माननीय सञ्चार तथा सूचना प्रविधि मन्त्री डा. विक्रम तिमिल्सिनासँगको भेटघाट
सार्वजनिक मामिला कार्यालयद्वारा सरकार तथा विभिन्न क्षेत्रका नेतृत्वसँग रचनात्मक सम्बन्ध सुदृढ गर्दै सार्वजनिक विमर्शमा योगदान पुर्याउने निरन्तर प्रयासअन्तर्गत माननीय सञ्चार तथा सूचना प्रविधि मन्त्री डा. विक्रम तिमिल्सिनासँग भेटघाट गर्ने अवसर प्राप्त भयो।
मन्त्रीज्यू यसअघि बहाई समुदायद्वारा आयोजित केही सार्वजनिक कार्यक्रममा सहभागी हुनुका साथै राष्ट्रिय बहाई केन्द्रको भ्रमण गरिसक्नुभएकोले उहाँ बहाई धर्म तथा बहाई समुदायका गतिविधिहरूसँग परिचित हुनुहुन्थ्यो। यही कारण भेटघाट अत्यन्त आत्मीय र सहज वातावरणमा प्रारम्भ भयो। नेपालमा बहाई समुदायले समुदाय निर्माणका प्रयास तथा सार्वजनिक विमर्शमार्फत राष्ट्रको आध्यात्मिक र सामाजिक उन्नतिमा पुर्याइरहेको योगदानबारे उहाँसँग परामर्श गर्ने अवसर प्राप्त भयो।
सम्मानको प्रतीकस्वरूप उहाँलाई बहाई वचन अंकित पारम्परिक *खादा* तथा निर्माणको प्रक्रियामा रहेको स्थानीय बहाई उपासनागृहको डिजाइन प्रदान गरियो। साथै स्थानीय बहाई उपासनागृह निर्माणको प्रक्रिया उत्साहजनक रूपमा अघि बढिरहेको र निकट भविष्यमा निर्माण कार्य प्रारम्भ हुने आशा रहेको जानकारी साझा गरियो। यस अवसरमा बहाई उपासनागृहहरू मानवजातिको एकताको प्रतीक तथा सबैका लागि खुला आध्यात्मिक केन्द्र भएको, जहाँ आराधनाले समाजसेवाको प्रेरणा प्रदान गर्दछ, भन्ने विषयमा पनि संक्षिप्त रूपमा जानकारी गराइयो।
यसै क्रममा आगामी १६ अगस्टमा राष्ट्रिय बहाई केन्द्रमा आयोजना हुन गइरहेको *"सामाजिक सद्भाव र शान्तिपूर्ण सहअस्तित्व प्रवर्द्धनमा धर्मको भूमिका"* विषयक सार्वजनिक विमर्शबारे जानकारी गराइयो। विभिन्न धार्मिक परम्पराका अगुवाहरूलाई एकै स्थानमा ल्याई धर्मले सामाजिक सद्भाव, आपसी विश्वास र शान्तिपूर्ण सहअस्तित्व प्रवर्द्धन गर्न खेल्न सक्ने रचनात्मक भूमिकामाथि परामर्श गरिने जानकारी साझा गरियो। साथै, सेप्टेम्बर महिनामा आयोजना गरिने *समाज रूपान्तरणमा महिलाको भूमिका* विषयक सार्वजनिक विमर्शबारे पनि जानकारी गराइयो, जसमा संघीय संसदका केही माननीय सांसदहरू, नीति निर्माताहरू, महिला नेतृत्व तथा विभिन्न क्षेत्रका प्रतिनिधिहरूको सहभागिता रहने अपेक्षा गरिएको उल्लेख गरियो।
मन्त्रीज्यूले यी दुवै पहलको हार्दिक स्वागत गर्दै वर्तमान राष्ट्रिय परिवेशमा यस्ता विमर्शहरू अत्यन्त सान्दर्भिक र आवश्यक रहेको बताउनुभयो। उहाँले पूर्वी नेपालमा हालै दुई धार्मिक समुदायबीच भएको दुःखद घटनाको उल्लेख गर्दै, जसमा तीन जनाको ज्यान गएको र धेरै व्यक्ति घाइते भएको थियो, समाजमा संवाद, आपसी विश्वास तथा धार्मिक सद्भावलाई सुदृढ गर्ने प्रयासहरूको आवश्यकता झन् बढेको धारणा व्यक्त गर्नुभयो। सार्वजनिक मामिला कार्यालयले यस्ता रचनात्मक संवादका अवसर सिर्जना गरिरहेकोमा उहाँले विशेष प्रशंसा व्यक्त गर्नुभयो।
