Citizens Advice Bureau Napier Free Confidential advice and information. Our office is open Monday - Friday 9am- 4pm. Saturday 9.30-10.30am when we have a free lawyer clinic.

A Justice of the Peace is available on Monday- Wednesday 10-12 pm and Thursday-Friday 1-3pm. Citizens Advice Bureau Napier | Te Pou Whakawhirinaki o Ahuriri is a locally based community organisation that provides a free, confidential, and independent service to the public of information, advice, and advocacy. We work to empower people to resolve the issues for which they seek our help. We use the

insights gained from our work with clients to advocate for legislation, policy, and services that protect people’s human rights and wellbeing and speak out against those which have an adverse effect. You can get our help by calling us freephone on 0800 367 222, dropping in to our local CAB (no appointment needed), or via our website at cab.org.nz

Our service is provided by 40-50 trained volunteers. Our volunteers are supported by a comprehensive knowledgebase and regular learning. You can find out how to become a volunteer at cab.org.nz/find-a-cab/volunteer-for-cab

Our Total Mobility Scheme is changing from 1 July 2026. These changes are being made across the country based on a decision by central government to keep the Total Mobility scheme financially sustainable.

What's changing?
• Total Mobility subsidy will reduce from 75 percent ➡️ 65 percent
• Maximum fare cap will reduce from $50 ➡️ $45 per trip.

“We recognise this reduction in subsidy will have a real impact on some of the people who depend on Total Mobility most, and we are working with providers to ensure people understand what is changing and can continue to access the scheme with confidence,” an HBRC spokesperson says.

What's not changing?
• Eligibility for the Total Mobility scheme
• How Total Mobility cards are used
• Approved transport operators
• Access to subsidised door-to-door transport services.

The Total Mobility Scheme provides travel services for Hawke’s Bay residents who are unable to use public transport due to a significant permanent impairment. We work with transport providers to support Total Mobility cardholders across the region.

We drink a lot of coffee here at CAB. Today though, was a special freshly made cuppa for all our volunteers including our JP. Our two receptionists, Nirosha and Noor (accompanied by Kiri, our resident pooch) greeted our morning clients. Nirosha, from Sri Lanka, says " Volunteering at CAB Napier is a truly rewarding experience for me. It has given me the opportunity to meet & work with an amazing team who are passionate about helping others. I am really grateful for the friendships, knowledge & experience which I gain through this journey". Noor, from Iraq, says " Volunteering at CAB is a wonderful experience. I have had the opportunity to meet amazing people and learn from them. Thank you for making me feel welcome and valued".

Congratulations to our three new team members who have all successfully completed their 6 months training to become accredited volunteer interviewers. Photos show Vice Chair Christine presenting Lynne and Noelene with their certificates at our recent monthly training session whilst Judith, Chair and Jenny, Manager presented John with his certificate. ❄️🌡 If you are struggling to pay your power bill, you should contact your energy provider as soon as you can. Energy providers must follow consumer care obligations, which include working with you to keep your energy supply affordable. Your provider can work out a payment plan with you, so that your credit rating isn’t affected.

If you receive a benefit, are on a low income or have extra costs because you have a disability, you may be eligible for some financial assistance to help pay your power, gas and water bills.

You might also be able to save money on your power bills by switching to a different plan or provider or through things you can do at home to safely reduce your power consumption.

Great news.
Our fabulous Justice of the Peace team have agreed to offer us extended hours on our busy days. They will now be available from 12.30pm until 3.00pm on Thursday and Friday afternoons here at CAB Napier. Bower House, 18 Bower Street.
Hours on Monday, Tuesday and Wednesday will continue to be 10.00am - 12.00pm.
