Mapping the existing service and mechanism, priority of local government and gaps to work on the GBV including referral pathway

FWLD in collaboration with Sinja Rural Municipality, Plan International and PACE Nepal conducted a "Mapping and Orientation Program of policies against Violence against Women and girls" on 12th May 2026 in Jumla. The program was chaired by Ms. Sitali Rokaya (Vice-chairperson, Sinja Rural Municipality). The program saw the participation of ward-chairperson, members of executive committee, members of judicial committee, girls club members and representatives of CBOs. The participants shared the existing VaWG and the policies against it the Rural Municipality. Advocate Rojina Shrestha delivered the presentation and identified the gaps in existing laws. Mr. Santosh Chaudhary welcomed and highlighted the objectives of the program whereas the program was moderated by Ms. Basana Budha.

Draft Policy Hand-Over in Hima Rural Municipality, Jumla

FWLD officially handed over the draft policy after incorporating feedback and major issues raised during the discussion program. The event was organized in coordination with Hima Rural Municipality, Plan International, and PACE Nepal.

The handed-over document was the “Act for the Establishment and Operation of a Fund and Service Centre for the Protection of Victims of Gender-Based Violence, Human Trafficking, and Domestic Violence, 2083.” This is an important step toward strengthening local laws and support systems for survivors.

The program was attended by the Chairperson, Vice-Chairperson, Ward Chairpersons, members of the Executive and Judicial Committees, the Chief Administrative Officer, and CSO representatives. Participants expressed their commitment to approving the law in the upcoming Village Assembly and ensuring its effective implementation

Draft Policy Discussion Meeting in Hima Rural Municipality, Jumla

The program was organized by FWLD in coordination with the Hima Rural Municipality, Plan International and PACE Nepal discussion on the Draft Policy “An Act for the Establishment and Operation of a Fund and a Center for the Protection of Victims of Gender Based Violence, Human Trafficking, and Domestic Violence, 2083,” was held at Hima Rural Municipality on 10 May 2026. A total of 24 participants attended the event. The program aimed to facilitate discussion, collect feedback, and address key issues related to the draft policy.

The event was chaired by Chairperson of Rural Municipality Mr. Laxman Bdr Shahi; chief guest Vice Chairperson of Rural Municipality Ms. Surpana Shahi. The Special Guest was Chief Administrative Officer Mr. Jalandar Bhusal. Participants included ward chairpersons, members of the Executive Committee and Judicial Committee, as well as representatives from CSOs.

The session was facilitated by Advocate Ms. Rojina Shrestha, moderated by Ms. Rajyalaxmi Rawal and began with a welcome speech by Mr. Santosh Chaudhary.

Interaction Program on Legal Identity (Birth Registration and Citizenship)

In collaboration with Marin Rural Municipality, FWLD organized an interaction program on legal identity focusing on birth registration and citizenship at the Rural Municipality Assembly Hall.
The program was chaired by Vice-Chairperson Ms. Bimala Majhi, while Chairperson Mr. Bimarsha Muktan (Prakhyat) attended as the Chief Guest and Acting Chief Administrative Officer Mr. Madhu Lakhe and Superintendent of Police (SP) Mr. Lal Dhoj Subedi attended as the Special Guests. The event was participated in by ward chairpersons, ward secretaries, ward assistants from all seven wards, along with other municipal staff members.
Chief District Officer of Sindhuli District, Ms. Scheme Shrestha, facilitated a comprehensive discussion on citizenship acquisition procedures, birth registration, the importance of legal identity, and citizen-friendly service delivery.
Advocate Binu Lama from FWLD highlighted the objectives of the program and shared key legal provisions related to citizenship and birth registration, along with practical challenges observed in implementation at the local level. The session was moderated by Mr. Sudip KC, Head of the Social Development Department of Marin Rural Municipality.
During the interaction, ward chairpersons and ward secretaries actively raised practical issues and case-based challenges they have been facing in their respective wards. Chief District Officer Ms. Shrestha comprehensively responded to the concerns raised and provided immediate clarification and practical solutions to several issues directly during the session.
The program created an important platform for dialogue, coordination, and problem-solving to strengthen effective and accessible service delivery related to legal identity at the local level. Advocate Lok Hari Acharya and Advocate Binod Chandra Devkota also coordinated and supported the successful implementation of the program.

