OFFICIAL STATEMENT | COMMITTEE ON APPROPRIATION

The Committee on Appropriation of the Legislative Assembly hereby reports the successful conduct of its Budget Hearing and Deliberation held on March 4, 2026, at the Multi-Purpose Hall of PNUNL.

The proceeding was duly attended by officials from the Executive Body, Legislative Assembly, Judicial Body, Commission on Election, Commission on Audit, the Executive Committee, and the Vice Presidents of the different Federations of the Student Government.

In accordance with parliamentary procedure, the hearing was conducted in the following order:
• Roll Call
• Statement of Purpose
• Recognition of Presenter
• Budget Presentation
• Interpellation
• Clarifications
• Committee Deliberation

The sequence of presentations commenced with the Commission on Audit, followed by the Executive Body, Commission on Election, Legislative Assembly, and the Judicial Body.

During the period of interpellation and clarifications, thorough discussions were undertaken regarding the itemized proposed budgets of each branch and commission. Constructive inputs, concerns, and recommendations from attending officials were duly acknowledged and considered. Consequently, necessary adjustments and amendments were incorporated, all of which were carried and adopted by the Committee with a total amount 180,000 Pesos appropriated budget for Student Government.

Thereafter, the Committee on Appropriation formally approved the respective itemized budget proposals, subject for submission to the Office of the General Secretary. These shall be taken up for further deliberation during the Second Reading of the General Appropriations Bill of the Student Government for Fiscal Year 2026 in the upcoming session of the Legislative Assembly.

With no further matters to be discussed, the Budget Hearing and Deliberation was formally adjourned at 4:26 PM.

SESSION LEGISLATIVE | Parliamentary Update
February 9, 2026 | Multi-Purpose Hall

The Legislative Assembly convened its First Special Session of the Month on February 9, 2026 at the Multi-Purpose Hall, with 22 out of 27 legislators present, constituting a quorum to transact official business.

During the session, the Assembly passed and adopted one (1) Resolution and one (1) Bill, namely:

Legislative Resolution No. 2025–2026–008
A Resolution Officially Confirming the Presidential Appointees to the Commission on Elections (COMELEC) for Academic Year 2025–2026, pursuant to the 1997 PNUNL Student Government Constitution and Student Act No. 2025–2026–03.

Legislative Bill No. 2025–2026–002
An Act Establishing the New Omnibus Election Code of the Philippine Normal University North Luzon Student Government, revising the 2021 Election Code of the Executive and Legislative Bodies.

In addition, the Assembly formally signed:

Legislative Bill No. 2025–2026–003
An Act Providing for the Qualifications, Appointment, and Confirmation of the Student Commission on Elections (COMELEC), previously passed and adopted on January 21, 2026.

These legislative actions reaffirm the Assembly’s commitment to democratic processes, electoral integrity, and accountable student governance within the Philippine Normal University North Luzon Student Government.

En sesión del pleno, the Legislative Assembly convened its First Regular Session for the month of February on February 4, 2026 at Computer Room 1, presided by Hon. Jayrald B. Austria, House Speaker. The session formally commenced at exactly 6:35 PM, in strict adherence to parliamentary order.

During the plenary proceedings, the Assembly proceeded to the Third and Final Reading of the following legislative measures:

📜 Student Bill 2025–2026–004
An Act Establishing the Judicial Code of Philippine Normal University North Luzon Student Government, defining its powers, composition, and procedures, and providing for the selection of the Student Jury.

📜 Student Resolution 2025–2026–007
A Resolution Promoting Student Well-Being and Mental Health through reasonable communication practices in academic and organizational matters at the Philippine Normal University North Luzon.

After due consideration, having passed the Second Reading and with no further amendments raised, the Body in pleno approved both measures on Third and Final Reading, thereupon authorizing the House Speaker to formally endorse the same to the Executive Body for implementation and for their full force and effect.

En el curso de los asuntos, a matter of legislative attendance was raised by several Members, who moved for its inclusion in the agenda. Following minutes of deliberation and exchange of parliamentary views, the Assembly arrived at a final decision regarding its attendance system, affirming the importance of accountability and active participation in legislative duties.

There being no further business to consider, the Assembly adjourned its First Regular Session for the month of February.

The session was called to order and presided over by 𝐇𝐨𝐧. 𝐉𝐚𝐲𝐫𝐚𝐥𝐝 𝐁. 𝐀𝐮𝐬𝐭𝐫𝐢𝐚, 𝐄𝐱 𝐎𝐟𝐟𝐢𝐜𝐢𝐨 𝐂𝐡𝐚𝐢𝐫𝐩𝐞𝐫𝐬𝐨𝐧 𝐨𝐟 𝐭𝐡𝐞 𝐂𝐨𝐦𝐦𝐢𝐬𝐬𝐢𝐨𝐧, pursuant to the constitutional mandate to ensure due process, transparency, and accountability in student governance.

Appearance of Presidential Appointees
Upon recognition by the Chair, the following presidential appointees appeared before the Commission and submitted themselves to constitutional scrutiny:

Precious Danella Labog– Appointed Senior Judge, Judicial Body

Akyzha Ashley Pigao – Appointed Judge, Judicial Body

Anthony John Guzman– Appointed Senior Public Prosecution Officer, Judicial Body

Meark Adrian Cattiling– Appointed Public Prosecution Officer, Judicial Body

Clark Bryan Gacad– Appointed Public Prosecution Officer, Judicial Body

Precious Viray– Appointed Public Prosecution Officer, Judicial Body

In contrast, the following appointees did not appear before the Committee and are scheduled to undergo the Screening and Confirmation process on February 9, 2026:

Butch Tolentino– Appointed Chief Judge, Judicial Body

Majesty Antolin– Appointed Court Secretary, Judicial Body

Dwayne Johnson Galamgam– Appointed Public Prosecution Officer, Judicial Body

After formal recognition, the appearing nominees were placed under oath prior to the screening proper. The Commission then conducted an extensive three-hour examination, focusing on constitutional principles, judicial independence, accountability, and fitness for office.

Following the examination, the nominees were granted the opportunity to deliver their final statements, after which the Commission proceeded to in camera deliberation, consistent with parliamentary practice.

Upon deliberation, the Commission on Appointments approved and confirmed all six appearing presidential appointees, thereby officially vesting them as Judiciary Officers of the PNUNL Student Government. Thereafter, with no other matters pending, Chairperson Jayrald B. Austria adjourned the session at exactly 10:19 PM, concluding the proceedings.

The Commission reaffirmed its commitment to act pro bono publico and secundum legem, upholding the integrity of the Student Judiciary as a co-equal pillar of student governance.
