UP MINDANAO DOGS TO BE IMPOUNDED WHERE? PAWS RAISES RED FLAG OVER DAVAO CITY POUND’S BAI REGISTRATION

Where will the dogs from UP Mindanao be taken if they are impounded? PAWS is raising serious concerns over the reported lack of a valid Certificate of Registration/License to Operate from the Bureau of Animal Industry (BAI) for the Davao City Pound.

This is not merely an administrative matter.

Department of Agriculture Administrative Circular No. 03, Series of 2015, or the “Policies and Guidelines in the Establishment and Maintenance of Animal Pounds,” was issued pursuant to the Animal Welfare Act, RA 8485, as amended by RA 10631. It sets the rules and minimum standards for the establishment and operation of animal pounds.

Most importantly, Section 8 expressly provides: “All pounds as referred to in the definition shall be registered with the Bureau of Animal Industry…”

BAI Administrative Circular No. 04, Series of 2015, likewise provides rules and requirements for the registration of animal control facilities, including pounds.

THE RULES ALSO REQUIRE HUMANE CAPTURE AND TRANSPORT

Administrative Circular No. 03 does not merely require registration. It establishes detailed standards for the humane treatment of impounded animals.

Section 6 provides that animals must be captured, restrained, and transported in the most humane manner. It prohibits acts such as dragging, whipping, throwing, unnecessary lifting, and pulling animals by the neck, ears, or legs.

The Circular also requires appropriate transportation and compliance with applicable rules on the transport of live animals by land.

POUNDS HAVE SPECIFIC DUTIES AFTER IMPOUNDMENT

Pounds are required to provide:
🐕 Clean drinking water at all times
🍚 Appropriate food
🩺 Veterinary examination and treatment for sick or injured animals
🧼 Proper sanitation and disinfection
📋 Records of every impounded animal, including the date and place of capture
🏠 An isolation area for sick animals and rabies suspects
📢 Public access to pound records
❤️ Humane procedures for adoption and disposition of unclaimed animals

Note: If a facility is being operated as a shelter rather than a pound, it is subject to separate and stricter requirements under Administrative Circular No. 05.

The rules further provide that violations shall be penalized in accordance with RA 8485, as amended.

PAWS calls on the concerned authorities to ensure that any animal-control operation involving the UP Mindanao dogs is carried out in accordance with the Animal Welfare Act, BAI regulations, and the humane-capture requirements under Administrative Circular No. 03, Series of 2015.

IF YOU WITNESS THE CAPTURE

If you witness dogs being captured, loaded into vehicles, or transported:
📹 DOCUMENT the incident.
📍 Respectfully request identification from the dog catchers or ask for their full names so their authority to conduct the operation can be verified.
🚐 Note the vehicle and plate number so it can be checked whether the vehicle is officially connected to the LGU or City Veterinarian’s Office.
🐕 Document any cruel, dangerous, or inhumane handling.
📩 CONTACT PAWS IMMEDIATELY and preserve the original photos and videos.

Stray or unowned dogs are not without legal protection. Animal-control operations must be carried out lawfully and humanely.

Arlene Tisdale slept in her Buick in the parking lot of the emergency animal hospital in Memphis for four nights, because the nearest motel cost $129 a night and she had $140 to last until her Social Security came.

At 83, Arlene lives alone in Tupelo, Mississippi, about 100 miles away, with a red dachshund named Peanut.

On a Sunday in October Peanut got into the kitchen trash and swallowed a corncob. By Monday morning he was throwing up everything, and her regular vet sent them straight to Memphis. The ultrasound showed something stuck in his intestine, and the surgeon said he needed surgery that day.

Arlene hadn't driven after dark in years. The surgery went into the evening, and Peanut would need four nights in the hospital.

She parked under a light in the corner of the lot. Her trunk held a blanket, and she had a pillow from the back seat and a thermos she refilled at a gas station across the road.

The overnight staff noticed the car on the second night. A vet tech named Keandra Mills walked out at 1 in the morning and knocked on the window. Arlene told her she was fine and asked how Peanut was doing.

Keandra came back with a cup of coffee, a sandwich from the break room and a phone charger. She told the night vet about the woman in the Buick.

On the third night, after Peanut had been walking around his kennel, Keandra wrapped him in a blanket and carried him out to the parking lot. Arlene opened the car door. Keandra held the dog against her, and Arlene put her face down into the blanket and cried while Peanut licked her chin.

The bill came to $4,300. Arlene had already signed up for a payment plan. On Friday morning, when she came in to pick him up, the office manager told her the hospital's charity fund had covered $2,000 of it. The staff had also put $60 in an envelope for her gas.

Arlene drove home with Peanut asleep on the passenger seat, on the same pillow she'd slept on for four nights.

Several videos posted by a vlogger are currently drawing public outrage after the vlogger reportedly requested that two dogs be CAPTURED and K!LLED for allegedly destroying expensive slippers.

One dog was seen inhumanely captured, while the other one escaped.

Yes, destroying someone’s property is not acceptable. But property damage does not automatically justify taking an animal’s life.

We can protect our property without cruelty.
We can be angry without becoming violent toward animals.

PLEASE DO NOT SUPPORT VLOGGERS WHO ARE CRUEL TO ANIMALS.

When a person has a public platform, that influence carries responsibility. Statements made publicly can encourage others to view the killing of animals as an acceptable response to inconvenience or property damage.

TWO DOGS. EXPENSIVE SLIPPERS. A LIFE-AND-DEATH CONSEQUENCE?

🚨CASE UPDATE :

Following the viral video involving Hart Yu on September 13, the barangay immediately sought guidance from the Municipal Police of Lemery and coordinated with the barangay authorities regarding the appropriate action.

The incident and videos are currently under review, with the matter awaiting the proper police referral and investigation process.

Meanwhile, Hart Yu has been summoned to the barangay to explain his side and discuss the incident.

HUMANITY WINS: SHE REFUSED TO LEAVE HIM ❤️🐴

For nearly three hours, she stood beside the horse she loved as the tide slowly came closer.

Astro, a 495-kilogram horse, had become dangerously trapped in deep mud at Avalon Beach in Victoria, Australia. With every struggle, he sank deeper, while the incoming tide threatened to turn a difficult situation into a tragedy.

His owner, Nicole Graham, knew her horse was frightened and exhausted.

So she stayed.

Standing beside him in the mud, Nicole comforted Astro and kept him calm while rescuers worked desperately to free him. Attempts were made to release him, but the thick mud held on.

Time was running out.

The rising tide meant there was no room for giving up.

Eventually, after hours of exhausting work, rescuers managed to pull Astro free with the help of a tractor. He had survived — but only because people refused to stop fighting for him.

What makes this rescue so powerful isn't only the dramatic race against the tide.

It's the bond between a human and an animal who trusted her completely.

Astro couldn't understand why he was trapped.

He couldn't understand why people were trying to pull him from the mud.

But he knew the woman beside him.

And she stayed with him until he was safe. ❤️

This is what compassion looks like.

When an animal is frightened, vulnerable and unable to save itself, we don't walk away. We stay. We help. We fight for them.

Because sometimes, the greatest gift we can give an animal isn't just saving its life—

it's making sure they never have to face their darkest moment alone. 🐴❤️

For them, it can mean everything.
