ICDE was founded in 1938 in Canada as the International Council for Correspondence Education and today has members from over 60 countries worldwide. ICDE's Permanent Secretariat is in Oslo, Norway, and has been hosted by this country on a permanent basis since 1988. The ICDE Oceania Task Force has published an advocacy paper demonstrating how regional collaboration can translate policy discussions into concrete recommendations. 📚

Published by FLANZ (Flexible Learning Association of New Zealand), the paper highlights how online networked learning can help address systemic gaps and improve equitable access to education — particularly for learners in rural and underserved communities.

Building on insights from the ICDE Education Policy Forum 2025, the paper shows how global advocacy efforts can inform national policy and strengthen education systems.

📘Explore the GAC Europe Digital Toolkit.

Developed as part of the ICDE Global Advocacy Campaign, the toolkit defines three core principles—inclusivity, sustainability, and scalability—and illustrates how they are put into practice through case studies from ICDE member institutions.

The Europe Task Force is jointly led by Professor Kate Lister (Arden University) and Mychelle Pride (The Open University). Their work reflects a collaborative effort to turn shared advocacy priorities into practical guidance for the European digital learning context.

Why does advocacy matter in open and distance education?📑

Because policies, funding decisions and public understanding influence who can access quality learning opportunities. Educators and institutions bring valuable insight into what works in practice and where change is needed.

Through ICDE's Global Advocacy Campaign, members across six regions work to advance inclusive, scalable and sustainable approaches to education. By sharing experiences and perspectives, they help strengthen a collective voice for shaping policy and supporting learners worldwide.

In the coming weeks, we'll be highlighting the work of our regional Task Forces and the issues they are championing.

With the global fake degree market estimated at more than USD 22 billion, addressing fraudulent qualifications has become an urgent priority for higher education systems worldwide.

UNESCO's Global Convention on Higher Education will host a webinar exploring how technology, trusted networks, and cross-border collaboration can support efforts to prevent academic fraud and strengthen qualification recognition.
