Citizenship Affected People’s Network (CAPN), in collaboration with Nationality For All (NFA) and the Global Campaign for Equal Nationality Rights (GCENR), successfully organized a discussion program titled “Discussion on Gender Equal Citizenship Rights in Nepal & Launch of the Global Atlas on Gendered Nationality Laws” on 31 March 2026 in Kathmandu.

The event brought together civil society representatives, researchers, media professionals, and affected individuals to engage in meaningful dialogue on gender unequal citizenship laws in Nepal, the social and economic implications, and the need for continued legal and constitutional reforms.

The program also marked the national launch of the Global Atlas on Gendered Nationality Laws, an interactive global resource aimed at strengthening evidence-based advocacy and promoting informed policy dialogue toward equal nationality rights worldwide.

On 28th February, Accountability Forum, initiated by Citizenship Affected People’s Network (CAPN), organized the Manifesto Dialogue with major political parties with the aim of holding them accountable to the commitments outlined in their own manifestos and to understand their stance on issues such as gender-equal citizenship rights.

The formation of the Accountability Forum, a collaborative platform of CSOs and partner networks, was a key step in CAPN’s efforts to advance women’s equal citizenship in Nepal.

The Manifesto Dialogue provided a space for political party representatives to discuss how their manifestos addressed matters such as human rights, accountable governance, civic space, access to justice, and gender-equal citizenship laws. Gender equality in citizenship embedded as an overarching theme throughout the discussion, reflecting the urgency of advancing legal reforms to ensure equal citizenship rights in Nepal.

Sustained multistakeholder action, grounded in lived experience and backed by political will, is essential to ending statelessness.

Our Deputy Director, Adv. Neha Gurung, moderated the side event titled “Solutions to Statelessness: Multistakeholder Action to Achieve Equal Nationality Rights for All” on 16 December 2025, at the Global Refugee Forum Progress Review (GRF-PR) held at UNHCR’s Headquarters in Geneva, Switzerland. Her role in the event underscored the critical importance of centering lived experience, civil society leadership, and accountability-driven dialogue in global policy spaces.

Adv. Neha participated as a delegation member for the Global Campaign for Equal Nationality Rights (GCENR). Her participation reflected the collective commitment to amplifying affected voices, bridging policy with lived realities, and advancing concrete solutions toward equal nationality rights for all.

The event brought together UN leadership, government representatives, civil society actors, and individuals directly affected by statelessness—demonstrating how collaborative, cross-sector engagement is vital to addressing systemic nationality-based exclusion.

The Annual General Meeting (AGM) of the Citizenship Affected People’s Network (CAPN) for the Fiscal Year 2081/82 was successfully conducted on 3 January 2026 at Harisiddhi Newa Suli.

The AGM brought together members of the CAPN team, Board members, consultants, and distinguished guests to reflect on our collective journey over the past fiscal year, review organizational progress, and discuss strategic directions for the year ahead. The meeting served as an important platform for accountability, transparency, and shared learning, reinforcing our commitment to advancing gender-equal citizenship rights.

Day 5 of our School Outreach Program on Children’s Rights to Identity and Education, titled “Securing Birth Certificate, Ensuring Education,” was successfully conducted at Shree Devi Secondary School, Devichaur on 23 December 2025.

During the session, students were engaged in interactive discussions and activities that focused on the importance of birth registration as the foundation of legal identity and its direct connection to accessing education and other fundamental rights. The program encouraged students to reflect on issues of inclusion, equality, and the challenges faced by children who lack legal documentation.

We sincerely thank Shree Devi Secondary School for their support and cooperation. The active participation and thoughtful responses from the students once again highlighted the importance of conducting rights-based awareness programs within school settings and empowering young minds with knowledge about identity and citizenship.

The session focused on building students’ understanding of legal identity, birth registration, and their direct link to children’s rights and access to education. Through interactive discussions and participatory activities, students reflected on how the absence of documentation can lead to exclusion and inequality.

The session continued our efforts to engage students in meaningful conversations around legal identity, birth registration, and their connection to education.

Day 2 of the program was held at Shree Patha Pradarshak School, Badhikhel, on 19th December 2025, where students actively participated in interactive sessions, discussions, and activities designed to help them understand how securing a birth certificate is closely linked to realizing a child’s right to education and other fundamental rights.

Through storytelling, discussions, and participatory learning, the sessions encouraged students to reflect on issues of inclusion, identity, and equality from a rights-based perspective. The curiosity and engagement shown by the students across both schools reaffirm the importance of introducing these conversations at an early age.

CAPN successfully conducted the first day of its School Outreach Program on Children’s Rights to Identity and Education at St. Xavier’s School, Godavari. A team of 10 CAPN members engaged with 128 students through an interactive session focused on the importance of birth registration, legal identity, and access to education.

Through discussions, storytelling, and student participation, the session highlighted how securing a birth certificate is a crucial first step in ensuring a child’s right to education and other fundamental rights. The students actively participated, shared their perspectives, and reflected on why identity documents matter in shaping opportunities and protecting rights.

We extend our sincere gratitude to St. Xavier’s School, Godavari for providing the space to engage young minds on such an important issue. This session marks the beginning of our continued efforts to raise awareness on children’s rights and legal identity.
