Communication to Kähui - MRB Representative Election
Process
Těnă koutou e ngā Kähui e whitu o te rohe,
Tatau Tatau o Te Wairoa Trust is preparing for the upcoming appointment of three trustees to represent the Trust on the Mätangirau Reserves Board (MRB). In line with recent recommendations, we intend to proceed with a Kahui Election process to select these representatives.
The Kahui Election model provides each Kähui with the opportunity to:
1. Participate in the overall election and selection process and
2. Nominate candidates who best reflect their interests and aspirations relating to the Matangirau reserves.
We are now seeking confirmation from each Kahui on whether you wish to participate in this process.
1. Expression of Interest to Participate
We invite each Kahui to formally indicate whether you wish to take part in the election and selection process for appointing the three MRB representatives.
Proposed deadline to indicate participation:
Friday, 20 February 2026
As part of your response, please also confirm:
• Who will represent your Kähui on the Selection Panel, and
• Their contact details.
Note: These dates and the process will ultimately be confirmed and finalised by the Selection Panel.
2. Kahui Nominations for MRB Representative
Once the Selection Panel has been confirmed, each participating Kahui will be invited to formally nominate individuals for consideration as MRB trustees.
Proposed deadline for Kahui nominations:
Friday, 13 March 2026

The Selection Panel will then oversee the election and selection process, including:
• Confirming final dates,
• Reviewing nominations, and
• Facilitating the final appointment of the three Trust representatives.
3. Role Description
For clarity, a draft role description is included as Appendix A below. Kähui may use this guidance when nominating individuals.

Appendix A - Draft Role Description: Mātangirau Reserves Board Trustee
Purpose of the Role
MRB Trustees are responsible for providing governance, strategic guidance, and oversight of the Mätangirau reserves. Trustees ensure that decision-making reflects the values, vision, and aspirations of mana whenua and the wider community.
Key Responsibilities
• Attend and actively participate in MRB meetings and hui
• Contribute to strategic planning, policy development, and governance decisions
• Uphold the principles of partnership between Tatau Tatau o Te Wairoa Trust and
Wairoa District Council
• Ensure the protection, enhancement, and sustainable management of the Matangirau reserves
• Represent Kahui perspectives, ensuring mana whenua values are central to governance
• Maintain confidentiality and demonstrate ethical conduct at all times
Skills and Attributes
• Strong understanding of mana whenua interests and kaupapa related to the Mätangirau reserves
• Governance experience (preferred but not essential)
• Ability to read and interpret documents, policies, and reports
• Effective communication and relationship-building skills
• Commitment to tikanga, kaitiakitanga, and collective decisionmaking
• Ability to dedicate time for preparation, meetings, and followup actions
Term of Appointment
Trustee terms will align with the MRB's governance cycle and rotational leadership arrangements.

NGĀTI KAHUNGUNU TERTIARY SCHOLARSHIPS 2026
Ngāti Kahungunu Iwi Incorporated is committed to supporting the educational success of our people. Education strengthens our whānau, hapū and iwi, and for 2026 the Board has allocated $90,000 to uplift Ngāti Kahungunu tertiary tauira.
Strategic Priority Areas for 2026
Scholarships and internships will prioritise tauira studying in the following areas:
• Environment & Natural Resource Science/Management
• Health & Wellbeing
• Te Reo, Tikanga & Mātauranga Māori
• Information & Communication Technology
These areas align with Ngāti Kahungunu Vision 2050 and our long term iwi development goals.

GENERAL SCHOLARSHIPS
• Total pool: $50,000
• Scholarship value: Minimum $500, up to 100 recipients
• If applications exceed funding, priority will be given to academic merit and those studying in the strategic priority areas.

RESEARCH SCHOLARSHIPS
• Four scholarships, each valued at $5,000, for full time postgraduate students.
• Priority for research aligned to the strategic areas above.
• If suitable applicants are not available, other fields where Māori are under represented may be considered (e.g., sciences, engineering, medicine, architecture).
• Past Research Scholarship recipients are not eligible.
• Unsuccessful research applicants will automatically be considered for a General Scholarship.
• Successful recipients receive payment in two parts and must provide a research update to NKII.

INTERNSHIPS
Internship opportunities may be available within the NKII office in 2026.
Tauira can indicate interest on their application form.

ELIGIBILITY
Applicants must:
• Be of Ngāti Kahungunu descent and registered with NKII.
• Be enrolled full time in tertiary study (undergraduate 3rd year onward, or postgraduate).
• Submit a completed application with all required documents by the deadline.
• Provide a letter of acknowledgement if successful.

TIMEFRAMES
• Applications open: Friday 6 February 2026
• Applications close: 4pm, 8 May 2026
• Recommendations go to the NKII Board on 29 May 2026
• All applicants are notified by June 2026
• Successful recipients must respond within 2 weeks of notification

📣Calling for baking donations for Gisborne/Tairawhiti 📣
Wairoa Mayor Craig Little is calling on the Wairoa community to support our Gisborne/Tairawhiti neighbours by donating homemade baking.

The Gisborne/Tairawhiti region declared a local state of emergency on Wednesday, January 21, as the East Coast area was once again battered by extreme weather.

Mayor Little is driving an ‘Aroha Tairawhiti’ campaign, asking locals to donate baking, which he will deliver to Gisborne.

“My heart goes out to our Gisborne/Tairawhiti neighbours who are dealing with the extreme aftermath of the January weather events. The flood-damaged communities in Te Araroa and Wharekahika/Hicks Bay bore the brunt, and the region is also suffering from isolation and restricted road access, particularly with the Waioweka Gorge on SH2 having been previously impacted.

“In Wairoa, we know what the impact of severe weather is like, and we really did dodge a bullet in this latest event. While we were fortunate the impact wasn’t as bad for us this time, we must remember that no matter how prepared we are, we cannot control Mother Nature. As we are constantly seeing around the country, these extreme flood-related events are occurring more frequently.”

Mayor Little said the baking campaign is a chance for Wairoa people to share their aroha with our neighbours. “I recall after the Wairoa river mouth June 2024 flooding, Gisborne Mayor Rehette Stoltz and Chief Executive Nedine Thatcher-Swann made the trip to Wairoa laden with baked goods and other donations. That visit was so thoughtful, and it really lifted people’s spirits. The way they reached out and connected gave us a real boost and made us feel less alone.

“I really want to reciprocate that feeling and let Gisborne/Tairawhiti know that we are thinking of them and we care. If you or your group are able to donate baking, please give me a call on 027 475 7278.”
