Plan Change 120 update
Central government has reduced Auckland’s housing capacity requirement for Plan Change 120, setting a minimum requirement of approximately 1.4 million homes through legislation passed in April 2026.
This means Auckland Council may make changes to the existing plan change to meet all government requirements and continue to protect people from natural hazards and enable more housing in places with good access to rapid public transit and town centres.
Options will be explored in June 2026, and the Auckland Council Policy Planning and Development Committee will decide whether to propose amendments to Plan Change 120 in July 2026.
Changes to the submission process
All submissions already made on Plan Change 120 remain valid.
Later this year, there will be an additional round of submissions open to everyone.
Central government has also directed that the statutory ‘further submissions’ process under the RMA will not apply to Plan Change 120.
Under the standard further submissions process, people can only support or oppose matters already raised in original submissions — they cannot raise new issues. Participation is also limited to certain affected or interested parties.
What does this mean for me?
Because changes may be made to Plan Change 120, the additional round of submissions will allow anyone to submit on any aspect of the plan change, including any changes proposed by the council.
If you have already submitted, your original submission still stands. You are also free to make another submission with any additional feedback you may have, without restrictions on what you can comment on.
What happens after submissions
An Independent Hearings Panel will hold public hearings, consider submissions, and make recommendations to the council on changes to Auckland’s planning rules.
The council will then make its final decisions on those recommendations.
The entire process must be completed by mid-2027.
