On the occasion of the 116th International Women’s Day, Social Protection Civil Society Network (SPCSN) extends its heartfelt greetings and solidarity to all women in Nepal and around the world.
This year’s global slogan “Right, Justice and Action for All Women and Girls” and the national slogan “Rights, Justice and Opportunities with Action for All Women and Girls” (सबै महिला र बालिकाको लागि अधिकार, न्याय र कार्यसहितको अवसर) emphasize the collective responsibility to ensure women’s rights, justice, equality, and meaningful action for the empowerment of women and girls.
International Women’s Day is an important opportunity to celebrate the achievements, leadership, and contributions of women while also reflecting on the structural inequalities and challenges that many women continue to face. In Nepal, despite progress in political participation, education, and social engagement, many women, particularly those from marginalized communities, rural areas, and the informal economy remain economically and socially vulnerable.
SPCSN emphasizes that inclusive, adequate, and gender-responsive social protection systems are essential to ensuring dignity, security, and equal opportunities for all women. Social protection measures play a crucial role in reducing poverty, addressing unpaid care burdens, and strengthening women’s economic empowerment.
Social Protection is guaranteed as a fundamental right by the Constitution of Nepal, SPCSN calls upon the Government of Nepal and all stakeholders to strengthen and expand universal and inclusive social protection programs, particularly targeting women and girls who are most vulnerable, including those in the informal sector, single women, elderly women, and women and girls from marginalized communities.
On this important day, SPCSN reaffirms its commitment to continue advocating for universal, rights-based, and gender-responsive social protection systems, ensuring that all women and girls can live with dignity, equality, and equal opportunity, and that no one is left behind.

On 6 February 2026, under the Empowered Women, Prosperous Nepal (EWPN) programme, implemented by the Social Protection Civil Society Network (SPCSN) in collaboration with CWISH and with the support of the European Union and UNICEF, a consultation meeting with Organizations of Persons with Disabilities (OPDs) was conducted to discuss indicators related to disability identification and the disability ID card distribution system.

The meeting served as an important platform for in-depth discussion on the simplified indicators of the Disability Measurement and Identification System (DMIS). Participants engaged in detailed technical dialogue and provided constructive feedback to further refine and contextualize the indicators.

The consultation brought together OPD representatives and key stakeholders to help ensure that the indicators are practical, inclusive, and aligned with policy provisions as well as lived experiences. The outcomes of the discussion will contribute to improving transparency, accuracy, and equity in disability identity card distribution and will support the integration of DMIS into the Social Information Management System (SIMS) for sustainable and accountable disability data management in Nepal.

On 4 February 2026, Social Protection Civil Society Network (SPCSN) and CWIHS, with the support of the Empowered Women, Prosperous Nepal (EWPN) program, successfully organized a consultation meeting with Local Governments to review and refine the indicators of the Disability Management Information System (DMIS).

The program brought together representatives from Kathmandu Metropolitan City, Lalitpur Metropolitan City, Dhulikhel Municipality, Tarkeshwor Municipality, Mahalaxmi Municipality, Tokha Municipality, and Suryabinayak Municipality, who shared their practical field experiences and insights.

The consultation aimed to enhance clarity, fairness, and consistency in disability identification, while supporting the integration of DMIS into the SIMS to promote transparent, inclusive, and accountable disability data management. During the session, Local Government representatives provided clear and constructive feedback on indicators requiring improvement and engaged in in-depth discussions on aspects of the application that need revision and strengthening.

सामाजिक सुरक्षा नागरिक समाज सञ्जालको गम्भीर ध्यानाकर्षण

नेपाल सरकारले नागरिकको स्वास्थ्य सेवामा पहुँच सुनिश्चित गर्न, विशेषगरी गरिब, महिला, बालबालिका, जेष्ठ नागरिक, अपाङ्गता भएका ब्यक्तिहरु तथा पछाडि पारिएका समुदाय, श्रमिक तथा अनौपचारिक क्षेत्रमा कार्यरत नागरिकहरूलाई सहज स्वास्थ्य सेवाको पहुच पुर्याउने उद्देश्य सहित सञ्चालनमा ल्याएको स्वास्थ्य बीमा कार्यक्रम हाल अत्यन्त गम्भीर संकटको अवस्थामा पुगेको भन्ने बिषय विभिन्न संचार माध्यम र स्वयम माननीय स्वास्थ्य मन्त्री ज्युको सार्बजनिक बक्तब्य ले यस सामाजिक सुरक्षा नागरिक समाज सञ्जाल (SPSCN) को गम्भीर ध्यानाकर्षण भएको छ ।
स्वास्थ्य बीमा कार्यक्रम सामाजिक सुरक्षा प्रणालीको एक महत्वपूर्ण आधारस्तम्भ हो । तर पछिल्लो समय सेवा प्रदायक स्वास्थ्य संस्थाहरूले क्रमशः स्वास्थ्य बीमा सेवा बन्द गर्दै जानु, बीमित नागरिकले समयमै तथा गुणस्तरीय स्वास्थ्य सेवा नपाउनु, र स्वयं सरकारी स्वास्थ्य संस्थाहरूले समेत सेवा बन्द गर्ने निर्णय लिनु राज्यको दायित्वप्रति गम्भीर प्रश्न खडा गर्ने अवस्था सिर्जना भएको छ ।