भेटका क्रममा राष्ट्रिय बहाई केन्द्रमा हालै सम्पन्न *"नैतिक मूल्य र सामाजिक सद्भाव प्रवर्द्धनमा सञ्चारमाध्यमको भूमिका"* विषयक सार्वजनिक विमर्शबाट प्राप्त केही महत्वपूर्ण सिकाइहरू पनि साझा गरियो। सञ्चार क्षेत्रमा देखिएको अस्वस्थ प्रतिस्पर्धा, गलत सूचना (Misinformation) तथा नियोजित भ्रमपूर्ण सूचना (Disinformation) ले सामाजिक विश्वास र सद्भावमा पारिरहेको प्रभावबारे छलफल भयो। साथै, सत्यनिष्ठा, न्याय, नैतिक मूल्य र साझा हितको प्रवर्द्धन गर्दै स्वस्थ सञ्चार वातावरण निर्माण गर्नु सञ्चारमाध्यमको मात्र होइन, शैक्षिक संस्था, नीति निर्माता, नागरिक समाज, प्रविधि कम्पनी, धार्मिक समुदाय तथा प्रत्येक नागरिकको साझा जिम्मेवारी भएको विषयमा परामर्श गरियो। सञ्चारमाध्यमले सत्यमा आधारित संवादलाई प्रवर्द्धन गर्ने, विभिन्न धर्म, संस्कृति र समुदायबीच आपसी समझदारी बढाउने तथा विविधताको सम्मान गर्दै सामाजिक एकतालाई सुदृढ बनाउन खेल्न सक्ने भूमिकाबारे पनि विचार आदानप्रदान भयो।
मन्त्रीज्यूले यी विषयहरूलाई सरकारले पनि गम्भीरतापूर्वक लिइरहेको जानकारी गराउँदै सञ्चार क्षेत्रसँग निरन्तर परामर्श भइरहेको तथा आवश्यक नीति र कानुनी सुधारका लागि विधेयकहरू तयारीको चरणमा रहेको बताउनुभयो। उहाँले कानुनी व्यवस्था मात्र पर्याप्त नहुने उल्लेख गर्दै नैतिक मूल्यको विकास तथा जिम्मेवार डिजिटल नागरिकताको प्रवर्द्धन पनि समान रूपमा आवश्यक रहेको धारणा व्यक्त गर्नुभयो।
सम्पूर्ण भेटवार्ताको क्रममा मन्त्रीज्यूले बहाई समुदायले निष्पक्ष, रचनात्मक तथा समाजहितमुखी ढंगले राष्ट्रिय हितका विषयमा सार्वजनिक विमर्शमार्फत पुर्याइरहेको योगदानको प्रशंसा गर्नुभयो। उहाँले यस्ता प्रयासहरूलाई निरन्तर अघि बढाउन प्रोत्साहन दिनुका साथै भविष्यमा सम्बन्धित मन्त्रीहरू, नीति निर्माताहरू तथा अन्य सरोकारवालाहरूसँग सार्वजनिक मामिला कार्यालयको परिचय गराई सहकार्यका अवसर विस्तार गर्न सहयोग गर्ने प्रतिबद्धता व्यक्त गर्नुभयो। आवश्यक पर्ने रचनात्मक सहयोग उपलब्ध गराउन पनि उहाँले आफ्नो तत्परता व्यक्त गर्नुभयो।
भेटवार्ता अत्यन्त आत्मीय, सकारात्मक र आशावादी वातावरणमा सम्पन्न भयो। मन्त्रीज्यूको विचारशील सहभागिता, बहाई समुदायका प्रयासप्रतिको उहाँको सकारात्मक दृष्टिकोण तथा भविष्यमा सहकार्य गर्ने तत्परताले सार्वजनिक मामिला कार्यालय र राष्ट्रिय नेतृत्वबीचको सम्बन्धलाई अझ सुदृढ बनाउन उत्साहजनक आधार प्रदान गरेको अनुभूति भयो। आगामी दिनमा राष्ट्रिय हितका साझा विषयहरूमा अझ प्रभावकारी सार्वजनिक विमर्श र सहकार्यका अवसरहरू विस्तार हुने विश्वास गरिएको छ।
# Meeting with Hon. Dr. Bikram Timilsina, Minister of Information and Communication
As part of the ongoing efforts of the
Office of Public Affairs to strengthen constructive relationships with government and leaders from various sectors, and to contribute meaningfully to public discourse, we had the opportunity to meet with Hon. Dr. Bikram Timilsina, Minister of Communication and Information Technology.
