We welcome the Government’s decision to reform the Ministry of Women, Children and Senior Citizens into the Ministry of Women, Children, Gender and Sexual Minorities and Social Security. This is a positive and meaningful step toward recognizing the identities, rights, and lived realities of gender and sexual minority communities in Nepal. We hope this change will go beyond the name and lead to genuine reforms in policies, programmes, institutions, and public attitudes so that inclusion, equality, and human rights are truly upheld in practice.
At the same time, we are concerned that senior citizens have been removed from the Ministry’s title. We sincerely hope this is only a symbolic change and that the dignity, rights, care, and social security of senior citizens will continue to receive equal priority and protection from the Government.
We believe every person — regardless of gender, age, identity, or social background — deserves equal rights, dignity, justice, and access to social protection.

The Harsh Reality of RMW
Findings from the FPAR conducted in 2023 in Barahakshetra Municipality reveal the painful reality faced by migrant women workers after returning home. Instead of safety, dignity, and recognition, many women are forced to confront deep-rooted patriarchal attitudes, social stigma, economic insecurity, and pressure to migrate again through undocumented channels.
The cycle of unsafe migration continues because women’s labor, voices, and rights remain undervalued both at home and abroad. Limited access to decent employment, lack of social protection, and gender discrimination push women back into risky migration pathways repeatedly.
Migration should be a choice, not a compulsion born from inequality. Women migrant workers deserve protection, recognition, and dignified opportunities at every stage of migration and return.

A heartfelt thank you to H.E. Lok Bahadur Thapa, Permanent Representative of Nepal to the UN, for meeting with WOREC Executive Director Sunita Mainali and National Indigenous Women Forum - NIWF representative Sabnam Lama during the International Migration Review Forum (IMRF) in New York.
We brought the voices of grassroots migrant and returnee women to the global stage with a clear mandate: Migration governance must be gender-transformative, not restrictive.

Key Priorities we highlighted for Nepal’s Intervention:
1) Lift Migration Bans: "Protectionist" bans are discriminatory. They don't protect; they force women into riskier, undocumented channels. Nepal must lift these bans to restore women's autonomy.
2) Visibility & Dignity: Women of all diversities are the backbone of the global economy. It is time to end the stigma and recognize their labor.
3) Accountability: We urged the government to hold destination countries responsible for the safety and rights of our migrant workers.
4) Dismantle Patriarchy: We need policies that challenge systemic inequality rather than accommodating it.

True justice is impossible as long as women’s mobility is policed. We look forward to seeing Nepal lead with courage at the .