Community Awareness Program on Economic Rights of Women

May 7–8, 2026
FWLD organized community awareness programs on the Economic Rights of Women in Ward 4 and Ward 14 of Kamalamai Municipality, Sindhuli District, on May 7 and 8, 2026, respectively. The programs reached around 120 participants, the majority of whom were women from the local community.
The sessions reflected strong local participation and community ownership. Mr. Rajan Neupane, Chairperson of Ward 14, and Ms. Gun Kumari Ghimire, Chairperson of Kamalamai Samajik Udhyami Mahila Dugdha Sahakari of Ward 4, chaired the respective programs.
Women’s economic rights are central to meaningful empowerment. However, many women are still unaware of the rights and opportunities guaranteed to them by law. These awareness programs aimed to bridge that gap by helping women better understand their economic rights and encouraging them to confidently access and claim those rights in practice.
Advocate Binu Lama facilitated the sessions and delivered presentations focused on practical understanding and open discussion. The programs were moderated by Advocate Lok Hari Acharya, while the objectives of the programs were shared by Advocate Binod Chandra Devkota.

Draft Policy Hand-Over in Naraharinath Rural Municipality, Kalikot

Following the discussion and feedback on the Draft Policies yesterday, FWLD has officially handed over on May 7, 2026 after incorporating feedback and major issues raised during the program. The event was organized by FWLD in coordination with Naraharinath Rural Municipality, Plan International, and KIRDARC.

The document handed over was the “An Act for the Establishment and Operation of a Fund and Service Centre for the Protection of Victims of Gender Based Violence, Human Trafficking, and Domestic Violence, 2083.” This is an important step toward strengthening local laws and support systems for survivors.

The program was attended by the Vice-Chairperson, ward chairpersons, members of the Executive and Judicial Committees, the Chief Administrative Officer, and CSO representatives. Interaction Program on Legal Identity (Citizenship & Birth Registration) Parsagadhi Municipality, Parsa | May 6, 2026

FWLD, in collaboration with Parsagadhi Municipality, organized an interaction program on legal identity focusing on citizenship certificates and birth registration in Parsa District. The program aimed to encourage meaningful discussion on existing legal provisions, judicial interpretations, and the practical challenges people face in obtaining citizenship and ensuring birth registration.

The program was chaired by Mayor of the Parsagadhi Municipality Mr. Gokarna Pathak, with Mr. Krishna Thapa, Assistant Chief District Officer of Parsa District, attending as the special guest.

Advocate Binu Lama delivered the key presentation, highlighting the current legal framework as well as major challenges related to citizenship and birth registration. Advocate Binod Chandra Devkota welcomed the participants and shared the objectives of the program, while the session was moderated by Advocate Hareram Saraph.

The interaction brought together 31 participants, including ward chairs and ward secretaries from all nine wards, government officials, and representatives from the Civil Registration Department.

Importantly, Assistant Chief District Officer Mr. Krishna Thapa directly addressed the concerns and practical issues raised by the Mayor, ward chairs, and ward secretaries regarding ongoing citizenship and birth registration cases within the municipality. The discussion focused on immediate coordination and practical solutions to address challenges being faced at the local level.

Community Awareness Program on Economic Rights of Women

FWLD organized community awareness programs on Economic Rights of Women in Jirabhawani Rural Municipality and Pokhariya Municipality, Parsa District, Madhesh Province — reaching around 300 participants, mostly women from the local community.
Women’s economic rights are key to real empowerment. Yet many women are still unaware of the rights they are legally entitled to — and without awareness, rights remain out of reach. These programs focused on closing that gap by informing and enabling women to confidently claim what is rightfully theirs.
The strong presence of local leadership and community members made the programs even more impactful. Deputy Mayor Ms. Rubi Kumari Thakur and Ward Chair Mr. Suraj Rai Tharu chaired the programs, joined by school representatives, teachers, and community leaders — a clear reflection of growing community ownership.
Advocate Binu Lama delivered the presentation and facilitated the sessions, encouraging open discussion and practical understanding. The program was moderated by Advocate Hari Ram Saraph, with objectives shared by Advocate Binod Chandra Devkota.

महिला, कानुन र विकास मञ्च (FWLD) को तर्फबाट वरिष्ठ अधिवक्ता मीरा ढुंगानाले सर्वोच्च अदालतमा दिएकी रिट निवेदन सर्वोच्च अदालतको संवैधानिक इजलासले मुलुकी देवानी संहिता ऐन, २०७४ को दफा २१४(२) मा भएको व्यवस्था नेपालको संविधानमा भएको समानताको हक प्रतिकूल भएको भन्दै खारेज गरेको हो । उक्त ऐनको दफा २१४(२) मा ‘विधवाले अर्को विवाह गरेमा निजले अंश वापत पाएको सम्पत्ति त्यस्ती विधवाको अघिल्लो पति तर्फ छोरा छोरी भएमा त्यस्ता छोरा छोरीले र नभएमा निज आफैंले लिन पाउनेछ’ भन्ने व्यवस्था थियो ।
