Introduction
LegaSea Hawkes Bay is a volunteer group set up in 2015 following the demise of the Hawkes Bay Guardians. The Guardians was a multi-sector group who struggled to get real traction in addressing the declining fisheries. LegaSea Hawkes Bay enjoys the support of LegaSea (national) and the New Zealand Sport Fishing Council. Establishing LegaSea Hawkes Bay was the cataly

st to get mobilised and build links with other organisations and the public. It’s an evolving process and now LegaSea Hawkes Bay is working closely with the Hawkes Bay Regional Council, Pan Pac, Napier City Council, Hastings District Council, Napier Port, commercial fishers and Iwi. The team is also actively involved in several working parties: the Hawkes Bay Regional Council’s Coastal Review Committee, the Napier Port’s Fishing Liaison Group and Pan Pac’s stakeholders group. When it comes to matters that affect recreational fishing interests and the marine environment, LegaSea Hawkes Bay has established itself as the local “Go To “ organisation. LHB Committee

6 Wharf Project
The Napier Port 6 Wharf Project involves building a new 350 metre container wharf. This requires dredging then disposing of 3.2 million cubic metres of material at an offshore dump site. There are three significant reef systems in close proximity to the site and this posed major environmental challenges. In 2016 LegaSea Hawkes Bay (LHB) initiated discussions with Napier Port to ensure stringent conditions were applied, to preserve the integrity of the reef systems and limit any impacts on the fishery. Resource consent for the project was granted in December 2018 and further assurances were negotiated in a Heads of Agreement with the Port. These related to water quality monitoring, LHB representation on the formation of the Fisheries Liaison Group, and the creation of an artificial reef using 20,000 cu/m of limestone rock from the existing revetment at the location of 6 Wharf that is unsuitable for reuse. Work on the project commenced in February 2020. Artificial reefs
Two artificial reefs have been created as a direct result of the 6 Wharf project. The reefs are created from natural limestone boulders from the port’s old revetment wall, which was some of the material dismantled to create the new wharf. The bulk of the available limestone rock for the reefs will be used to establish the first large reef off Pania, and the excess deposited at the second Gwen B reef site to enhance this area. The first reef has been under construction since 2020, 1.4 kilometres north east of Pania Reef with 11 barge loads (8000 plus cubic metres). The second reef at the “Gwen B” shipwreck site was promptly constructed in a single day in January 2021, with 1 barge load (750 cubic metres). There is a proposed third area at the 6 Wharf offshore dumping site where hard dredged material will be deposited in the northeast sector of the site to create a further reef type structure. The artificial reef systems will provide habitats for a variety of marine life and will eventually enhance recreational fishing and diving opportunities around Napier. This is a great example of what can be achieved by working collaboratively with others to successfully balance environmental, cultural, and economic needs. Fisheries Liaison Group
The Fisheries Liaison Group (FLG) was established in February 2019 as a condition of the 6 Wharf resource consent. The Group comprises three representatives from each sector, commercial fishing, LegaSea Hawkes Bay and Napier Port, with an independent Chair. Commercial fisherman Karl Warr and a Hawkes Bay Regional Council representative have been co-opted onto the Group. The FLG has an aspirational goal – to be a “ world leader” in collaboration, participation and sharing of information associated with effects on fisheries during the development of 6 Wharf and throughout associated dredging and disposal activities. To date the principal focus has been the development of detailed separate Management Plans for Dredging and Disposal, Water Quality, Fisheries Habitat, Avian, Marine Wildlife and Biosecurity. These Plans are in place and form part of the contractual documentation for the 6 Wharf project. This group has been an outstanding success.

🌊 Exciting News for Hawke’s Bay! 🌊
The Twofold Bay Charitable Trust, in collaboration with LegaSea Hawke’s Bay, is proud to announce that resource consent has been granted to sink the Twofold Bay fishing trawler – creating a new artificial reef and dive site off the Napier coast.
This milestone follows more than two years of careful environmental assessment and extensive consultation with mana whenua and other stakeholders.
📍 Proposed site:
• 3 nautical miles from Napier Inner Harbour
• 17 metres depth
• Approx. 400 metres east of Pania Reef
🪸 The consent also allows for up to 50 reef cones to be placed around the vessel. These 1.2 tonne pyramid shaped concrete structures will help protect the reef in rough weather and, importantly, provide habitat for reef associated fish species & Crayfish.
⚙️ Huge progress has already been made preparing the vessel, including over 500 volunteer hours removing contaminants. The final step is engine removal and hull ballasting, planned in the coming weeks. The Trust is also preparing appropriate sinking strategies and ceremonies to mark this special event.
⏳ While timings are not yet fixed, the Trust is hopeful the sinking will take place towards the end of June.
💙 How you can help
With the green light now given, the Trust is seeking further financial support to meet the significant costs of sinking the vessel, manufacturing and placing reef cones, and ongoing monitoring. Support to date from businesses and individuals has been outstanding (check them out here – thank you!

‘The schooling or “shoaling” of the kahawai is a truly wonderful sight and one not to be forgotten on a long summer day; thousands upon thousands of these active fishes enter into a riotous ravenous feed of small mullet; amongst the myriads of these “sprats” the kahawai dart hither and thither, never for a moment ceasing to snap and swallow their prey, the jumping, splashing, twisting sea salmon, as he is termed, lashes the surface water into violent agitation as if a huge super-heated cauldron were at it greatest activity in the midst of the calm sea; it appears as if fishdom has gone quite crazy, and, to add additional turmoil and a tremendous accession of noise, ten thousand sea – birds – gulls and terns – appear like a huge, animated black and white cloud, falling on and rising from the sea. They dart down on the unlucky sprats that have no rest either in the sea or out of it; the voracious kahawai drive them to the surface and the hungry birds drive them down again until the bewildered sprat does not know whether in the immediate future he is to become bird or fish. The general melee and the calling, crying, discordant, air-piercing shrieking of the birds, creates a pandemonium that is indescribable.’

Hi to all you Recreational fishers. Boaties and Kayakers.
Please do not deliberately drop your anchor whilst in a front line of a moving Trawler. Two things, it is illegal and you are responsible for any collision but secondly and more important, it lets us all down.

There are only three day boats fishing out of Napier. They are NOT a threat and they are the ones working with us to improve the local abundance. These Trawlers have marked points of travel because of logs still embedded in the bottom and cannot deviate from their direction of travel.
Be responsible. Please.

SPRINGS BOX

We are delighted to report that the Area 2 Committee of Seafood New Zealand’s Inshore Council and the Napier Fishermen’s Association have agreed to a further voluntary closure to bottom trawling and Danish seining in the Springs Box, an area of some 237 square kilometres of ocean.

The closure applies for the period 1 December 2025 to 28 February 2026 and marks the 10th year in a row the closure has been in place – our sincere thanks to the comms guys.

Just a reminder to anglers fishing in the Springs area in any of the Hawkes Bay Sports Fishing Club’s competitions, please separately record catch details on the Colin Murray Ramp Survey Cards. This information is critical to our monitoring of the overall state of the fishery.

Hoping for an improvement in this topsy turvy spring weather and for good fishing over the coming summer.
