Bikalpa an Alternative is a public policy think tank, working on a grass root level seeks to develop the culture that favors individual and economic freedom in spears of personal life and policy issues. It seeks to do so through research, education and civic engagements. Vision: Bikalpa an Alternative envisions a Nepal where rule of law is supreme and citizens can exercise their natural rights to life, liberty and property in a vibrant and free society. Mission: To defend the fundamental rights of the citizens, spread the idea of freedom and prosperity through research, education and public engagement to create a free and open society which is based on democratic principal. Objective:

• To educate and train people to defend and promote ideas of freedom, rule of law and market economy.

• To promote accountability of government organizations at the grassroots level

• To conduct research, publish, disseminate and explore alternative solutions to recommend to the stakeholders.

• To establish a resource center to encourage learning on ideas congruent to the vision of the organization.

• To promote entrepreneurship.

A major step forward toward inclusive e-rickshaw licensing in Lumbini Province.

During the Lumbini Province Assembly session, Honorable Minister Prachanda Bikram Neupane, Minister for Industry, Tourism and Transport, announced an important update on the ongoing reform of the e-rickshaw driving licence system.

Referring to the policy dialogue organized by Bikalpa – An Alternative with the Ministry and key stakeholders, the Minister noted that the legal process is moving forward to allow e-rickshaw drivers to obtain a driving licence through a practical driving test only, without the requirement of a written examination. He further informed the Assembly that the new provision is expected to come into effect after the month of Shrawan, following the completion of the legislative process.

Bikalpa – An Alternative welcomes this commitment and looks forward to supporting the effective implementation of this important reform.

On 6 July 2026, Diwakar Uprety, Director of Kayapalat , formally handed over a Policy Brief on E-Rickshaw Driver License Reform to Traffic Inspector Khagendra Kumar Dahal of the District Traffic Police Office, Dhanusha.

The meeting served as an introductory discussion following Inspector Dahal's recent appointment. Kayapalat shared insights on the current status of e-rickshaw drivers, the challenges they face, and the need for a more inclusive and effective driver licensing system.

The discussion focused on the implementation of the C1 driver's license category, following the issuance of the government circular. Inspector Dahal expressed the District Traffic Police Office's readiness to facilitate and support the implementation and management of the C1 licensing system in coordination with relevant stakeholders.

The meeting also explored opportunities to strengthen the "Safe Drivers, Safe Passengers" campaign by developing a comprehensive database of e-rickshaw drivers, drawing on successful practices implemented in Koshi Province. Participants emphasized that effective reform will require close collaboration among the Traffic Police, provincial and local governments, civil society organizations, and other relevant stakeholders.

On 6 July 2026, Diwakar Uprety, Director of Kayapalat formally handed over a Policy Brief on E-Rickshaw Driver License Reform to the newly appointed Hon. Sharada Thapa, Minister of Labor and Transport of Madhesh Province, and Mr. Ranjit Kumar Yadav, Provincial Secretary of the Ministry of Labor and Transport.

Following the handover, the meeting focused on key policy priorities related to e-rickshaw management, road safety, and the implementation of the C1 driver's license category, for which the Madhesh Province Government has already issued a circular. While the government plans to begin implementation from Shrawan, officials noted that the system will first undergo technical testing to address remaining issues before its full rollout.

The discussion also covered the "Safe Passengers, Safe Drivers" campaign, strategies to integrate e-rickshaw drivers into the formal licensing system, and broader policy measures to promote safer, more organized, and sustainable urban transport.

We are delighted to welcome back our Program Coordinator, Ranu Sah , after successfully completing the three-month Community Engagement Exchange (CEE) Program 2026 in the United States supported by IREX and the U.S. Department of State

During the fellowship, she completed her practicum at Houston City College (HCC), where she learned how universities, government agencies, and industry partners collaborate to support entrepreneurship and community development. She also participated in policy discussions, leadership events, and engagements with think tanks, policymakers, entrepreneurs, and civic leaders, gaining valuable insights and global perspectives.

Ranu proudly represented Bikalpa – An Alternativeby presenting our work on policy research, advocacy, and advancing liberty at The Mackinac Center for Public Policy .The presentation provided an opportunity to share Bikalpa's initiatives with interns and policy professionals while fostering meaningful exchanges on public policy and civic engagement.

In Madhesh, thousands of E-rikshwa riders are earning their livelihood with dignity, yet many are deprived of a license simply because they cannot pass a written exam.

Mandatory license is necessary for safety and regulation. But the process must be practical-based and inclusive. When many riders are not formally literate, forcing only a written exam becomes a barrier to justice.

Kayapalat, together with Bikalpa an Alternative and Nepal E-rikshwa Majdoor Sangathan, is running a campaign demanding a practical-based licensing system that ensures safety without excluding hardworking riders.
A license should test driving skills — not literacy privilege.

कायापलटले Bikalpa an Alternative सँगको साझेदारीमा मधेश प्रदेशका ई–रिक्सा चालकहरूको लाइसेन्स समस्याबारे काम सुरु गर्दा यो विषय सामान्य र छिट्टै समाधान हुने जस्तो लागेको थियो। तर पहिलो चरणमा गरिएको सर्वेक्षण र प्राप्त तथ्यांकहरूले हजारौं चालकहरू प्रणालीगत समस्याका कारण लाइसेन्स प्राप्त गर्नबाट वञ्चित रहेको यथार्थ उजागर गर्‍यो।

यसै कारण ई–रिक्सा चालकहरूको आवाजलाई नीतिगत तहसम्म पुर्‍याउन विभिन्न सरोकारवालासँग संवाद, छलफल, पैरवी र निरन्तर वकालत गरियो। महिनौँको प्रयास, सहकार्य र दृढ संकल्पपछि C1 श्रेणीको लाइसेन्सका लागि लिखित परीक्षाको सट्टा वैकल्पिक तथा प्रयोगात्मक परीक्षामार्फत लाइसेन्स प्राप्त गर्ने व्यवस्थातर्फ महत्वपूर्ण उपलब्धि हासिल भएको छ।

As part of its ongoing advocacy efforts on e-rickshaw policy reform, Bikalpa – An Alternative recently held discussions at the Department of Transport Management (DoTM), Minbhawan, Kathmandu, with Director General Rajiv Pokharel, Senior Computer Engineer Keshav Khatiwada, Directors Maniram Bhusal and Ganeshman Singh Rai (who also serves as the Information Officer), as well as Dhiraj Shah, who oversees technical aspects within the department.

The discussions focused on the need for a coherent and harmonized regulatory framework for e-rickshaw driving licences across Nepal. Bikalpa shared lessons from its advocacy efforts in different provinces. In Koshi Province, a separate C1 category has been introduced for e-rickshaw driving licences. Similarly, although the legal framework in Madhesh Province already provided for e-rickshaw driving licences, implementation challenges persisted because the licensing software system remains under federal control. Through sustained advocacy, efforts are underway to address these gaps.

Building on these experiences, Bikalpa emphasized that a nationally coordinated approach led by the federal government would ensure policy consistency and regulatory uniformity across all provinces. DoTM officials acknowledged the importance of the issue and shared that the department is currently developing a new software system and exploring policy improvements that could help streamline transport governance nationwide starting this fiscal year.

Bikalpa remains committed to advocating for inclusive, evidence-based, and sustainable transport policies that support the growth of clean mobility across Nepal.
