

𝐓𝐡𝐞 𝐋𝐞𝐠𝐚𝐥 𝐕𝐢𝐨𝐥𝐚𝐭𝐢𝐨𝐧𝐬 𝐀𝐫𝐞 𝐂𝐥𝐞𝐚𝐫:
• No Revocable Permits or Foreshore Lease Agreements under the 𝐖𝐚𝐭𝐞𝐫 𝐂𝐨𝐝𝐞/𝐏𝐃 𝟏𝟎𝟔𝟕;
• Encroachment on the 𝟐𝟎-𝐦𝐞𝐭𝐞𝐫 𝐧𝐨-𝐛𝐮𝐢𝐥𝐝 𝐞𝐚𝐬𝐞𝐦𝐞𝐧𝐭 𝐳𝐨𝐧𝐞 along rivers and coasts;
• No valid Environmental Compliance Certificates (𝐄𝐂𝐂𝐬) for projects lacking feasibility studies;
• Violation of 𝐑.𝐀. 𝟗𝟏𝟒𝟕 (Wildlife Act) and 𝐑.𝐀. 𝟏𝟏𝟎𝟑𝟖 (Expanded NIPAS Act) for threatening critical habitats.

𝟐. 𝐓𝐡𝐞 ₱𝟏 𝐁𝐢𝐥𝐥𝐢𝐨𝐧 "𝐂𝐨𝐧𝐭𝐢𝐧𝐮𝐢𝐧𝐠 𝐕𝐢𝐨𝐥𝐚𝐭𝐢𝐨𝐧" 𝐢𝐧 𝐭𝐡𝐞 𝐂𝐏𝐌𝐑
Equally alarming is the proposal of ₱𝟏 𝐛𝐢𝐥𝐥𝐢𝐨𝐧 𝐟𝐨𝐫 𝟓 𝐫𝐨𝐚𝐝𝐬 inside the 𝘊𝘦𝘯𝘵𝘳𝘢𝘭 𝘗𝘢𝘯𝘢𝘺 𝘔𝘰𝘶𝘯𝘵𝘢𝘪𝘯 𝘙𝘢𝘯𝘨𝘦 (𝘊𝘗𝘔𝘙), a declared Key Biodiversity Area (KBA) and the life source of Antique's river systems.

Labeling these as "𝘤𝘰𝘯𝘵𝘪𝘯𝘶𝘪𝘯𝘨 𝘱𝘳𝘰𝘫𝘦𝘤𝘵𝘴" is a deceptive attempt to bypass their toxic legal history:

• These projects face ECC Revocations (𝘗𝘢𝘯𝘢𝘺 𝘌𝘢𝘴𝘵 𝘞𝘦𝘴𝘵 𝘙𝘰𝘢𝘥 𝘪𝘯 𝘝𝘢𝘭𝘥𝘦𝘳𝘳𝘢𝘮𝘢);

• The issues surrounding the cancelled 𝘓𝘢𝘶𝘢-𝘢𝘯-𝘛𝘢𝘱𝘢𝘻 𝘙𝘰𝘢𝘥— which cut through primary forest— remain unresolved (more than P3 Billion all by Sunwest).
• The 𝘴𝘦𝘢𝘸𝘢𝘭𝘭/𝘦𝘴𝘱𝘭𝘢𝘯𝘢𝘥𝘦 𝘪𝘯 𝘍𝘶𝘯𝘥𝘢-𝘋𝘢𝘭𝘪𝘱𝘦, 𝘚𝘢𝘯 𝘑𝘰𝘴𝘦 𝘥𝘦 𝘉𝘶𝘦𝘯𝘢𝘷𝘪𝘴𝘵𝘢 is under court litigation.
• The 𝘴𝘦𝘢𝘸𝘢𝘭𝘭/𝘦𝘴𝘱𝘭𝘢𝘯𝘢𝘥𝘦 𝘪𝘯 𝘚𝘢𝘣𝘢𝘯𝘨-𝘞𝘦𝘴𝘵 , and 𝘵𝘩𝘦 𝘉𝘶𝘨𝘰-𝘎𝘦𝘯. 𝘍𝘶𝘭𝘭𝘰𝘯, 𝘚𝘢𝘯 𝘙𝘦𝘮𝘪𝘨𝘪𝘰 𝘙𝘰𝘢𝘥 are flagged by DENR

