Uyghur Transitional Justice Database (UTJD) is an independent nonprofit organization that focuses on the documentation of human rights violations committed against the Uyghurs and other Turkic peoples in East Turkistan (aka. UTJD was founded in 2017 as a project of the Norwegian Uyghur Committee and became an independent nonprofit organization in 2019. We have started building reality-based detailed 3D models of internment camps in VR, and possibly in the foreseeable future also 3D models of historical mosques, sacred tombs, and other cultural relics/sites that have been (partially) demolished by the Chinese regime. We aim to create a virtual interactive museum in the future, featuring all things related to the Uyghurs and other Turkic peoples in East Turkistan. We publish reports and books, e.g., 100 Camp Testimonies and Remolding the Uyghurs to Fit the Han-ethnocentric Mold. We also submit reports and policy recommendations to governments.

First published in Uyghur in January 2026, the book brings together testimonies from multiple generations who lived through decades of persecution, displacement, political repression, and injustice in East Turkistan.

From the land reform campaigns of the 1950s and the Cultural Revolution to the Ghulja Massacre, the July 5, 2009 Ürümchi Massacre, and the mass internment campaign that began around 2014, these stories preserve history through the voices of those who experienced it firsthand.

The Uyghur Transitional Justice Database participated in the Third International Uyghur Forum in Berlin, organized by the World Uyghur Congress in cooperation with the Uyghur Center for Democracy and Human Rights.

During the forum, Adiljan Abdurihim, Coordinator and Data Technician at UTJD, delivered a presentation on how emerging technologies can strengthen the documentation and preservation of evidence of human rights violations, while also introducing UTJD’s educational application, Could You Be Detained?

Adiljan also joined the panel discussion titled “From Surveillance to Criminalization — Attacks on Religious Freedom,” moderated by Dena Shayne-Leeder, Esq. of the Jacob Blaustein Institute for the Advancement of Human Rights, alongside Abdulhakim Idris (Center for Uyghur Studies) and Mia Hasenson-Gross (René Cassin). He discussed findings from UTJD’s upcoming report on the Kériye Id Kah Mosque, religious freedom, surveillance, and the use of innovative technologies to document cultural and religious heritage in East Turkistan.

UTJD remains committed to advancing innovative approaches to documentation, and research, while supporting efforts to preserve evidence, protect historical memory, and promote accountability for human rights violations committed against Uyghurs and other Turkic peoples in East Turkistan.

During the 2026 Oslo Freedom Forum, UTJD participated in the roundtable discussion “Exposing China’s Crimes: Modern Slavery and Ethnic Unity,” hosted by Campaign for Uyghurs.

The discussion brought together experts and advocates to examine state-imposed forced labor, assimilation policies, and so-called “ethnic unity” initiatives affecting Uyghurs, Tibetans, Southern Mongolians, and other communities under the Chinese regime.

The Uyghur Transitional Justice Database (UTJD) is proud to announce the soft launch of the beta version of its educational application “Could You Be Detained?”, which was used for the first time during the Future-Proof conference, engaging approximately 100 participants.

The application is an interactive educational tool that encourages reflection on human rights, democratic values, and international law through the lived experiences of Uyghurs and other Turkic peoples in East Turkistan.

This beta launch marks an important milestone in transforming research and documentation into an accessible educational experience.

At this stage, access to the application is available by registration only. Accounts for creating and managing sessions are currently provided to human rights organizations, universities, high schools, event organizers, and other relevant institutions.

Could You Risk Detention While Simply Living Your Ordinary Daily Life?

The Uyghur Transitional Justice Database has developed Could You Be Detained?, an interactive educational application designed to raise awareness about the arbitrary nature of detention and mass internment in East Turkistan.

Created through the collaborative work of researchers, developers, educators, and interns, the application invites participants to answer questions based on ordinary daily activities. Through this process, users discover whether their actions could place them “at risk” of detention under policies imposed in East Turkistan.

The Uyghur Transitional Justice Database (UTJD) has been hosting an Information Controls Fellow through the Open Technology Fund (OTF) since mid-2024. OTF is a U.S.-based nonprofit organization that supports innovative projects, tools, and technologies designed to empower individuals in repressive environments to communicate securely, access information freely, and engage online without fear of censorship or surveillance.

🗞️The research explores how China cooperates with host states to implement digital repression and the role of technology companies in either mitigating or exacerbating these risks. By collecting evidence of the tools and methods used against Uyghur communities, Topal aims to develop practical solutions to help journalists, activists, and others safeguard their human rights online.

The fellowship has delved into the digital tools and tactics employed by the Chinese government to suppress dissent, monitor Uyghur diaspora communities, and silence cross-border activism.

After roughly a year of working on this project, UTJD, OTF and our fellow, Ms. Topal are pleased to finally release the final version of the report.
