National Federation of the Disabled Nepal (NFDN) is legally registered nongovernmental organization (NGO) under the institutional enrollment act of Nepal. It is the national umbrella body of persons with disabilities, represents more than three hundreds member organizations working for promoting the rights of disabled people throughout the country. As the nongovernmental and non profitable organiz

ation NFDN has been leading disability rights movements in Nepal since 1993 through its working strategies - Advocacy, Awareness raising, Capacity building, Networking & Collaboration. Internationally, NFDN is the member assembly of Disabled Peoples' International (DPI) and also representing Nepal in the DPI Asia Pacific region as vice-president, and South Asia as president. In national level, NFDN is the member of the Disability Advisory Desk under Prime Minister's office, Special Education Council under Department of Education, National Development Council and Law Improvement Commission under the Ministry of Law and Justice. NFDN has very influential and proactive roles for formulating, changing, implementing disability related legal provisions, and building the leadership and advocacy capacity of Disabled Peoples' Organizations (DPOs) in Nepal. It has very good networking and cooperation with different government and nongovernment stakeholders working various domains of development. NFDN has five regional offices in the leadership of regional committees in different five development regions and 10 district working committees in Jhapa, Ilam, Nuwakot, Sindhupalchok, Kaski, Kapilbastu, Jumla, Surkhet, Kailali and Baitadi. National Federation of the Disabled Nepal envisions a society and state where all persons with disabilities are living a quality and productive life without any barrier in an inclusive environment with full and equal realization of all human rights. Effective Leadership of NFDN and its member organization for the human rights
2. Promotion, protection, access to services and inclusion of persons with disabilities.
3. Protection, promotion and effective implementation of Convention on the Rights of Persons with Disabilities (CRPD) in Nepal .
4. Meaningful participation of persons with disabilities or their representatives in the process of policies and laws formation, its implementation and monitoring and all other decision making process of the state affecting to their life. Long term goals of NFDN

Achieving the following condition shall be the goals of NFDN in long term. Institutional sustainability of NFDN and its member organization.
2. Adequate constitutional provisions, policies, laws to address the all human rights and needs of persons with disabilities.
3. Availability and mobilization of adequate countrywide structure, mechanism and resource (human, technology, knowledge, skills, finance and information) for the effective implementation of disability related constitutional provisions, laws and policies
4. Meaningful participation of persons with disabilities in decision making process of policy formation and implementation of state from local to central level.
5. Easy access of persons with disabilities to health, education, employment/livelihood, empowerment, social participation, physical facilities, assistive devices and attendants, rehabilitation services, reasonable accommodation, including all services, facilities and opportunities connected to their special needs as their rights.
6. Sensitive and responsible government and relevant stakeholders towards the rights, issues and needs of persons with disabilities
7. Institutionalization of the Rights based Approach of Disability in community level. Objectives

General Objective:

Contribute to achieve the overall objective of inclusive development of the nation by mainstreaming disability issues in all development process and persons with disabilities in all decision making process. Specific Objective:

1. To be instrumental to ensure the rights of persons with disability in an equal basis and ensure their access to services, opportunity and facilities without any discrimination.
2. Promote disability issues in rights based approach.
3. Introduce and include disability issues as a key agenda of development process. Increase the level of awareness on disability in society and community, government and non-government actors and to have their active involvement for promoting the rights of persons with disabilities.
4. Increase the size of NFDN's network all over the nation.
5. Strengthen the capacity of member organization of NFDN in management, advocacy leadership and local resource mobilization.
6. To obtain the NFDN organizational objectives through the maximum power decentralization and regional mobilization.
7. To increase the effectiveness and quality of NFDN programs and daily activities
Develop NFDN as a resource centre on disability.
8. Increase the collaboration and cooperation of various national and international stakeholders to work on disability rights promotion.
9. Be instrumental for the effective implementation of existing of disability related legal framework and UNCRPD as well.
10. Bring necessary changes in the policy, laws and rules to ensure the rights of persons with disabilities in line with UNCRPD.

