أُدين رفيق ا. يوم الاثنين في هولندا بارتكاب 19 جريمة تعذيب واغتصاب وعنف جنسي تُشكِّل جرائم ضدّ الإنسانية، وذلك على خلفية الأفعال المنسوبة إليه بصفته رئيس قسم التحقيق في قوات الدفاع الوطني، وهي ميليشيا موالية للأسد، في مدينة السلمية، حماة، بين العامَين 2013 و2014. وقد حُكم عليه بالسجن لمدّة 26 عامًا نظرًا إلى "الجسامة الاستثنائية للجرائم ومعاناة الضحايا". تفتخر سيجا (The Commission for International Justice and Accountability) بدعمها لهذه القضية منذ آب/أغسطس 2022، إذ استجابت لاثني عشر طلبًا للمساعدة القانونية وردت من السلطات الهولندية وشملت تقديم تحليلات سياقية موسَّعة بشأن عمليات قوات الدفاع الوطني في السلمية، فضلًا عن مشاركة تقريرَين استباقيَّين وتزويد السلطات بمعلومات التواصل الخاصّة بشاهدَين.

Den Haag, 15 juni 2026 om 16:27, De rechtbank Den Haag veroordeelt een 58-jarige man voor 19 internationale misdrijven, gepleegd in 2013 en 2014 in Syrië onder het regime van president Bashar al-Assad. De man krijgt een gevangenisstraf van 26 jaar.

Rafik A. was convicted today in the Netherlands for 19 counts of torture, r**e and sexual violence as crimes against humanity, carried out in his role as the Head of the Interrogation Department of the pro-Assad paramilitary, the National Defence Force, in Salamiyah, Hama between 2013-2014. He was sentenced to 26 years in prison, in recognition of ‘the exceptional gravity of the offenses and the suffering of the victims.’ The Commission for International Justice and Accountability is proud to have supported this case since August 2022, responding to 12 RFAs from Dutch authorities including extensive contextual analysis on the NDF’s operations in Salamiyah, as well as sharing two proactive reports and contact details of two witnesses.

“The start of this case underlines once again that justice is achievable even if it takes longer than expected,” Nerma Jelacic said. “Halabi is one of the highest-ranking Syrian regime officials to be put on trial charged with a very serious litany of crimes.”

انطلقت اليوم في النمسا أطوار محاكمة العميد خالد الحلبي بتهم تتعلق بالتعذيب، و الإكراه المشدد، و الإكراه الجنسي، و التسبب بأذى جسدي جسيم، و ذالك عن أفعال يزعم أنها ارتكبت بين عامي 2011 و 2013 أثناء توليه رئاسة فرع المخابرات العامة بالرقة و المعروف بالفرع 335.

كما يحاكم الرائد مصعب أبو ركبة، الذي شغل منصب رئيس قسم التحقيق بفرع الأمن الجنائي بالرقة، بتهم تشمل التسبب بأذى جسدي جسيم و الإكراه المشدد و الإكراه الجنسي. و ستقدم سيجا شهادة خبرة أمام المحكمة، عن دورها في تحديد مكان وجود الحلبي و تقديمها ملفات تضمنت معلومات و أدلة ذات صلة بالقضية.

كان المتهمان قد وصلا إلى النمسا عام 2015 وتقدما بطلبات لجوء، وأقاما في البلاد منذ ذلك الحين. وبحسب الادعاء، فإن 21 شخصاً تعرضوا للتعذيب وسوء المعاملة أثناء احتجازهم، و....

The trial of Brigadier General Khalid Al-Halibi began in Austria today, for charges of torture, aggravated coercion, sexual coercion and serious bodily harm, carried out in his role in as the head of General Intelligence Branch 335 in Raqqa between 2011-2013. Lt. Colonel Musab Abu Rukbah, the former head of the investigation unit of the Raqqa criminal police, is also on trial, for charges of serious bodily harm, aggravated coercion and sexual coercion. The Commission for International Justice and Accountability will testify as an expert witness, having located Al-Halabi in Vienna in 2015 and provided dossiers including evidence to authorities.

An ex-Syrian general and a former senior Syrian police officer went on trial in Vienna on Monday, accused of torturing opponents of the now-deposed regime of Bashar al-Assad.

استضافت كلية الحقوق في جامعة دمشق يوم الأحد ورشة عمل حول العدالة الجنائية الدولية وآليات الملاحقة القضائية، وذلك بالتعاون مع لجنة العدالة الدولية والمحاسبة – سيجا (CIJA) والمنظمة السورية للطوارئ (SETF).

شارك في الورشة أكثر من 300 طالب حقوق و20 أستاذًا، إلى جانب قيادات جامعية، حيث تناولت الورشة دور العدالة الجنائية في التعامل مع الجرائم الدولية المرتكبة في سوريا. كما انضم السفير ستيفن راب (مفوَّض سيجا وعضو مجلس إدارة المنظمة السورية للطوارئ) وبيل وايلي (المدير التنفيذي لسيجا) إلى نخبة من المتحدثين السوريين البارزين، منهم الأستاذ معاذ مصطفى والدكتور إبراهيم دراجي، لعرض خبراتهم في التحقيق في الجرائم الدولية وملاحقة مرتكبيها قضائيًا.

تتشرف سيجا بدعم هذا الحدث المهم، وبمشاركة خبراتها مع الأجيال القادمة من المجتمع القانوني السوري، فيما يعملون على رسم مسارات العدالة الانتقالية المقبلة. وتواصل سيجا تركيزها على تقديم الدعم لمؤسسات العدالة الانتقالية في سوريا في هذا المسعى الحاسم.

On Sunday, the Damascus University Faculty of Law hosted an International Workshop on International Criminal Justice and Prosecution Mechanisms, in cooperation with The Commission for International Justice and Accountability and the Syrian Emergency Task Force.

More than 300 law students, 20 professors and university leaders engaged in the workshop which addressed the role of criminal justice for international crimes committed in Syria. Ambassador Stephen Rapp (CIJA Commissioner and SETF Board Member) and Bill Wiley (CIJA Executive Director) joined eminent Syrian speakers including Professor Mouaz Moustafa and Dr Ibrahim Daraji to share their experiences of investigating and prosecuting perpetrators of international crimes.

CIJA is honoured to have supported this crucial event, and to have shared its experiences with the next generations of Syria’s legal community, as they shape the transitional justice pathways ahead. CIJA remains focused on offering assistance to Syria’s transitional justice institutions in this critical endeavor.

هو قانوني ودبلوماسي أمريكي بارز، شغل مناصب رفيعة في مجال العدالة الجنائية الدولية، من بينها المدعي العام للمحكمة الخاصة بسيراليون والسفير المتجول للعدالة الجنائية العالمية في وزارة الخارجية الأمريكية، ويُعد من أبرز الخبراء الدوليين في ملاحقة جرائم الحرب والإبادة الجماعية وتطوير آليات العدالة الجنائية الدولية.
