16 March 2026 | NFN organized a Sharing and Reflection Meeting among CSO Election Observer Groups. Representatives of 11 domestic observer groups participated in the meeting, where they discussed their observation modalities, coverage, and key observation findings, among other things. NFN Chairperson Mr. Arjun Bhattarai emphasized the importance of presenting a unified voice to implement the necessary reforms for making future elections more credible, as these issues are equally important for all observer groups.

सुर्खेतमा इनिशा बिकमाथि भएको बलात्कार घटनाको निष्पक्ष छानबिन तथा दोषीलाई कडा कारबाहीको माग

सुर्खेतमा दलित समुदायकी किशोरी इनिशा बिकमाथि भएको जघन्य बलात्कार घटना तथा बलात्कारपछि हत्या भएको आशंकाबारे गैरसरकारी संस्था महासंघ नेपालको गम्भीर ध्यानाकर्षण भएको छ । एक किशोरीमाथि भएको यस्तो जघन्य यौन हिंसा सभ्य समाजका लागि अत्यन्त लज्जास्पद र अस्वीकार्य अपराध हो । यस घटनाले स्थानीय समुदाय मात्र होइन, देशभर नै गहिरो दुःख र आक्रोश उत्पन्न गरेको छ । यस्तो घटनाले राज्यको सुरक्षा, न्याय र मानव अधिकार सुनिश्चित गर्ने जिम्मेवारीमाथि समेत गम्भीर प्रश्न खडा गरेको छ ।

किशोरी तथा महिलामाथि हुने यस्ता जघन्य हिंसाका घटनाहरू निरन्तर दोहोरिनु राज्य संयन्त्रको कमजोर कार्यान्वयन, दण्डहीनता र पीडितमैत्री न्याय प्रणालीको अभावको परिणाम भएको हाम्रो ठहर छ । विशेषगरी दलित तथा सीमान्तकृत समुदायका बालिका र महिलामाथि हुने हिंसामा न्याय पाउन अझै कठिनाइ हुने अवस्था गम्भीर चिन्ताको विषय बनेको छ ।

गैरसरकारी संस्था महासंघ नेपाल यस जघन्य घटनाप्रति गहिरो दुःख व्यक्त गर्दै सरकार र सम्वन्धित निकायसँग निम्न मागहरू जोडदार रूपमा राख्द्छ :

१. घटनाको स्वतन्त्र, निष्पक्ष र छिटो छानबिन गरी दोषीलाई कानुनअनुसार कडा कारबाही गरियोस् ।
२. पीडित तथा परिवारलाई सुरक्षा, मनोसामाजिक परामर्श तथा न्यायिक सहयोग तत्काल उपलब्ध गरियोस् ।
३. अनुसन्धान तथा न्याय प्रक्रियामा राजनीतिक दबाब, प्रभाव वा हस्तक्षेप हुन नदिइयोस्।
४. लैंगिक हिंसा तथा जातीय विभेदका घटनामा दण्डहीनता अन्त्य गर्न राज्यका निकायहरूलाई थप जिम्मेवार बनाइयोस् ।
५. स्थानीय तह, प्रहरी प्रशासन तथा सम्बन्धित निकायहरूले पीडितमैत्री न्याय प्रणाली सुनिश्चित गर्दै यस्ता घटनाको पुनरावृत्ति रोक्न प्रभावकारी कदम चालियोस् ।

हामी सम्बन्धित सरकारी निकाय, मानवअधिकार आयोग, नागरिक समाज तथा सरोकारवाला सबैलाई सत्य तथ्य बाहिर ल्याउन, पीडितलाई न्याय दिलाउन र समाजमा न्यायको अनुभूति गराउन एकजुट हुन अपिल गर्दछौं । यस्ता जघन्य घटनामा ढिलासुस्ती, अनुचित प्रभाव वा अन्याय भएको देखिएमा नागरिक समाजले थप सशक्त आवाज उठाउन बाध्य हुने कुरा समेत स्पष्ट पार्न चाहन्छौं।