राष्ट्रिय अपाङ्ग महासङ्घ-नेपाल, सुदूरपश्चिम प्रदेशका पूर्व अध्यक्ष, स्वावलम्बन जीवन पद्धति कैलालीका अध्यक्ष एवम् अपाङ्गता अधिकार अभियानका एक दरिलो खम्बा, हाम्रा अग्रज व्यक्तित्व श्री भीम बहादुर शाह को मिति २०८२ भाद्र २६ गते, आफ्नै निवासमा ७३ वर्षको उमेरमा भएको असामयिक निधनको खबरले राष्ट्रिय अपाङ्ग महासङ्घ नेपालको सम्पूर्ण परिवार स्तब्ध भएको छ ।
उहाँले मिति २०७३ देखि २०७६ सम्म राष्ट्रिय अपाङ्ग महासङ्घ नेपाल, सुदूरपश्चिम प्रदेशको नेतृत्व गर्दै अपाङ्गता अभियानलाई नयाँ उचाइमा पुर्‍याउन उल्लेखनीय भूमिका निर्वाह गर्नुभएको थियो । उहाँको निधनले अपाङ्गता अधिकारको क्षेत्रमा एक अग्रज योद्धा गुमाएका छौँ, जसको अभाव हामीलाई सधैँ खड्किरहनेछ । शोकको यस दुःखद घडीमा, राष्ट्रिय अपाङ्ग महासङ्घ नेपाल स्वर्गीय शाहप्रति भावपूर्ण श्रद्धाञ्जली अर्पण गर्दछ साथै शोक सन्तप्त परिवारजनप्रति गहिरो समवेदना व्यक्त गर्दै आज मिति २०८२ भाद्र २७ गते राष्ट्रिय अपाङ्ग महासङ्घ नेपालको सङ्घीय तथा सबै प्रदेश कार्यालयहरूमा शोक बिदा गरिएको व्यहोरा समेत सम्बन्धित सबैमा जानकारी गराइन्छ ।

राष्ट्रिय अपाङ्ग महासङ्घ नेपाल देशभरि रहेका अपाङ्गता भएका व्यक्तिहरूको एक मात्र छाता संस्था हो । संस्थाले आफ्नो स्थापनाकाल देखिनै अपाङ्गता अभियानलाई कल्याणकारी अवधारणाबाट अधिकारमुखी अवधारणा तर्फ डोर्‍याउदै आएको छ । देशमा परिवर्तनका लागि विभिन्न समयमा भएका राजनीतिक आन्दोलनमा अपाङ्गता भएका व्यक्तिहरूको समान सहभागिता हुँदै आएको छ भने अपाङ्गता अधिकारका लागि भएका सबै आन्दोलन र अभियानहरूमा राष्ट्रिय अपाङ्ग महासङ्घ नेपालको नेतृत्वमा अपाङ्गता भएका व्यक्तिहरू सधैँ अग्रपङ्क्तिमा रही आफ्नो अधिकार प्राप्तिका लागि अनवरत सघर्षशिल रहेको ब्यहोरा यहाँहरू सबैलाई जानकारी नै छ ।
देशमा भ्रष्टाचारको अन्त्य गरी सुशासन कायम गर्नको लागि संविधानले दिएको हक अधिकार प्रयोग गर्दै मिति २०८२ भाद्र २३ गते जेन-जी युवाहरूले गरेको प्रदर्शनमा राज्यबाट भएको दमनबाट १९ जना युवाहरूको हत्याको खबरले हामी अपाङ्गता भएका व्यक्तिहरू अत्यन्त दुःखित र मर्माहत भएका छौ । सम्पूर्ण पीडित परिवारप्रति हार्दिक समवेदना प्रकट गर्दछौ साथै उक्त घटनाको घोर भर्त्सना गर्दै यथाशीघ्र स्वतन्त्र र निष्पक्ष छानबिनका लागि माग समेत गर्दछौ । आन्दोलनका पीडितका परिवारलाई उचित राहत र घाइतेहरूको उपचार सुनिश्चित गर्न पनि सरकार समक्ष अनुरोध गर्दछौ । यसै गरी मिति २०८२ भाद्र २३ गते जेन–जी पुस्ताका आन्दोलनमा युवाहरू मारिएपछि भएको स्वतःस्फूर्त प्रदर्शन आयोजकको नियन्त्रण बाहिर गई अराजक स्थिति बन्न पुगेको हामी सबैलाई जानकारी नै छ । उक्त अराजकता हिंसामा परिणत भई र मुलुकमा अकल्पनीय क्षति भएको छ । मुलुकको प्रशासनिक संरचना, न्यायालय, व्यवस्थापिका लगायत सबैजसो भौतिक संरचना पूर्णरुपमा ध्वस्त पारिएको अवस्था छ । यस घटनामा संलग्न जोसुकैलाई पनि कानुनको दायरामा ल्याई देशमा विधिको शासन कायम गर्न राष्ट्रिय अपाङ्ग महासङ्घ नेपाल र यसका सम्पूर्ण आबद्ध सदस्य संस्थाहरू माग गर्दछौ ।
मुलुकमा सृजित गतिविधिका कारण समाजमा शान्ति सुरक्षाको स्थिति चिन्ताजनक अवस्थामा रहेको छ । यस विषम परिस्थितिमा आफ्नो शारीरिक, मानसिक, बौद्धिक, इन्द्रियजन्य, स्नायुगत र अन्य अवस्थाका कारण अपाङ्गता भएका व्यक्तिहरू अत्यन्तै जोखिममा पर्ने देखिएकोले अपाङ्गता भएका व्यक्तिहरूलाई प्राथमिकतामा राखी उनिहरुको सुरक्षाको सुनिश्चितता गर्न सुरक्षा संयन्त्रलाई प्रभावकारी रूपमा परिचालन गर्न आग्रह गर्दछौ । जेन–जी पुस्ताले नेतृत्व गरेको आन्दोलन पश्चातको यस विशेष परिस्थितिमा राजनीतिक निकासका लागि भइरहेको चरणबद्ध संवादमा सम्बन्धित सबै निकायहरूसँग सहकार्य र समन्वय गरी हालसम्म प्राप्त उपलब्धिको रक्षा गर्दै अगाडि बढ्नको लागी हार्दिक अनुरोध गर्दछौ ।
मुलुकमा देखा परेको अनिश्चितता, अन्यौलता र अस्थिरताको अन्त्यका लागि लोकतान्त्रिक मूल्य–मान्यता र विधिको शासन अनुरूप विद्यमान संविधानमा आवश्यक सुधार सहित नेपालमा यस अघी भएका सम्पूर्ण आन्दोलनका उपलब्धिहरूबाट प्राप्त समावेशी लोकतन्त्रको मूल्य र मान्यता समेत बर्करार रहने गरी अगाडि बढ्न राष्ट्रिय अपाङ्ग महासङ्घ नेपाल सम्बन्धित सबैमा अनुरोध गर्दछौ ।

