Kayapalat Kayapalat is a Youth-led non-profit, non-political and non-governmental social organization working in Madhesh and Bagmati Province.

Kayapalat is a campaign based youth organization dedicated to protecting and promoting the rights of young people through campaign and capacity development activities. Kayapalat focus in the field of democracy, human right, good governance, education, health and Climate change. It was formed on 2020 to do the advocacy and spread awareness among the people of Madesh Province. It was a loose network

initiated by the energetic and vibrant youth. It is registered at District Administration Office Dhanusha and Social Welfare Council (SWC) in 2022. Kayapalat 'KAP' is spread overall Nepal with its young campaign member engaging in the climate change campaigns as well as in personal development activities.

For a long time, Kayapalat in partnership with Bikalpa an Alternative and नेपाल ई रिक्सा मजदुर संगठन धनुषा has been advocating with the Ministry of Labor and Transport, Madhesh Province to reform licensing practices for e-rickshaw drivers focusing on real behavioral and practical skills.

In the recent stakeholder meeting, the Honorable Minister Manish Kumar Suman reaffirmed this commitment and shared that the ministry will soon ensure a policy that enables practical, skill-based licensing for all e-rickshaw drivers.

Kayapalat successfully organized the event “Sankalpa Madhesh Ko” in Janakpurdham, bringing together a diverse group of policymakers, youth leaders, civil society actors, and media representatives.

During the event, two significant documents the “Sajhedari Youth Charter of Demand” and the “Common Demand of Youths from Madhesh Province” were officially launched by the Honorable Speaker of the Madhesh Province Assembly, Ram Ashish Yadav. The launch was further graced by esteemed Members of the Provincial Assembly, including Sarda Devi Pahadi, Rupa Kumari Yadav, Sarada Thapa, and Jibchi Yadav.

The event also witnessed the presence of key stakeholders and dignitaries such as Dr. Shila Mishra from PPPC, Suresh Yadav from Media Council, Shailendra Mahato FNJ Madhesh Province, Pasuram Karki Ministry of Sports and Social Walefare, Rahul Jha from NHRC, and youth activist Rakshya Bam.

The program was marked by enthusiastic participation from hundreds of young people, civil society organizations, journalists, and other stakeholders, who highly appreciated the demand book as a reflection of authentic youth voices from across Madhesh.

Importantly, the Members of the Madhesh Province Assembly expressed their strong commitment to raise the issues highlighted in the demand book within the provincial assembly. They also assured that these concerns would be communicated to fellow assembly members, recognizing the document as a unique and evidence-based representation of the aspirations and challenges faced by youth in the region.

Santosh Mahara, Secretary of Nepal E-rikshwa Majdoor Sangathan, Dhanusha, shared that in Madhesh, thousands of E-rikshwa riders are earning their livelihood with dignity — yet many are deprived of a license simply because they cannot pass a written exam.

Mandatory licensing is essential for safety and regulation. However, the process must be practical-based and inclusive, as seen in Koshi Province, which has initiated a more practical approach. When many riders are not formally literate, limiting the system to a written exam alone becomes a barrier to justice.

Kayapalat, together with Bikalpa an Alternativeand Nepal E-Rikshwa Majdoor Sangathan, is actively running a campaign demanding a practical-based licensing system that ensures road safety without excluding hardworking riders.

Let’s build a system that is safe, fair, and inclusive.

The Sajhedari Youth Network Secretariat, hosted at Kayapalat, is actively working to ensure that youth demands are heard and addressed by candidates as well as existing provincial and local governments.

SYN members have been engaging at the local level, conducting meetings and handing over the Charter of Demands to relevant stakeholders.

Youth across the region are strongly advocating for the protection and fulfillment of their fundamental rights. They are calling on all stakeholders to promote a more accountable and responsible government.

In this context, SYN Coordinator Dipika Lama and SYN Member Bipul Kushwaha met with candidates and political leaders to formally present and advocate for youth voices.
