-Localizing CEDAW General Recommendation No. 39

Nidwan’s continuous dialogue, coordination, and advocacy with local structures have strengthen commitments toward inclusive programmes and budget allocations addressing the rights and needs of Indigenous women and girls with disabilities at the ward level.
From dialogue to commitment, and from commitment to action—advancing inclusive local governance and meaningful implementation of Indigenous women’s rights.

The programme was organized by Nidwan with the support of FIMI, in collaboration with Lalitpur Metropolitan City (LMC) and NFDIN.

ललितपुर महानगरपालिकासँग CEDAW तथा सामान्य सिफारिस नं. ३९ सम्बन्धी छलफल तथा अन्तरक्रिया कार्यक्रम सम्पन्न

राष्ट्रिय आदिवासी जनजाति अपाङ्ग महिला संघ नेपाल (Nidwan) को आयोजना तथा FIMI को सहयोगमा, ललितपुर महानगरपालिका (LMC) र राष्ट्रिय आदिवासी जनजाति उत्थान प्रतिष्ठान (NFDIN) को सहकार्यमा “सीड र यसको आधारभूत सिफारिस नं. ३९ को बारेमा ललितपुर महानगरपालिकाभित्र रहेका वडा जनप्रतिनिधिहरुसँग छलफल तथा अन्तरक्रिया कार्यक्रम” सम्पन्न भएको छ।

कार्यक्रममा ललितपुर महानगरपालिकाकी उपप्रमुख मञ्जली शाक्य ज्यू प्रमुख अतिथिका रूपमा सहभागी हुनुभएको थियो। उहाँले आदिवासी महिला तथा अपाङ्गता भएका व्यक्तिहरूको अधिकार सुनिश्चित गर्न तथ्याङ्क संकलन, विभेदको पहिचान तथा अभिलेखीकरण, निरन्तर पैरवी तथा अनुगमन र अपाङ्गता भएका व्यक्तिहरूको घरदैलो भेटघाटलाई प्राथमिकता दिने प्रतिबद्धता व्यक्त गर्नुभयो।

कार्यक्रममा Nidwan की महासचिव Shruti Kumal ले सहजीकरण गर्नुभएको थियो भने Nidwan की अध्यक्ष डा. Pratima Gurung ले CEDAW तथा सामान्य सिफारिस नं. ३९ का प्रमुख प्रावधानहरूबारे प्रस्तुतीकरण गर्नुभएको थियो।

छलफलले "जानकारीबाट जवाफदेहितातर्फ" अघि बढ्दै आदिवासी महिला तथा किशोरी, विशेषगरी अपाङ्गता भएका आदिवासी महिला तथा किशोरीहरूको अधिकारलाई स्थानीय तहका योजना, कार्यक्रम र बजेटमा समेट्ने विषयमा ठोस प्रतिबद्धता निर्माण गरेको छ। विभिन्न वडा प्रतिनिधिहरूले अपाङ्गता भएका व्यक्तिहरूका लागि बजेट विनियोजन, तथ्याङ्क संकलन तथा समुदायलाई संगठित गर्ने लगायतका प्रतिबद्धता व्यक्त गर्नुभएको थियो।

नीतिबाट कार्यान्वयनतर्फ अधिकार सुनिश्चित गर्न स्थानीय तहको प्रतिबद्धता र जवाफदेहिता आवश्यक छ।

On 16 August 2026, Indigenous Disabiility Aipdde, the Provincial Chapter of Koshi Province, and Nidwan, with the support of ClimateWorks Foundation and in collaboration with the National Federation of the Disabled Nepal - NFDN, organized a "Interactive Session with Stakeholder on Disability-Inclusive Climate Action in Biratnagar, Koshi Province".

The dialogue brought together representatives from government, human rights institutions, youth organizations, NGOs and OPDs working in Koshi Province to reflect on the current state of disability-inclusive climate action and identify pathways for stronger implementation.

Ms. Roshuna Koirala, Section Officer, Ministry of Social Development, Koshi Province, and Mr. Yamraj Angdembe, Human Rights Officer, National Human Rights Commission-Nepal, Koshi Province, shared the initiatives, priorities, policies and action plans within their respective institutions related to disability-inclusive climate action. The discussion also provided an opportunity to identify specific areas where stakeholders can contribute and strengthen the implementation process.

