Mahigpit na ipinagbabawal ang paninigarilyo at pag-vape sa pampublikong lugar, at may karampatang multa at parusa para sa mga lalabag.

Magandang araw, mga ka-POSO! Alam niyo ba na may karampatang penalty sa paglabag sa ordinansang ito? Ating alamin at talakayin.

Mahigpit na ipinagbabawal ang paninigarilyo at pagvape sa pampublikong lugar gaya ng:

a) Mga paaralan, youth hostels, at pasilidad para sa mga batang wala pang 18 taon, kabilang ang mga playground;
b) Mga elevator at hagdanan;
c) Mga lugar na may panganib ng sunog, tulad ng istasyon ng gasolina at imbakan ng mga nasusunog na materyales;
d) Loob ng mga ospital, klinika, health centers, nursing homes, at laboratoryo;
e) Pampasaherong sasakyan, terminal, istasyon ng tren at bus, restawran, at conference hall, maliban sa mga designated smoking/vaping areas (DSVAs)
f) Mga lugar ng paghahanda ng pagkain;
g) Mga simbahan at katulad na lugar ng pagsamba;
h) Loob ng mga tanggapan ng gobyerno, maliban sa mga designated smoking/vaping areas (DSVAs).

Alamin ang mga parusa sa paglabag sa Ordinansang ito:

1. Para sa mga indibidwal na lumabag
• Unang paglabag: P500.00
• Ikalawang paglabag: P1,000.00
• Ikatlong paglabag: P1,500.00 o pagkakakulong ng isang araw

2. Para sa mga menor de edad:
• Parenting Course at orientation sa mga epekto ng paninigarilyo
• Pag-turn over ng kustodiya sa magulang/tagapag-alaga o Sangguniang Barangay

3. Para sa mga negosyo:
• P5,000.00 at/o pagkansela ng permit ng negosyo

Removal of Cannabis from Schedule IV of the Single Convention on Narcotic Drugs

The removal of cannabis and cannabis resin from Schedule IV of the Single Convention on Narcotic Drugs, 1961, marked a significant change in international drug control policy, implemented between 2019 and 2021. This decision was based on a scientific assessment conducted by the World Health Organization (WHO).

Historical Background
Since the adoption of the United Nations' Single Convention on Narcotic Drugs in 1961, cannabis and cannabis resin had been classified under Schedule IV. This category is reserved for substances deemed "particularly liable to abuse and to produce ill effects," with no significant therapeutic benefits to offset their risks. However, the initial inclusion of cannabis in this category lacked a scientific basis, as no comprehensive international scientific review had been conducted at that time.

Scientific Reassessment and Policy Change
The first international scientific assessment of cannabis and cannabis resin was carried out in 2018 by the WHO. This review highlighted the therapeutic potential of cannabis and led to recommendations for its reclassification. On December 2, 2020, the United Nations Commission on Narcotic Drugs (CND) voted to remove cannabis and cannabis resin from Schedule IV. This decision entered into force in 2021, signifying a shift in the global approach to cannabis regulation.

Current Classification
Despite its removal from Schedule IV, cannabis and cannabis resin remain listed in Schedule I of the Single Convention. This classification includes extracts and tinctures of cannabis and subjects them to strict international control due to their potential for abuse.

Drug use can have severe and far-reaching consequences on physical and mental health, relationships, and overall well-being. Here are some potential effects:

*PHYSICAL HEALTH*

1. Organ damage: Liver, kidney, heart, and brain damage.
2. Increased risk of infections: HIV, hepatitis, and respiratory infections.
3. Nutritional deficiencies: Malnutrition, weight loss, and digestive issues.
4. Sleep disorders: Insomnia, sleep apnea, and fatigue.
5. Cancer risk: Increased risk of certain cancers.

*MENTAL HEALTH*

1. Addiction: Physical and psychological dependence.
2. Anxiety and depression: Mood swings, anxiety, and depression.

The third week of November of every year has been declared as Drug Abuse Prevention and Control Week to promote public awareness against the evil effects of illegal drug use as well as public cooperation in the government's anti-drug campaign.

The DAPC Week is celebrated throughout the country every third week of November by virtue of Presidential Proclamation No. 124. Throughout the week, different local government units and non-government organizations are set to conduct numerous advocacy and information programs.

Batay sa Presidential Proclamation No. 124, petsa Nobyembre 26, 2001. Ang ikatlong linggo ng Nobyembre taun-taon ay itinakda bilang Linggo ng Pag-iwas at Pagkontrol sa Pang-aabuso sa Droga upang itaguyod ang kaalaman ng publiko laban sa masasamang epekto ng ilegal na paggamit ng droga pati na rin ang kooperasyon ng publiko sa kampanya laban sa droga ng pamahalaan.

Ang Linggo ng Pag-iwas at Pagkontrol sa Pang-aabuso sa Droga ay ipinagdiriwang sa buong bansa tuwing ikatlong linggo ng Nobyembre batay sa Presidential Proclamation No. 124. Sa buong linggo, magkakaibang mga lokal na pamahalaang yunit at mga non-government organization ay nakatakdang magsagawa ng iba't ibang mga programa sa advocacy at impormasyon.
