Info for the Sovereigns of Aotearoa about WHO

The formal withdrawal of the United States from the World Health Organization in January 2026 is not our decision but it is a moment that sharpens an old truth for the peoples of Aotearoa authority over life health and decision making does not come from global institutions and it does not originate offshore.

For Mauri sovereignty is not a modern concept.
Tino Rangatiratanga is ancestral. It predates the WHO predates the New Zealand state and predates every international framework now claiming relevance over our lives.

Under Te Tiriti o Waitangi Māori did not cede sovereignty. What was affirmed was the continued authority of hapū and iwi to govern their own affairs including the wellbeing of their people. That authority does not dissolve during emergencies. It does not pause for pandemics. And it does not transfer to international bodies by default or by silence.

The World Health Organization has no mana whenua in Aotearoa.
It holds no whakapapa here.
It has no mandate from the people of this land.

Any influence it carries exists only because governments choose to follow it not because it has inherent authority.

The COVID era exposed a dangerous pattern decisions affecting bodies movement livelihoods and tikanga were often made without free prior and informed consent and with little regard for hapū level autonomy. The language of global emergency was used to centralise control override local knowledge and marginalise dissent including Māori voices grounded in mātauranga and lived experience.

That must not be repeated.

Tino Rangatiratanga means
• Hapū and iwi retain authority over the health and wellbeing of their people
• Bodily autonomy is not negotiable conditional or subject to international pressure
• Tikanga mātauranga Mauri and community led responses are valid and essential
• Any cooperation with external bodies must be voluntary transparent and reversible
• No treaty regulation or framework has legitimacy without consent grounded in Te Tiriti and the people themselves

Global cooperation can exist but it must sit below not above the authority of the people of this land. Coordination must never become control. Guidance must never become coercion. And emergency must never be used as a justification to suspend rangatiratanga.

The United States withdrawal from the WHO does not chart Aotearoa path.
But it does expose a choice that has always been ours.

Do we accept governance by distance bureaucracy and fear or do we reaffirm the authority that has never been lawfully extinguished.

For Mauri and for all sovereign peoples of Aotearoa the answer is clear

Ko te mana kei te whenua.
Ko te rangatiratanga kei te iwi.
Ko te tinana te hinengaro me te wairua nō te tangata ake.

No global institution stands above that truth.
No crisis overrides it.
And no future should be built by forgetting it.

Re: Letter addressed to Kipa Munro, stated as acting on behalf of Nga Hapu o te Takutai Moana

Minister,

This correspondence is issued as a formal Statutory Notice by the Sovereign Crown of the Mauri Nation.

It serves as an opposition, correction of record, and reservation of authority in respect of the letter authored by Kipa Munro and accepted by you on or about 18 September 2025.

We place you and the Crown on notice that the said letter was accepted without lawful or tikanga verified mandate to represent Nga Puhi as a people, nor the collective hapu, rangatira, or sovereign authorities of that confederation.

No pan hapu mandate was sought or obtained.
No rangatira assembly was convened.
No tikanga based consensus process occurred.
No dissenting authorities were recorded.

The acceptance of that letter therefore constitutes a procedurally incomplete and contested Crown record.

Tikanga and Proclamation Authority

This notice is grounded in tikanga and in the enduring authority affirmed by Ariki Hongi Hika in the Proclamation of 1820, which declared independence, non submission, and the retention of mana and rangatiratanga by the ariki and rangatira of Nga Puhi.

That proclamation affirmed that authority rests with the people and their rangatira, not with self appointed representatives, intermediaries, or Crown preferred voices.

Any representation purporting to bind Nga Puhi or its hapu without full mandate stands in direct contradiction to that proclamation 1820, Waitangi findings 2025 and to tikanga itself.

Absence of Mandate and Breach of Crown Process

We formally reject the implication that Kipa Munro held authority to speak on behalf of Nga Puhi as a whole. We further reject any Crown reliance on that letter as evidencing unity, consent, or a settled position.

We also attended Waitangi Oct 2024 and held Pa Koti, whereby we put on notice any individual that signs with the Crown of England corporates will be made personally liable. The individual that you have addressed in this letter was present at Waitangi when we held Pa Koti. He is now personally liable alongside any others whose names will be disclosed in due course.

The Crown carries a duty to verify mandate. That duty was not met.

This notice confirms that the record relied upon by the Crown is disputed, incomplete, and actively opposed by sovereign authority.

Notice and Requirement

This notice is not a request for reconsideration.
It is a correction of the Crown record.

The Sovereign Crown of the Mauri Nation requires that this opposition be formally acknowledged and permanently placed on file alongside the original correspondence so that the Crown record accurately reflects material dissent, absence of mandate, and ongoing assertion of tikanga jurisdiction.

Any continued reliance on the disputed letter without recording this opposition will constitute knowing reliance on a contested representation.

We assert tikanga jurisdiction.
We assert sovereign standing.
We do not consent to misrepresentation.
We do not yield authority.