राष्ट्रिय अपाङ्ग महासङ्घ नेपाल आफ्नो ३३ औँ गौरवशाली स्थापना दिवसको अवसरमा महासङ्घका संस्थापक व्यक्तित्वहरु‚ संस्थापक सदस्य संस्था‚ महासङ्घको पुर्व र वर्तमान कार्यसमिति‚ आबद्ध सम्पूर्ण सदस्य संस्थाहरू‚ नेपाल सरकार‚ अपाङ्गता भएका व्यक्तिहरूको अधिकार प्रवर्द्धनका लागि सदैव सँगै रहनुभएका विभिन्न राष्ट्रिय तथा अन्तर्राष्ट्रिय साझेदार निकायहरू‚ अपाङ्गता अभियानमा समर्पित अग्रज र अभियन्ताहरू‚ सञ्चार जगतका प्रतिनिधिहरू तथा सम्पूर्ण शुभेच्छुक महानुभावहरू प्रति हार्दिक धन्यवाद र शुभकामना व्यक्त गर्दछ ।
विगत ३३ वर्षको यात्रामा अपाङ्गता भएका व्यक्तिहरूको हकहित‚ अधिकार र समावेशिताका क्षेत्रमा हामीले विभिन्न चुनौतीहरू सामना गर्दै महत्त्वपूर्ण उपलब्धिहरू हासिल गर्न सफल भएका छौँ । समाजमा मौन रहेका आवाजलाई मुखर बनाउने‚ नीतिगत तथा कानुनी सुधारको पहल गर्ने‚ समान अवसरका ढोका खोल्ने र सम्मानजनक जीवनका लागि वातावरण निर्माण गर्ने यात्रामा महासङ्घ निरन्तर समर्पित रहँदै आएको छ ।
यस अवसरमा महासङ्घले प्राप्त उपलब्धिहरूलाई संरक्षण गर्दै अपाङ्गता अभियानलाई अझ सबल‚ प्रभावकारी र दिगो बनाउन दृढ सङ्कल्प व्यक्त गर्दछ । अपाङ्गता भएका प्रत्येक व्यक्तिले समानता‚ सम्मान र अवसरसहितको जीवन बिताउन सकौँ भन्ने हाम्रो साझा ध्येयलाई साकार पार्न हामी निरन्तर प्रयासरत रहनेछौँ ।
हाम्रो यस यात्रामा साथ सहयोग दिनुहुने सबै साझेदार संस्थाहरू‚ शुभेच्छुकहरू र सहयात्रीहरूप्रति महासङ्घ कृतज्ञता व्यक्त गर्दछ । समानतामूलक र समावेशी समाज निर्माणका लागि आगामी दिनहरूमा समेत निरन्तर सहकार्य र समन्वयको अपेक्षा गर्दछौँ ।

NFD-N has successfully completed a week-long Inclusive Education Orientation (August 17–22, 2025) across 13 schools of Bardiya District, engaging more than a hundred parents, teachers, and School Management Committee/Parent Teacher Association members.
The sessions focused on disability awareness, education rights, systematic identification of children with disabilities, and inclusive WASH practices. During the orientation, three previously unrecognized children with disabilities were identified, reflecting the importance of such awareness-building initiatives.
From promoting disability ID cards and scholarships to strengthening parent–school collaboration and encouraging reasonable accommodation in classrooms, the program has set a strong foundation for more equitable and inclusive learning environments.
This milestone reaffirms our collective commitment: every child with a disability deserves equal opportunities, dignity, and the right to quality education.