हालै त्रिवि शिक्षण अस्पताल (टिचिङ हस्पिटल) ले २०८२ माघ १ गतेदेखि स्वास्थ्य बीमा कार्यक्रमअन्तर्गतका सेवा बन्द गर्ने निर्णय सार्वजनिक गरेको छ। यसअघि नै देशका विभिन्न निजी अस्पताल, शिक्षण अस्पताल, मेडिकल कलेज, आँखा अस्पताल तथा अन्य स्वास्थ्य संस्थाहरूले स्वास्थ्य बीमा सेवा बन्द गरिसकेका छन्। अहिले सरकारी अस्पतालहरूले समेत सेवा बन्द गर्न थालेपछि स्वास्थ्य बीमा कार्यक्रम नै असफल पार्ने दिशातर्फ राज्य अघि बढिरहेको जस्तो अनुभूति आम नागरिकमा परेको छ ।
स्वास्थ्य बीमा कार्यक्रम लाइ थप ब्यबस्थित गर्न तथा त्यसका समस्या पहिचान गरि कार्यन्वयन गर्ने उद्देश्यले मिति २०८१ असोज ९ गते डा. शम्भुप्रसाद आचार्यको नेतृत्वमा गठित स्वास्थ्य बीमा सुधार सुझाव कार्यदल ले २०८१ पुष १६ गते स्वास्थ्य बीमा सुधारका ठोस र व्यावहारिक सुझावसहितको प्रतिवेदन तत्कालीन स्वास्थ्यमन्त्रीलाई बुझाएको थियो। उक्त प्रतिवेदनमा स्रोत व्यवस्थापन, अनिवार्य सहभागिता, प्रिमियम तथा सेवा प्याकेज परिमार्जन, छरिएर रहेका स्वास्थ्य कार्यक्रमको एकीकरण, तथा प्रदेश र स्थानीय तहसँगको सहकार्य जस्ता महत्वपूर्ण विषयहरू समेटिएका थिए। तर हालसम्म ती सुझावहरू प्रभावकारी रूपमा कार्यान्वयन नहुनु अत्यन्त दुःखद र निराशाजनक विषय बनेको छ ।

उपरोक्त गम्भीर अवस्थालाई मध्यनजर गर्दै सामाजिक सुरक्षा नागरिक समाज सञ्जाल नेपाल सरकारसमक्ष निम्न मागहरू दृढतापूर्वक प्रस्तुत गर्दछः
१. स्वास्थ्य बीमा सुधार सुझाव कार्यदलको प्रतिवेदन अविलम्ब र पूर्ण रूपमा कार्यान्वयन गरियोस् ।
२. सेवा प्रदायक स्वास्थ्य संस्थाहरूको बाँकी दाबी भुक्तानी तत्काल सुनिश्चित गरियोस् ।
३. स्वास्थ्य बीमा बोर्डको दाबी मूल्यांकन, दररेट र रेफरल प्रणाली पारदर्शी, व्यवहारिक र न्यायोचित बनाइयोस् ।
४. निजी तथा शिक्षण अस्पताललाई पुनः स्वास्थ्य बीमा कार्यक्रममा समेट्ने स्पष्ट नीति अवलम्बन गरियोस् ।
५. स्वास्थ्य बीमालाई प्राथमिक सामाजिक सुरक्षा कार्यक्रमका रूपमा लिई दीर्घकालीन तथा दिगो स्रोत व्यवस्थापन सुनिश्चित गरियोस् ।
६. कुनै पनि बिमित नागरिक स्वास्थ्य सेवाबाट वञ्चित नहुने व्यवस्था राज्यले सुनिश्चित गरियोस् ।

अन्त्यमा, स्वास्थ्य बीमा कार्यक्रम कुनै वैकल्पिक योजना होइन यो त मानवअधिकार, नागरिकको संवैधानिक अधिकार र राज्यको अनिवार्य दायित्व हो। समयमै ठोस निर्णय र सुधार नभए यसको प्रत्यक्ष असर लाखौं नागरिकको जीवन र स्वास्थ्यमा पर्नेछ, जसको सम्पूर्ण जिम्मेवारी राज्यकै हुने स्पष्ट गर्न चाहन्छौं ।
यस विषयमा शीघ्र, गम्भीर र जिम्मेवार निर्णयको अपेक्षा गर्दछौ ।

The Multi-Stakeholder Dialogue on Addressing Issues and Policy Gaps in Social Security Cash Transfers was held on 26 December 2025 in Kathmandu. The event, organized by SPCSN with financial support from the Pratibaddha Project (Save the Children), marked an important milestone by creating a shared platform for bankers, local government representatives, and officials from NDRRMA and DONIDCR to raise practical challenges and coordination gaps in cash transfer delivery.
Mrs. Goma Devi Chemjong, Under Secretary at NDRRMA, highlighted key provisions of the Shock Responsive Social Protection and Relief Distribution Guidelines, including the use of existing social protection systems for rapid response, coordination across government levels, and flexible cash transfer mechanisms during shocks. Gobinda Prasad Adhikari and Juna Khadka from DONIDCR shared insights on the current data management system and its linkage with shock-responsive social protection. Representatives from banks discussed practical challenges in delivering Social Security Allowance (SSA) payments, including operational limitations and constraints in topping up cash through existing beneficiary accounts during disasters. Reflecting beneficiary perspectives, CSOs strongly raised concerns about accessibility barriers for vulnerable people and emphasized the need for simpler and more accessible cash distribution modalities.
The discussion underscored the importance of stronger collaboration among government agencies, banks, and civil society to enhance shock-responsive social protection in Nepal.
SPCSN extends heartfelt thanks to all 35 participants, including 24 male and 11 female representatives.
