Interaction with Stakeholders – Event 1: Bara District
The District Level Interaction with Stakeholders in Madhesh Province on the Situation of Human Rights Defenders and the Roles of Stakeholders was held at Durbar Hotel, Kalaiya, Bara District, on 11 April 2026. The program was organized by COCAP in collaboration with the Peer Learning Network of Madhesh Province.
As part of the 8-district interaction series under the Peer Learning Project, the program brought together diverse stakeholders to discuss pressing grassroots challenges and future priorities related to the protection of Human Rights Defenders (HRDs). It provided an important platform for reflection on the role of HRDs in advancing justice, equality, and human dignity within society.
The event was followed by a presentation on the current situation of women Human Rights Defenders (w/HRDs) and the challenges they face, which led to an engaging open discussion session. Representatives from government offices, the District Police Office, the National Human Rights Commission (NHRC), media, civil society organizations (CSOs), and members of the Peer Learning Network of w/HRDs discussed issues related to the protection of human rights. Participants emphasized the need for stronger coordination and collaboration to support defenders through both security measures and legal mechanisms.

- Increasing threats and risks faced by HRDs
- Gaps in government policies concerning the protection of HRDs
- Need for stronger coordination and collaboration among stakeholders
- Importance of both security measures and legal mechanisms to support HRDs
- Strengthening the capacity of Human Rights Defenders