प्रेस विज्ञप्ति

गण्डकी प्रदेश सरकारले मिति २०८२ भाद्र ३ गते अपाङ्गता भएका व्यक्तिहरूको अधिकार सम्बन्धमा व्यवस्था गर्न बनेको विधेयक प्रदेश सभाबाट पारित गरेको ऐतिहासिक अवसरमा राष्ट्रिय अपाङ्ग महासंघ नेपाल संघीय कार्यालय हार्दिक बधाई तथा धन्यवाद व्यक्त गर्दछ ।
यो महत्वपूर्ण उपलब्धि राष्ट्रिय अपाङ्ग महासंघ गण्डकी प्रदेश समितिको निरन्तर पैरवी, यसको नेतृत्व तथा सबै सदस्य संस्थाहरूको सक्रियता र प्रतिबद्धताको प्रतिफल हो । प्रदेश सरकार स्थापना भएदेखिनै महासंघ गण्डकी प्रदेशको नेतृत्वले ऐन निर्माणका लागि अविरल रूपमा पैरवी गर्दै आएको कुरा हामी सबैलाई विदितै छ । यस निरन्तर प्रयासले आज यस महत्वपूर्ण उपलब्धिलाई सम्भव तुल्याएको छ ।
गण्डकी प्रदेश सातै प्रदेश मध्ये अग्रणी भई, २०७९ सालमा नीति ल्याएको र हाल २०८२ सालमा ऐन पारित गरी संघीयताको वास्तविक कार्यान्वयन गर्ने पहिलो प्रदेश बनेको छ । प्रदेश सरकारले चालु आ.व.मै ऐन कार्यान्वयनका लागि बजेट समेत छुट्ट्याएको हुँदा यस ऐन छिट्टै कार्यान्वयन हुनेमा हामी बिश्वस्त छौं । यससँगै, आवश्यक नियमावली, कार्यविधि र निर्देशिकाहरू पनि छिट्टै बन्नेछन्, जसले ऐनलाई व्यवहारमा लागू गर्ने आधार थप मजबुत बनाउनेछ ।
यस महत्वपूर्ण कदमले गण्डकी प्रदेशका अपाङ्गता भएका व्यक्तिहरूलाई सम्मानित र गरिमामय जीवन जिउन सक्ने मार्ग प्रशस्त गर्नेछ । साथै, यस्तो सराहनीय पहललाई अन्य प्रदेश सरकारले समेत अनुकरण गर्ने अपेक्षा गर्दछौं ।

राष्ट्रिय शिक्षा दिवस‚ २०८२ को अवसरमा सडक बालबालिका‚ एचआइभी एड्स सङ्क्रमितका सन्तान‚ विपन्न‚ अनाथ, अशक्त तथा असहाय‚ बालबालिकालाई पालन पोषणसहित शिक्षा प्रदान गरी राष्ट्रिय स्तरमा उल्लेखनीय योगदान पुर्‍याएका व्यक्ति वा सङ्घ संस्था (प्रचलित कानुन अनुसार दर्ता भएका) मध्येबाट मन्त्रालयको स्वीकृत मापदण्डको आधारमा छनोट गरी नगद तथा प्रशंसा पत्र सहितको समाज कल्याण शिक्षा पुरस्कारबाट पुरस्कृत गर्ने कार्यक्रम रहेको हुँदा पुरस्कार प्राप्तिका लागि योग्य रहेको आधारसहित निम्नानुसारको मापदण्ड र आधार खुल्ने गरी मिति २०८२/०५/१५ गतेभित्र यस मन्त्रालयको निजी तथा सहकारी सङ्घ संस्था समन्वय शाखामा आइपुग्ने गरी निवेदन पेस गर्नुहुन सम्बन्धित सबैमा सूचना प्रकाशन गरिएको छ ।

Orientation sessions were conducted at Kotahi Mavi, Tulapur and Janaki Mavi, Sirkohiya, Gulariya with School Management Committee (SMC) members, Parent Teacher Association (PTA) members, teachers, parents, and children with disabilities.
Through creative campaigns, we engaged communities on disability inclusion, the right to education, and WASH - working together to:
1) Increase retention and continuous participation of children with disabilities.
2) Enhance quality learning environments from home to school.
3) Raise awareness on WASH and education rights among parents, School Management Committee, Parent Teacher Association, Teachers, and children with disabilities.
This initiative is implemented by NFDN under the “Enhancing Girls’ Education through WASH: Gender and Adolescent Inclusive School” project with technical support from WaterAid Nepal.

