On 30 April 2026, the Multi-Stakeholder Preparatory Consultation for the IMRF 🌍 brought together a diverse group of stakeholders 🤝, including representatives from over 15 civil society organizations 🏢, trade unions ✊, journalists 📰, development partners such as IOM and ILO, as well as members of the Nepali CSO delegation attending the International Migration Review Forum 2026 (IMRF) in New York 🗽.
Led by the National Network for Safe Migration (NNSM) and supported by the GIZ programme Shaping Development-Oriented Migration (MEG), the consultation served as a critical platform 🗣️ to consolidate civil society perspectives ahead of the global forum. The discussions reflected a strong commitment to advancing a rights-based ⚖️, gender-responsive 👩🤝👩, and climate-sensitive 🌱 approach to migration governance.
Participants engaged in in-depth deliberations on key priorities, which were subsequently captured in a consolidated Civil Society Position Paper 📄. Central recommendations emphasized the need for:
• Portability of social security and comprehensive insurance coverage for migrant workers 🛡️
• Fair and ethical recruitment practices, including the employer-pay model 🤝
• Strengthened bilateral labour migration agreements with effective enforcement mechanisms 📑
• Protection of migrant workers’ rights, including access to justice ⚖️, legal identity 🆔, and freedom of association ✊
• Gender-responsive and rights-based reintegration, with attention to vulnerable groups 👩👧👦
• Integration of climate mobility considerations into migration governance frameworks 🌿
• Meaningful inclusion of grassroots voices, particularly women and migrant communities, in policy processes 🗣️
The consultation also underscored the urgency of shifting from voluntary commitments to more binding, accountable, and time-bound actions within global migration governance frameworks.
The outcomes of this consultation will contribute to Nepal’s broader engagement at the IMRF 2026, ensuring that civil society voices remain central in shaping global migration discourse 🌐.
