Asia New Zealand Foundation Roundtable Discussion

Meet the Roundtable Moderator | Dr. James To

Dr James To has an academic background in Asian languages (Mandarin, Cantonese, and Japanese), political science, and commerce. He has lectured in Northeast Asian foreign policy, and is an active researcher of the overseas Chinese diaspora.

After completing his PhD in international relations at the University of Canterbury, James worked for NZTE at the New Zealand pavilion during the 2010 World Expo in Shanghai. He then worked for Institute of the Pacific United (IPU) as a programme development coordinator and lecturer, while also being co-chair of the Palmerston North branch of the New Zealand Institute of International Affairs, and then moved into the Asia New Zealand foundation where he has been for the past decade. He is currently National Secretary of the New Zealand Chinese Association.

In his spare time, James enjoys spending time with his young family, taking photographs, and developing smartphone apps. In June 2023 he became the Foundation's South Island Engagement Manager. He is based in Ōtautahi Christchurch.

How can New Zealand strengthen its engagement with Asia?

In 2022, the Asia New Zealand Foundation revisited the Seriously Asia initiative, a programme that gathered perspectives from across New Zealand and Asia to deepen New Zealanders’ understanding of, and engagement with, the region.

Since then, both New Zealand and Asia have continued to change rapidly. In 2026, the importance of engaging meaningfully with Asia is greater than ever. However, is New Zealand making the most of the opportunities the region presents? Are our relationships across Asia as strong as they could be, and how can New Zealand remain relevant in an increasingly dynamic region?

The New Zealand Institute of International Affairs Palmerston North Branch invites you to join an interactive roundtable discussion facilitated by experienced professionals working across international relations, education and related fields.

💡 Youth-led Initiatives Fund
Supports projects, events, and activities that get young people involved in arts, sport, learning, and community life. Rangatahi lead the ideas and decisions, with adults supporting along the way.

To apply, your project must:
- Benefit young people aged 12–24 in Palmerston North
- Be youth-led
- Be supported by a registered local community group or organisation

🏅 Youth Council Scholarships Fund
For young people who demonstrate:
- Strong involvement in sports, arts, community activities, or academics
- Active contribution and leadership in Palmerston North
- Motivation to grow, learn new skills, and take on responsibility