Our Story

National Federation of the Disabled Nepal (NFDN) is legally registered nongovernmental organization (NGO) under the institutional enrollment act of Nepal. It is the national umbrella body of persons with disabilities, represents more than three hundreds member organizations working for promoting the rights of disabled people throughout the country. As the nongovernmental and non profitable organization NFDN has been leading disability rights movements in Nepal since 1993 through its working strategies - Advocacy, Awareness raising, Capacity building, Networking & Collaboration. Internationally, NFDN is the member assembly of Disabled Peoples' International (DPI) and also representing Nepal in the DPI Asia Pacific region as vice-president, and South Asia as president. In national level, NFDN is the member of the Disability Advisory Desk under Prime Minister's office, Special Education Council under Department of Education, National Development Council and Law Improvement Commission under the Ministry of Law and Justice. NFDN has very influential and proactive roles for formulating, changing, implementing disability related legal provisions, and building the leadership and advocacy capacity of Disabled Peoples' Organizations (DPOs) in Nepal. It has very good networking and cooperation with different government and nongovernment stakeholders working various domains of development. NFDN has five regional offices in the leadership of regional committees in different five development regions and 10 district working committees in Jhapa, Ilam, Nuwakot, Sindhupalchok, Kaski, Kapilbastu, Jumla, Surkhet, Kailali and Baitadi. Vision of NFDN National Federation of the Disabled Nepal envisions a society and state where all persons with disabilities are living a quality and productive life without any barrier in an inclusive environment with full and equal realization of all human rights. Mission of NFDN 1. Effective Leadership of NFDN and its member organization for the human rights 2. Promotion, protection, access to services and inclusion of persons with disabilities. 3. Protection, promotion and effective implementation of Convention on the Rights of Persons with Disabilities (CRPD) in Nepal . 4. Meaningful participation of persons with disabilities or their representatives in the process of policies and laws formation, its implementation and monitoring and all other decision making process of the state affecting to their life. Long term goals of NFDN Achieving the following condition shall be the goals of NFDN in long term. A condition, where there is; 1. Institutional sustainability of NFDN and its member organization. 2. Adequate constitutional provisions, policies, laws to address the all human rights and needs of persons with disabilities. 3. Availability and mobilization of adequate countrywide structure, mechanism and resource (human, technology, knowledge, skills, finance and information) for the effective implementation of disability related constitutional provisions, laws and policies 4. Meaningful participation of persons with disabilities in decision making process of policy formation and implementation of state from local to central level. 5. Easy access of persons with disabilities to health, education, employment/livelihood, empowerment, social participation, physical facilities, assistive devices and attendants, rehabilitation services, reasonable accommodation, including all services, facilities and opportunities connected to their special needs as their rights. 6. Sensitive and responsible government and relevant stakeholders towards the rights, issues and needs of persons with disabilities 7. Institutionalization of the Rights based Approach of Disability in community level. Objectives General Objective: Contribute to achieve the overall objective of inclusive development of the nation by mainstreaming disability issues in all development process and persons with disabilities in all decision making process. Specific Objective: 1. To be instrumental to ensure the rights of persons with disability in an equal basis and ensure their access to services, opportunity and facilities without any discrimination. 2. Promote disability issues in rights based approach. 3. Introduce and include disability issues as a key agenda of development process. Increase the level of awareness on disability in society and community, government and non-government actors and to have their active involvement for promoting the rights of persons with disabilities. 4. Increase the size of NFDN's network all over the nation. 5. Strengthen the capacity of member organization of NFDN in management, advocacy leadership and local resource mobilization. 6. To obtain the NFDN organizational objectives through the maximum power decentralization and regional mobilization. 7. To increase the effectiveness and quality of NFDN programs and daily activities Develop NFDN as a resource centre on disability. 8. Increase the collaboration and cooperation of various national and international stakeholders to work on disability rights promotion. 9. Be instrumental for the effective implementation of existing of disability related legal framework and UNCRPD as well. 10. Bring necessary changes in the policy, laws and rules to ensure the rights of persons with disabilities in line with UNCRPD.