न्याय, समानता र मानव अधिकारको पक्षमा गैरसरकारी संस्था महासंघ नेपाल सधैं दृढतापूर्वक उभिने प्रतिबद्धता व्यक्त गर्दछ ।

शान्तिपूर्ण प्रतिनिधि सभा निर्वाचन सम्पन्न भएकोमा सबै सरोकारवालाप्रति महासंघको हार्दिक बधाई तथा धन्यवाद

नेपालमा आज भएको प्रतिनिधि सभा निर्वाचन सफलतापूर्वक सम्पन्न भएको सन्दर्भमा गैरसरकारी संस्था महासंघ नेपालले सम्पूर्ण सरोकारवालाप्रति हार्दिक धन्यवाद तथा आभार व्यक्त गर्दछ।

लोकतान्त्रिक शासन प्रणालीको महत्वपूर्ण आधारको रूपमा रहेको आवधिक निर्वाचनलाई शान्तिपूर्ण, व्यवस्थित र विश्वसनीय रूपमा सम्पन्न गराउन महत्वपूर्ण भूमिका निर्वाह गर्नुहुने नेपाल सरकार, निर्वाचन आयोग नेपाल, सुरक्षा निकाय, राष्ट्रसेवक कर्मचारी, निर्वाचनमा खटिनुभएका स्वयंसेवक, नागरिक समाजका प्रतिनिधि तथा निर्वाचन पर्यवेक्षकहरूप्रति महासंघ विशेष धन्यवाद ज्ञापन गर्दछ। यसैगरी निर्वाचन प्रक्रियामा विभिन्न राजनीतिक दलहरू, तिनका उम्मेदवार तथा कार्यकर्ताहरूले उत्साहजनक रूपमा सहभागिता जनाई लोकतान्त्रिक अभ्यासलाई सुदृढ बनाउन योगदान पुर्‍याएकोमा महासंघले सराहना व्यक्त गर्दछ। राजनीतिक दलहरूको सक्रिय सहभागिताले निर्वाचन प्रक्रियालाई प्रतिस्पर्धात्मक, अर्थपूर्ण र लोकतान्त्रिक बनाएको महासंघको विश्वास छ।

यस निर्वाचनको पारदर्शिता र विश्वसनीयता अभिवृद्धि गर्नका लागि गैरसरकारी संस्था महासंघ नेपाल र अन्य नागरिक संस्थाहरू सहितको सहकार्यमा देशभर करिब पाँच हजार निर्वाचन पर्यवेक्षकहरू परिचालन गरेको थियो। ती पर्यवेक्षकहरूले निर्वाचन प्रक्रियाको सूक्ष्म रूपमा अनुगमन तथा पर्यवेक्षण गरेका छन्। महासंघसहित नागरिक समाजका संस्थाहरूले यस निर्वाचनलाई निष्पक्ष, शान्तिपूर्ण र भयमुक्त वातावरणमा सम्पन्न गराउन तथा यस निर्वाचनलाई सबैका लागि स्वीकार्य बनाउन रचनात्मक भूमिका निर्वाह गरेका छन्।

यस निर्वाचनमा करिब ६० प्रतिशत मतदाता सहभागी भई आफ्नो मताधिकार प्रयोग गर्नु लोकतन्त्रप्रतिको नागरिक प्रतिबद्धताको सकारात्मक संकेत हो। यसले नेपालमा लोकतान्त्रिक अभ्यासप्रति जनताको विश्वास र सहभागितालाई अझ सुदृढ बनाएको महासंघको ठहर छ।