A key reflection from the dialogue was that despite the growing recognition of disability-inclusive climate action, weak implementation mechanisms and processes continue to limit meaningful progress. Participants emphasized the need to move beyond policy commitments towards practical, coordinated and accountable action. Youth organizations, NGOs and OPDs further highlighted the importance of bringing disability perspectives into climate action and expressed their commitment to continued collaboration and collective action in Koshi Province.

On 15 August 2026, Indigenous Disability AIPPDE, the Provincial Chapter of Koshi Province, and Nidwan organized an “Interactive Session with Rights-Holders on the Impacts of Climate Change on Persons with Disabilities” in Biratnagar, Koshi Province, with the support of ClimateWorks Foundation and in collaboration with the National Federation of the Disabled Nepal - NFDN.

Bringing together around 30 persons with disabilities, the session focused on understanding weather, climate and climate change, and exploring how climate change is affecting the lives, rights and well-being of persons with disabilities.

Participants shared their lived experiences and highlighted floods and landslides as major climate-induced disasters affecting communities across Koshi. The impacts extend beyond disasters themselves, affecting daily life, agriculture and livelihoods, health, accessibility, and the realization of their rights.

The session also emphasized that persons with disabilities are not merely vulnerable groups or recipients of support but rights-holders and important voices in climate action. Their experiences, knowledge and priorities must be recognized and meaningfully included in climate policies, plans and decision-making processes.

Climate action must be inclusive, accessible and rights-based - and the voices of persons with disabilities must be at the center.

सिड (CEDAW) को सामान्य सिफारिस नम्बर ३९ को प्रभावकारी कार्यान्वयनका लागि नीति तथा कानुन निर्माण प्रक्रियामा आदिवासी महिला तथा किशोरीहरूको अधिकार, आवाज र अर्थपूर्ण सहभागिता सुनिश्चित गर्न संघीय सांसदहरूसँग अन्तरक्रिया कार्यक्रम, आदिवासी जनजाति उत्थान राष्ट्रिय प्रतिष्ठान (NFDIN) र राष्ट्रिय आदिवासी जनजाति अपाङ्ग महिला संघ–नेपाल (Nidwan) को संयुक्त आयोजनामा सम्पन्न भएको छ।

कार्यक्रममा सिडको सामान्य सिफारिस नम्बर ३९ को महत्व, आदिवासी महिला तथा अपाङ्गता भएका महिलाले भोग्दै आएका अन्तरछेदीय विभेद (Intersectionality) र यसको नीतिगत तथा संस्थागत कार्यान्वयनका विषयमा प्रस्तुति Pratima Gurung ले दिनुभएको थियो र सहभागी संघीय सांसदहरूले सिफारिस नम्बर ३९ सम्बन्धी जानकारी महत्वपूर्ण सिकाइ भएको उल्लेख गर्दै यसलाई नीतिगत बहस र संसदीय प्रक्रियामा उठाउने प्रतिबद्धता व्यक्त गर्नुभयो।

✊🏽 32nd International Day of the World’s Indigenous Peoples

On the occasion of the 32nd International Day of the World’s Indigenous Peoples, the National Indigenous Disabled Women Association Nepal (Nidwan) stands in solidarity with Indigenous Peoples, Indigenous Peoples’ Organizations, communities, movements, and rights defenders across Nepal and around the world.

We reaffirmed our collective commitment to promoting and protecting the rights, identity, dignity, culture, languages, traditional knowledge, lands and territories, and self-determination of Indigenous Peoples.

Meaningful representation matters. Indigenous Peoples must have proportional, inclusive, and effective participation in state mechanisms and decision-making processes at the local, provincial, national, and international levels.

Representation must go beyond symbolism. Indigenous Peoples must have a meaningful voice, decision-making power, and leadership in matters affecting their lives, communities, territories, and futures.

As NIDWAN, we also emphasize the importance of ensuring the equal representation and meaningful participation of Indigenous women, youth, persons with disabilities, and other marginalized members of Indigenous communities.

We are proud to share that Ms. Pratima Gurung participated in the International Day of the World’s Indigenous Peoples programme, representing and amplifying the voices of Indigenous women and persons with disabilities.
