Institute for Social and Environmental Transition - Nepal (ISET- Nepal) ISET Nepal Conduct exchange of academic cooperation, interactions and discussions at the national, regional and international levels.

ISET-Nepal was established in 2001 as a non-governmental and not-for-profit organization to study and analyse developmental issues of rapidly changing social and environmental context that demand new insights into the emerging challenges to manage resources for sustainable development. ISET-Nepal is registered with the District Administration Office (CDO) and Social Welfare Council (SWC) of The Go

vernment of Nepal.It has dedicated its organizational focus to generate and disseminate knowledge on changing social and environmental context through research, publications and engagement in public debates to address the emerging challenges. Vision
ISET-N envisions a society capable of addressing the emerging social and environmental challenges through improved local institutional capacity to respond flexibly using innovative approaches and sustainable solutions as new issues arise. Goal
The primary goal of ISET-N is to conduct academic studies, research and interactions on subjects related to environment and social development and to work towards increasing capacity of youth having inclination for study, research and other academic activities through education, training and exchange of academic cooperation, interactions and discussions at the local, regional and national level. Encourage youth having inclination for study, research and other academic activities to work in the area of natural resources and environmental management, and also work towards increasing their capacity through education and training. and successfully hosted a Policy Dialogue on Blended Finance for Climate Adaptation in Nepal, bringing leaders from the private sector, multilateral agencies, development organizations, academia, financial institutions, and civil society. The discussion showed that blended finance is no longer a distant concept—it is an urgent necessity as Nepal prepares for LDC graduation in 2026, amid widening climate risks and a rapidly evolving financing landscape. This dialogue is a key milestone in our ongoing Scoping Study on Blended Finance for Climate Adaptation, which ISET and DCA are jointly undertaking.

The discussion highlighted several shared priorities:

🔹 The critical need to mobilize private capital for climate adaptation

🔹 The importance of de-risking instruments, guarantees, and concessional capital

🔹 Strengthening policy and regulatory frameworks to attract investment

🔹 Building a pipeline of bankable adaptation projects, especially for MSMEs

🔹 Ensuring climate finance is inclusive of women, youth, and marginalized communities

🔹 Enhancing data systems for evidence-based investment decisions

The history of temperature and rainfall measurement in Kathmandu dates back to 1793, making Nepal one of the earliest regions in South Asia to document climate data. Subsequent contributions came from Francis Hamilton, who recorded temperature, rainfall, and atmospheric conditions; Alister Campbell, who kept weather registers, and G. H. Gimlette. By the early 20th century, the Indian Meteorological Department expanded monitoring efforts. Later, Swiss agencies, the United Nations, and USAID supported the establishment of a nationwide hydrological data collection system. In the early 1960s, a report recommended creating an independent agency responsible for data collection, management, and dissemination, with all hydrological undertakings designed to serve multiple purposes.

Nepal’s climatological record officially begins in 1879, when the British established a weather station at the Legation Hospital Compound in Kathmandu, an initiative documented by Nayava (1982)[i].