𝟑. 𝐓𝐡𝐞 𝐋𝐨𝐮𝐝 𝐒𝐢𝐥𝐞𝐧𝐜𝐞 𝐨𝐟 𝐀𝐧𝐭𝐢𝐪𝐮𝐞'𝐬 𝐏𝐨𝐥𝐢𝐭𝐢𝐜𝐚𝐥 𝐋𝐞𝐚𝐝𝐞𝐫𝐬𝐡𝐢𝐩
As these multi-billion peso threats loom over our province, the key political leaders of Antique remain silent. We ask:

𝑰𝒔 𝒕𝒉𝒊𝒔 𝒔𝒊𝒍𝒆𝒏𝒄𝒆 𝒂 𝒔𝒊𝒈𝒏 𝒐𝒇 𝒄𝒐𝒎𝒑𝒍𝒊𝒄𝒊𝒕𝒚?

By failing to speak out against the ₱𝟕.𝟒 𝐛𝐢𝐥𝐥𝐢𝐨𝐧 𝐃𝐏𝐖𝐇 "𝐬𝐡𝐨𝐩𝐩𝐢𝐧𝐠 𝐥𝐢𝐬𝐭" 𝐨𝐟 𝐜𝐨𝐧𝐜𝐫𝐞𝐭𝐞 𝐟𝐥𝐨𝐨𝐝 𝐜𝐨𝐧𝐭𝐫𝐨𝐥 𝐚𝐧𝐝 𝐭𝐡𝐞 ₱𝟏 𝐛𝐢𝐥𝐥𝐢𝐨𝐧 𝐢𝐧 𝐂𝐏𝐌𝐑 𝐯𝐢𝐨𝐥𝐚𝐭𝐢𝐨𝐧𝐬, our leaders are effectively abandoning the environment and the people they swore to protect. Transparency and accountability cannot exist in a vacuum of leadership.

The public briefly celebrated the cancellation of illegal projects in 2025. But while attention has faded, the same destructive forces are quietly regrouping. "𝑯𝒂𝒑𝒑𝒚 𝒅𝒂𝒚𝒔 𝒂𝒓𝒆 𝒉𝒆𝒓𝒆 𝒂𝒈𝒂𝒊𝒏," for the contractors, not for the people.

𝐎𝐔𝐑 𝐃𝐄𝐌𝐀𝐍𝐃𝐒
𝐈𝐦𝐦𝐞𝐝𝐢𝐚𝐭𝐞 𝐃𝐞-𝐟𝐮𝐧𝐝𝐢𝐧𝐠: We call on the Department of Budget and Management (DBM) and the Regional Development Council (RDC) VI to remove the ₱𝟏 𝐛𝐢𝐥𝐥𝐢𝐨𝐧 allocation for CPMR roads and the ₱𝟕.𝟒 𝐛𝐢𝐥𝐥𝐢𝐨𝐧 for unvetted flood control projects.

𝐀𝐝𝐡𝐞𝐫𝐞𝐧𝐜𝐞 𝐭𝐨 𝐃𝐞𝐩𝐚𝐫𝐭𝐦𝐞𝐧𝐭 𝐨𝐟 𝐁𝐮𝐝𝐠𝐞𝐭 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 (𝐃𝐁𝐌) 𝐏𝐨𝐥𝐢𝐜𝐲: No project should be endorsed without being "𝐈𝐦𝐩𝐥𝐞𝐦𝐞𝐧𝐭𝐚𝐭𝐢𝐨𝐧-𝐑𝐞𝐚𝐝𝐲" —complete with Feasibility Studies (FS), valid Environmental Compliance Certificates (ECC), Road Right of Way (RROW) Compliance, and genuine LGU endorsements.

𝐀 𝐂𝐚𝐥𝐥 𝐟𝐨𝐫 𝐂𝐨𝐮𝐫𝐚𝐠𝐞: We challenge our elected leaders to break their silence and join the people in protecting Antique from this wave of destructive, unscientific development.