निर्वाचन प्रक्रियाका क्रममा केही स्थानहरूमा छिटपुट घटनाहरू भएको जानकारी आए पनि समग्रमा निर्वाचन शान्तिपूर्ण र व्यवस्थित रूपमा सम्पन्न हुनु लोकतान्त्रिक प्रणालीका लागि उत्साहजनक उपलब्धि हो। महासंघ ती घटनाबाट प्रभावित सबै पक्षप्रति सहानुभूति व्यक्त गर्दै भविष्यमा यस्ता घटनाहरू हुन नदिन सम्बन्धित पक्षलाई थप सचेत रहन आग्रह गर्दछ।

गैरसरकारी संस्था महासंघ नेपाल सबै राजनीतिक दल, उम्मेदवार, नागरिक समाज तथा आम नागरिकलाई निर्वाचनको अन्तिम परिणामलाई सम्मानपूर्वक स्वीकार गर्दै लोकतान्त्रिक मूल्य र मान्यताको रक्षा गर्न आह्वान गर्दछ। साथै निर्वाचनपश्चातको समयमा शान्ति, सद्भाव र सहकार्य कायम राख्दै देशको समृद्धि तथा लोकतन्त्रको सुदृढीकरणका लागि सहकार्य गर्न पनि महासंघ आग्रह गर्दछ।

लोकतन्त्रको सुदृढीकरण, सुशासन प्रवर्द्धन र नागरिक अधिकारको संरक्षणका लागि नागरिक समाज सधैँ प्रतिबद्ध रहने प्रतिबद्धता महासंघले पुनः व्यक्त गर्दछ।

Today, the NGO Federation of Nepal (NFN) organized a virtual orientation for its election observers to be deployed outside of Kathmandu. A half-day-long orientation particularly focused on the Dos and Don'ts for election observers, along with the key issues that the NFN observation mission needs to prioritize. The observers were also provided with observer checklists/forms to be filled with observation-related information of pre, during, and post-election. A physical orientation was already provided to NFN observers to be deployed in and around the Kathmandu valley last week.

Press Statement

NFN Calls for Peace Amid Escalating Conflict

NGO Federation of Nepal (NFN), a common platform of civil society organizations in Nepal, expresses seriously concern over the rising military tensions and escalating conflicts among countries including Iran, Israel, and the United States. NFN draws the serious attention of all concerned parties to the intensifying situation, and emphasizes that such developments are adversely affecting human rights, social justice, peaceful coexistence, world peace, and regional stability.

According to recent international reports, the United States and Israel have jointly carried out attacks on various cities in Iran, and in response, Iran has launched missile strikes. In the course of the joint attack, news has also been made public reporting the death of Iran’s Supreme Leader, Ayatollah Ali Khamenei.

Reports are coming in that there has been significant humanitarian loss among ordinary civilians due to the conflict. It has also been reported that at least 51 people were killed and dozens injured in an attack on a school in southern Iran.

More than two million Nepalis are residing in various countries of the region, and due to the current conflict, they are at high risk. Those Nepali citizens are demanding that the Government of Nepal ensure necessary assistance, coordination, and security in a timely manner, and NGO Federation expresses its solidarity with these demands and expectations.

Such a situation is likely to have a serious impact on regional and global peace and will also negatively affect the global economy. As Iran is one of the world’s major oil-producing countries and approximately 20%of the world’s oil supply passes through the Strait of Hormuz, it has been analyzed that the conflict could bring instability to the global market.

NGO Federation calls upon all concerned parties to immediately declare a ceasefire, halt violent activities, resume diplomatic dialogue, strengthen diplomatic initiatives, and seek a peaceful resolution under the leadership of the United Nations, making the role of the United Nations more effective.

We make a special appeal to the Government of Nepal to ensure the safety, rescue, necessary assistance, and access to information for Nepali citizens residing in conflict-affected countries. The protection of the lives, rights, and security of Nepalis living abroad is the primary responsibility of the state. Therefore, we request that necessary preparations and coordination be further strengthened for this purpose.

