The National Blood Services Act (RA 7719) promotes voluntary, non-paid blood donation and phased out commercial blood banks, requiring blood services to run on a non-profit basis. It treats giving blood as a professional medical service and act of kindness, not the sale of a commodity, and it curbs the hazards of a paid blood trade that once put patients at risk.
