محكمة فرنسية تؤيّد إدانة متّهم في قضية اختطاف صحفيَّين على يد تنظيم داعش، بدعم من سيجا في مرحلتَي المحاكمة والاستئناف

في 12 تشرين الأول/أكتوبر، أيّدت محكمة في باريس إدانة قيس العبدالله لدوره في اختطاف صحفيَّين فرنسيَّين في سوريا في عملية نفّذها تنظيم داعش في العام 2013، وأبقت على الحكم الصادر بحقه بالسجن لمدة 20 عامًا.

قدّمت لجنة العدالة الدولية والمحاسبة – سيجا (CIJA) أدلّة وثائقية وشهادات خبراء في خلال المحاكمة الابتدائية، كما أسهمت في مرحلة الاستئناف، التي شهدت بدورها الاستماع إلى شهادات خبراء إضافية من مديرَي سيجا.

شملت تحقيقات سيجا في سوريا العثور على تسجيلات كاميرات المراقبة في مستشفى للأطفال في حلب، كان تنظيم داعش يستخدمه مقرًّا له ومركزًا للاحتجاز. وقد أدّت هذه التسجيلات دورًا مهمًّا في المحاكمة.

ويؤكّد الحكم القيمة الراسخة للتحقيقات التي تجريها سيجا ولخبراتها المتخصّصة في دعم جهود المساءلة عن الجرائم المرتكبة في سوريا قبل أكثر من عقد.

French court upholds Da’esh kidnapping conviction, with CIJA support at both trial and appeal.

On 12 October, a Paris court upheld the conviction of Kaïs Al Abdallah for his role in the 2013 abduction of two French journalists by Da’esh in Syria, confirming his 20-year prison sentence.

CIJA supported the original trial with documentary evidence and expert witness testimony and provided further support to the appeal, which featured further expert testimony from CIJA Directors.

CIJA's investigations in Syria included the discovery of CCTV footage from a children's hospital in Aleppo used by Da’esh as a headquarters and detention facility, evidence which played an important role in the trial.

The judgment underscores the enduring value of CIJA's investigations and specialist expertise in supporting accountability for crimes committed in Syria more than a decade ago.

حكمت المحكمة الجزائية الفيديرالية للمنطقة الوسطى بكاليفورنيا على العميد سمير عثمان الشيخ بالسجن 60 عامًا، بتهمة إرتكاب تعذيب بحق معتقلين في سجن عدرا المركزي بدمشق بين عامي 2005 و2008، وكذلك بتهمة الاحتيال على سلطات الهجرة. وتفخر سيجا بدعمها لهذه القضية منذ عام 2021 ؛ حيث استجابت لست طلبات مساعدة، وقدّمت 71 صفحة من وثائق صادرة عن النظام السوري البائد، وتقريرًا تحليليًا يؤكد دوره و مسؤولياته، إلى جانب 75 مقابلة شهود منقحة وإحاطة مكتبية لفريق الادعاء.

The US Central District Court for California has sentenced Brigadier General Samir Ousman Alsheikh to 60 years in prison for his role in the torture of prisons in Adra Prison, Damascus between 2005-2008 as well as for immigration fraud. CIJA is proud to have supported the case since 2021, responding to 6 RFAs with 71 pages of Regime documents and an analytical report which confirmed his roles and responsibilities as well as 75 redacted witness interviews and one office briefing to prosecutors.

أيدت المحكمة الاتحادية الألمانية العليا، في حكمها الاستئنافي، الإدانة الصادرة بحق المواطن السوري عمار أ. Conviction of Ammar A. upheld on appeal in Germany. Ammar A., a 33-year-old Syrian pro Assad militia member, was sentenced to life imprisonment for his role in war crimes and crimes against humanity of murder, torture, forcible transfer and destruction of property, carried out against civilians in Busra al-Sham, Dar’a, between 2012 and 2014. CIJA is proud to have supported this case and its contribution to accountability efforts for international crimes and achieving justice for victims.

ترحب سيجا بالحكم الصادر بحق العميد خالد الحلبي، الذي قضت محكمة فيينا الجنائية الإقليمية بسجنه ثماني سنوات، بعدما ظل فارًّا من العدالة منذ العام 2015. وقد أُدين الحلبي بارتكاب جرائم التعذيب، وإلحاق أذى جسدي خطير ، والإكراه المشدد، والاعتداء الجنسي، وذلك خلال فترة توليه رئاسة فرع المخابرات العامة بالرقة، في الفترة الممتدة بين 2011 و 2013.

كما أُدين مصعب أبو ركبة، الرئيس السابق لقسم التحقيق بفرع الأمن الجنائي بالرقة، بارتكاب أذى جسدي خطير، والإكراه المشدد، والإكراه الجنسي. وقضت المحكمة بإلزام المتهمين معًا بتسديد تعويض قدره 130,000 يورو للضحايا.

The case against the two men, who have been living in Austria since 2015, was one of the first that the country has brought under the principle of universal jurisdiction.