NFN remains firmly committed to the universal values and principles of human rights, social justice, coexistence, and world peace. We therefore urge all parties to renounce war and embrace a peaceful path toward dialogue, stability, and lasting peace.

NFN is deploying 200+ observers across the country covering all seven provinces and almost all districts.

Memorandum submitted to the Government on participation in the Commission on the Status of Women - 70th session, including civil society recommendations.

A memorandum highlighting issues that the Government of Nepal should raise in the international forum has been submitted to the government under the coordination and leadership of the NGO Federation of Nepal, an umbrella organization of civil society. The letter was prepared with a focus on Nepal’s participation in the upcoming 70th session of the Commission on the Status of Women.

नागरिक समाजका सुझावसहित कमिशन अन द स्टाटस अफ ओमनको सत्र सहभागिताबारे सरकारलाई ध्यानाकर्षण पत्र हस्तान्तरण

नागरिक समाजको छाता संस्था गैरसरकारी संस्था महासंघ नेपालको समन्वय र संयोजनमा नेपाल सरकारले अन्तर्राष्ट्रिय मञ्चमा उठाउनुपर्ने विषय समेटिएको ध्यानाकर्षण पत्र सरकारलाई हस्तान्तरण गरिएको छ। उक्त पत्र आगामी कमिशन अन द स्टाटस अफ ओमन अर्थात महिलाको अवस्थासम्बन्धी आयोगको ७०औँ सत्रमा नेपालको सहभागितालाई लक्षित गर्दै तयार पारिएको हो।

महिला, बालबालिका तथा ज्येष्ठ नागरिक मन्त्री श्रद्धा श्रेष्ठको नेतृत्वमा नेपाल सरकारको प्रतिनिधिमण्डल उक्त सत्रमा सहभागी हुने तय भएको छ। सोही प्रतिनिधिमण्डलमा रहने महिला, बालबालिका तथा ज्येष्ठ नागरिक मन्त्रालयका सचिव राधिका अर्याल र सहसचिव आभा श्रेष्ठलाई समेत नागरिक समाज संस्थाहरूका तर्फबाट सुझावपत्र हस्तान्तरण गरिएको जनाइएको छ।

महासंघका अनुसार उक्त सुझावपत्रमा लैङ्गिक समानता, महिला सशक्तिकरण, महिला अधिकार संरक्षण, नीति कार्यान्वयनको अवस्था तथा अन्तर्राष्ट्रिय प्रतिबद्धता कार्यान्वयनमा नेपालको प्राथमिकताबारे स्पष्ट धारणा प्रस्तुत गरिएको छ। नागरिक समाजले सरकारलाई अन्तर्राष्ट्रिय मञ्चमा देशको वस्तुगत अवस्था र सरोकारवालाको साझा आवाज प्रभावकारी रूपमा उठाउन आग्रह गरेको जनाएको छ।

यस पहलले सरकार र नागरिक समाजबीच सहकार्य सुदृढ गर्दै अन्तर्राष्ट्रिय स्तरमा नेपालको प्रतिनिधित्व अझ प्रभावकारी बनाउने अपेक्षा गरिएको छ।

Issuing a joint preliminary observation report at a press conference in Kathmandu today, NGO Federation of Nepal (NFN), National Election Observation Committee (NEOC), General Election Observation Committee (GEOC), and Election Observation Committee Nepal (EOC) stated that the Election Commission, Nepal has completed necessary administrative and logistical arrangements.

Arjun Bhattarai, President of the NGO Federation of Nepal, said more than 4,000 observers from the four organizations have been deployed across the country to monitor the electoral process. He emphasized that their shared goal is to ensure a free, fair, and fraud-free election, adding that findings will be made public both before and after the polls.

In a separate meeting, the preliminary observation report (Press Statement) was handed to the Acting Chief Election Commissioner of the Election Commission of Nepal - Hon. Ram Prasad Bhandari, jointly by Dr. Gopal Krishna Siwakoti and Mr. Arjun Bhattarai.
