Parliament Passes Historic Disability Services Bill

31 July 2025

Today is a historic day for Papua New Guinea, especially for the 1.6 million people living with disabilities, as Parliament passed the country’s first-ever National Disability Services Bill.

All 67 Members of Parliament present voted in favour of the Bill, with none opposed.

The Bill was introduced and presented by the Minister for Youth, Religion and Community Development, Hon. Jason Peter.

Prime Minister Hon. James Marape was the first to commend the Minister and his team, referencing the Bill as a perfect 50th Independence anniversary gift for persons with disabilities.

“For the first time, PNG will have a law that promotes and protects the rights of people with disabilities,” the Prime Minister said.

The new law is a major step forward in ensuring equal rights and opportunities for persons with disabilities.

It will help remove barriers to accessibility, promote inclusion, and create better support systems across key areas like education, health, employment, and political participation.

The legislation also fulfils PNG’s commitment to the United Nations Convention on the Rights of Persons with Disabilities (CRPD), which the country ratified in 2013.

As the country prepares to celebrate 50 years of independence, this new law marks a positive way forward in building a more inclusive and fair society for all.
