📢 Dialogue with Informal Contractors Engaged in Waste Segregation under SWMAN-Affiliated Waste Management Companies

On 17 April 2026, the Solid Waste Management Association Nepal (SWMAN), with the support of ILO Nepal, successfully conducted a dialogue with informal contractors engaged in waste segregation under SWMAN-affiliated waste management companies. The program brought together informal subcontractors, company representatives, donor partners, and key stakeholders to discuss the current realities, operational challenges, and gaps within the sector. The dialogue served as an important platform to amplify ground-level perspectives and encourage collaborative problem-solving.

💬 Through the sessions and open discussions, participants highlighted key issues, including:
🔹 Challenges faced by subcontractors in daily operations and service delivery
🔹 Gaps in formalization, documentation, and regulatory compliance
🔹 The importance of strengthening Occupational Safety and Health (OSH) practices

🤝 The dialogue also led to important reflections and commitments towards:
✔️ Strengthening formal systems, agreements, and structured processes
✔️ Promoting compliance with labour and safety standards
✔️ Ensuring dignified, safe, and secure working environments

➡️ As a way forward, the initiative will focus on supporting the formalization of subcontractor businesses and conducting labour audits to assess compliance, improve working conditions, and strengthen accountability across the system. These efforts aim to contribute towards a more formal, inclusive, and sustainable waste management sector in Nepal.

🙏 We sincerely thank all participants and partners for their valuable contributions and continued support.

The Solid Waste Management Association of Nepal (SWMAN) successfully conducted a two-day workshop titled “Workshop on Implementation of SOPs and Guidelines for Waste Collection and Segregation at MRFs: Promoting Decent Work and Formal Employment in the Solid Waste Management Sector” on 31st July and 1st August 2025 in Kathmandu. The event was attended by managerial-level representatives from SWMAN member companies and key stakeholders in the sector.
This important workshop was organized under the ILO-funded project, “Strengthening the Capacity of SWMAN in Ensuring Decent Work through Promoting Formalization of Their Workers and Realizing OSH and Gender-Responsive Workplaces.” The objective of the program was to build the capacity of member companies to effectively implement three key documents:
1. The Guidelines for Ensuring Decent Work and Formal Employment Practices,
2. The Standard Operating Procedure (SOP) for Occupational Safety and Health (OSH) and Gender-Sensitive Practices in Household Waste Collection, and
3. The SOP for OSH and Gender-Sensitive Practices in Waste Segregation at Material Recovery Facilities (MRFs).
The workshop served as a platform for participants to explore critical issues such as workplace risks, institutional barriers to formalization, and strategies to promote gender equity, social inclusion, and safety for waste workers. Technical sessions were conducted to help participants understand the practical implementation of OSH and GEDSI-focused SOPs and guidelines in daily operations.
This workshop also aimed to promote the adoption of a newly developed Code of Conduct (2081) for the prevention of workplace violence and harassment, and to support the broader vision of professionalizing Nepal’s waste sector with safety, dignity, and inclusion at the center.
SWMAN would like to express heartfelt thanks to the ILO Nepal team, the Government of Japan, participating member companies, facilitators, and advisors for their support and active engagement. With collective commitment, we move forward toward building a safer, more inclusive, and dignified environment for all workers in the waste management sector.