The meeting began in a warm and natural spirit, as the Minister was already familiar with the Bahá’í Faith and the activities of the Bahá’í community, having previously participated in several of our public programmes and visited the National Bahá’í Centre. This familiarity provided a natural foundation for an open and meaningful consultation on the Bahá’í community's current efforts to contribute to the spiritual and social advancement of Nepal.
As a gesture of appreciation, we presented the Minister with a traditional *khada* bearing a Bahá’í quotation together with a design of the future Local Bahá’í House of Worship. We shared the encouraging progress towards its construction and briefly explained the significance of Bahá’í Houses of Worship as symbols of the oneness of humanity; spiritual centres open to all people, where worship inspires service to society and contributes to unity.
Friends also shared the Bahá’í community's ongoing efforts to foster unity and social harmony through public discourse. In this context, we informed the Minister about the upcoming public discourse, *The Role of Religion in Fostering Social Harmony and Peaceful Coexistence*, to be held on 16 August, which will bring together leaders from diverse religious traditions to consult on religion's constructive contribution to unity and peaceful coexistence. We also shared plans for a September public discourse on the role of women in social transformation, which is expected to bring together Members of Parliament, policymakers, women leaders, and representatives from various sectors of society.
The Minister warmly welcomed these initiatives, observing that they address issues of pressing national importance. Referring to the recent conflict between two religious communities in eastern Nepal, which resulted in the tragic loss of lives and numerous injuries, he emphasized the urgent need for efforts that strengthen dialogue, mutual understanding, and social harmony. He expressed his appreciation for the Office of Public Affairs in creating spaces where diverse voices can consult together in a constructive spirit.
The meeting also provided an opportunity to share insights from the recent public discourse on *The Role of Media in Fostering Ethical Values and Social Cohesion*. We reflected on the challenges posed by unhealthy competition within the media landscape, misinformation, and disinformation, and emphasized that creating an ethical media environment is a shared responsibility. We discussed how media institutions, educational organizations, policymakers, civil society, technology platforms, faith communities, and citizens all have complementary roles in advancing truthfulness, justice, ethical values, and the common good. The consultation also explored how the media can build public trust, encourage meaningful dialogue, deepen understanding among people of different cultures, faiths, and backgrounds, and strengthen social cohesion while respecting diversity.
The Minister expressed strong appreciation for this line of discourse and shared that these issues are also receiving serious attention within the Government. He noted that consultations with media stakeholders are ongoing and that policy reforms and legislative measures are currently being developed. While acknowledging the importance of appropriate legal frameworks, he emphasized that cultivating ethical values and responsible digital citizenship is equally essential.
Throughout the meeting, the Minister expressed his appreciation for the constructive and non-partisan contribution of the Bahá’í community to the well-being of Nepal. He encouraged the Office of Public Affairs to continue advancing these conversations and expressed his willingness to collaborate in promoting unity, ethical values, and social cohesion. He also kindly offered to introduce the Office to other relevant ministers, policymakers, and stakeholders, assuring us of his continued support in strengthening these efforts.
The meeting concluded in a spirit of warmth, mutual respect, and optimism. The Minister's thoughtful engagement, appreciation of the Bahá’í community's contribution, and willingness to foster further collaboration provide an encouraging foundation for strengthening relationships and advancing meaningful public discourse on issues of common concern for the betterment of society.
