Most Canadians have never heard of a "country programme." That's the point.

UN declarations are loud and contested. Everyone fights over those. Country programmes are quiet, technical, and negotiated straight with governments, then handed to ministries of education and health.

On August 27, UNFPA's new ones come up for approval at the Executive Board in New York. No parliamentary debate. No vote in Ottawa. Just approval by consensus, in a room no parent is invited to.

UNFPA doesn't run a single Canadian school. It doesn't need to. It writes the plan the schools are built around.

Here's the part they're counting on you not to notice: consensus means unanimity. One government withholding consent freezes the whole thing.

Canada is one government. Ambassador David Lametti and Minister Anita Anand can object.
