On April 9, 2026, the VA took action to modernize the Foreign Medical Program (FMP) by making the VA Benet Authorization Letter (BAL) accessible through www.va.gov and the VA mobile app. The BAL is a document that establishes the treatment a Veteran is eligible for in reference to the adjudicated service-connected disabilities. Veterans can access their BAL as follows: • Access www.va.gov • Once logged on to the VA.gov site, go to “get your VA benet letters” under “get your VA letters online.” • Under “benet letters and documents,” access “Foreign Medical Program Enrollment Letter” and download the PDF le. Veterans who may have issues signing in or questions about VA.gov, can visit https://www.va.gov/sign-in/?oauth=true or call VA.gov technical support line for help at (001) 866-279-3677.
This monumental achievement eliminates the need for Veterans to register for FMP and request copies of their BAL through the Manila VA OPC Release of Information Ofce. As soon as a Veteran receives his/her VBA disability rating (or any updates to their ratings), the FMP BAL will automatically populate in the www.va.gov prole. Furthermore, with this modernization effort, in the next few weeks, VA Form 10-7959f-1 (FMP Registration Form) will be discontinued and removed from all public domains. Veterans who cannot access their BAL or are not able to bring it to an FMP provider can bring their VA Rating Code Sheet. The Rating Code Sheet can be obtained directly from the VBA Regional Ofce.
